A RESOLUTION CONSENTING TO THE CITY OF DUBLIN WORKING COOPERATIVELY WITH THE DIRECTOR OF THE OHIO DEPARTMENT OF TRANSPORTATION FOR THE UPGRADE AND MAINTENANCE OF TRAFFIC SIGNALS. WHEREAS, the Ohio Department of Transportation ("ODOT'l and the City of Dublin (the "City's have identified the need to upgrade signals at the following locations: (1) Bridge Street at Corbins Mill Drive and Shawan Falls Drive; and (2) Frantz Road at Paul G. Blazer Memorial Parkway and Longbranch Drive, identified by ODOT as D06 Regional Signals project, PID 98818 (the "Project'j; and WHEREAS, the Project will upgrade signals by adding non- refiectorized backplates and upgrading the LED signal displays at those locations; and WHEREAS, being in the public interest, the City gives consent to the Director of Transportation of the State of Ohio (the "Director's to complete the Project; and WHEREAS, the City hereby agrees to cooperate with the Director in the planning, design, and construction of the Project and grants consent to ODOT for its development and construction of the Project in accordance with plans, specifications, and estimates as approved by the Director; and WHEREAS, ODOT agrees to assume and bear one hundred percent (100 %) of the total costs of preliminary engineering, right -of -way, and construction; and WHEREAS, right -of -way costs include eligible utility costs; and WHEREAS, ODOT agrees to be responsible for all utility accommodation, relocation, and reimbursement and agrees that all such accommodations, relocations, and reimbursements shall comply with the current provisions of 23 CFR 645 and the ODOT Utilities Manual; and WHEREAS, the City agrees to assume and bear one hundred percent (100 %) of the total costs of those features requested by the City (currently, none are identified), which are not necessary for the improvement as determined by the State and Federal Highway Administration; and WHEREAS, the City agrees that all existing City right -of -way required for the Project will be made available to the Project, and should the Project require additional right -of -way, the City will work to facilitate ODOT's acquisition of the additional right -of -way in accordance with current State and Federal regulations; and WHEREAS, upon completion of the Project, unless otherwise agreed, the City shall: (1) provide adequate maintenance for the Project in accordance with all applicable State and Federal laws, including, but not limited to, Title 23, U.S.C., Section 116; (2) provide ample financial resources, as necessary, for the maintenance of the Project; (3) maintain the right -of -way, keeping it free from obstructions; and (4) hold said right -of -way inviolate for public highway purposes. N", THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, . /— of the elected members concurring that: Section 1. The City Manager is hereby empowered on behalf of the City of Dublin to enter into contracts with the Director of ODOT necessary to complete the Project pursuant to the terms above. Section 2. Foster, P.E., PTOE, Civil Engineer Re: Resolution No. 92 -14 — Consenting to the City of Dublin Working Cooperatively with the Director of the Ohio Department of Transportation for the Upgrade and Maintenance of Traffic Signals Summary The Ohio Department of Transportation (ODOT) and the Mid -Ohio Regional Planning Commission (MORPC) have been working with local communities throughout the region to identify low -cost safety improvement opportunities. Based on their analysis of crash data in the City of Dublin, they proposed to upgrade the traffic signal displays with new LEDs in order to add backplates around the signal heads. (See Figure 1 at (ght.) Engineering staff was asked to evaluate a list of potential intersections as provided by MORK and ODOT for inclusion in the project. The list identified thirty -three (33) signalized intersections within Dublin, based on recent crash data. As most of the potential intersections already have backplates installed, these were eliminated from further consideration. As a result, Engineering staff identified five (5) intersections to evaluate whether the mast arms could support the additional weight and wind loads of the signal heads with backplates. The analysis completed by a consultant hired by ODOT determined whether the existing mast arms could support the enhanced traffic signals, and provided an estimate of the construction cost to upgrade the intersection. Three (3) of the five (5) intersections submitted for analysis were removed from further consideration because the upgrade required the replacement of one or more mast arms. Engineering requested the project proceed for the remaining two (2) intersections. Bridge Stree Longbranch Drive Figure 2: Map of Upgraded Intersections These intersections, shown above in Figure 2, are • Bridge Street (US 33/SR161) at Corbins Mill Drive / Shawan Falls Drive; and • Frantz Road at Paul G. Blazer Memorial Parkway/ Longbranch Drive. ODOT is currently working to design and complete the installation in the second quarter of 2015. There are no anticipated direct costs to Dublin for this project, as it is entirely funded through ODOT safety funds. The estimated installation cost for this safety upgrade is $12,900. Recommendation Staff recommends Council adopt Resolution 92 -14 at the December 8 Council meeting.
