A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
FRANTZ ROAD UTILITY BURIAL PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the Frantz Road Utility Burial project; and
WHEREAS, Council has determined that the bid submitted by Complete General
Construction Company constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to
declare the relocation of the utilities in connection with the above - referenced
project as a " "single source" procurement, for reason that the company owning
the utilities in question has the exclusive rights to relocate such utilities.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Complete General Construction Company in
the total amount of $1,549,635.00 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with
Complete General Construction Company for performance and completion of the
Frantz Road Utility Burial project, pursuant to the Advertisement, Proposal and
Contract Documents for said project on file in the office of the City Engineer.
Section 3. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Re: Resolution No. 93 -14 - Frantz Road Utility Burial - Bid Acceptance
Summary
On November 20, 2014 four (4) bids were received, publicly opened and read for the Frantz Road Utility
Burial project, which consists of the burial of overhead utility lines along the west side of Frantz Road
from Rings Road to north of Metro Place South. The total project length is approximately 3,700 feet.
This project will enhance the electrical power reliability along Frantz Road and Metro Place.
The Engineer's estimate is $1,700,000.00. The 2014 budgeted funds for this project are $1,700,000.00
from the Pizzuti TIF. Complete General Construction Company submitted the lowest and best bid of
$1,549,635.00. Staff has reviewed all bids and a summary of the bids is listed below.
For Council's reference and review, a reduced set of project construction drawings has been placed in
the Council Planning Room.
Staff anticipates the construction to commence in February 2015. Frantz Road and the intersecting side
streets will remain open to traffic throughout the duration of the construction. Work in street pavement
areas is to be finished on or before May 20, 2015. The scheduled completion date for the project is June
19, 2015.
Staff has thoroughly reviewed the bid from Complete General Construction Company. Previous
experience with Complete General Construction Company has been extremely favorable, including these
recent projects: Emerald Parkway Improvements (Tuttle Crossing Boulevard to Rings Road); Avery-
Muirfield Drive / Post Road Roundabout; and Historic District Pedestrian Improvements.
Recommendation
Staff recommends Council approval of Resolution 93 -14, accepting as lowest and best the bid of
Complete General Construction Company in the amount of $1,549,635.00 and authorizing the City
Manager to enter into a contract with Complete General Construction Company for this project.
