An Ordinance Amending The Annual Appropriations Ordinance For The
Fiscal Year Ending December 31, 1999
WHEREAS, Section 5705.40 of the Ohio Revised Code allows for supplemental
appropriations to be made to an appropriations measure provided sufficient
resources are available; and
WHEREAS, the Ohio Revised Code requires, when necessary, amendments to
the annual appropriations measure to be made in order that appropriations are not
over expended; and
WHEREAS, it is necessary to amend the annual appropriations measure to
provide adequate funding in various budget accounts.
NOW, THEREFORE, CBE IT ORDAINED by the Council of the City of
Dublin, State of Ohio, of the elected members concurring that:
Section 1. There be appropriated from the unappropriated balance in the General
Fund the amount of $60,000, to account 101-0230-810-2726 for the purpose of
transferring funds to the Public Works Commission Fund.
Section 2. There be appropriated from the unappropriated balance in the General
Debt Service Fund the amount of $7,600 to account 310-0210-790-2601 for the
purpose of paying final issuance costs associated with the November 1998 bond
issue.
Section 3. There be appropriated from the unappropriated balance in the Parkland
Acquisition Fund the amount of $230,000 to account 402-0210-780-2510 to pay a
portion of the acquisition costs related to the 1.329 tract of land located east of
Shawan Falls Drive.
Section 4. There be appropriated from the unappropriated balance in the Public
Works Commission Fund the amount of $60,000 to account 422-0314-780-2551
to finalize and close-out the Coffinan Road widening construction contract.
Section 5. The public hearing be waived to provide immediate funding for the
above accounts in order that appropriations are not over expended.
Section 6. This Ordinance shall take effect and be in force in accordance with
Section 4.04(a) of the Dublin City Charter.

Re: Ordinance No. 36-99, An Ordinance Amending The Annual Appropriations

This Ordinance requests supplemental appropriations for the following reasons:
Sections 1 and 4 -during the process of closing out the construction contract for the Coffinan
Road widening project adjustments for final quantities actually used were identified and
confirmed. The additional appropriations are the result of increased quantities for asphalt
concrete.
Section 2 -various issuance costs were incurred in conjunction with the November bond issue.
Estimates were made and the amount of the issues were increased to pay the estimated issuance
costs. The final accounting was recently completed by the City's underwriters and our issuance
costs were under estimated by the amount of this appropriation request.
Section 3 - as discussed by the Director of Law at the March 15 City Council meeting, additional
funds are needed "up-front" for the acquisition of the Biscar property. The $230,000 requested
reflects the amount due upon closing and any related closing costs. As the reimbursement
payments are made by Washington Township to the City, they will be credited to the Parkland
Acquisition Fund.
