AN ORDINANCE TO ACCEPT THE LOWEST/
BEST BID FOR THE
1999 LANDSCAPE IMPROVEMENTS
SR 161/FRANTZ ROAD/POST ROAD
FOR THE CITY OF DUBLIN,
APPROPRIATING FUNDS
AND DECLARING AN EMERGENCY
WHEREAS, after advertising, receiving and opening bids on March 17, 1999 for the
1999 Landscape Improvements, SR 161, Frantz Road, and Post Road; and
WHEREAS, Council has determined that the lowest and best bid for said project is from
Greenscapes Landscape Company, Inc. of Columbus, Ohio, in the amount of
$218,632.00; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible, so that construction can start during favorable weather conditions in the 1999
construction season; and '

WHEREAS, it is necessary to amend the annual appropriations measure to provide
funding for this project.

NOW THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio,
of the elected members concurring:
Section 1. That the bid from Greenscapes Landscape Company, Inc. in the amount of
$218,632.00 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Greenscapes Landscape Company, Inc., for completion of said project
pursuant to the bid specifications and documents on file in the office of the City
Engineer.
Section 3. That there be appropriated from the unappropriated balance in the General ~
Fund the amount of $250,000 to account 101-0230-810-2722 for the purpose of
transferring funds to the Frantz Road Improvement Fund.
Section 4. That there be appropriated from the unappropriated balance in the Capital
Improvement Tax Fund the amount of $250,000 to account 414-0314-780-2550.
Section 5. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

1999 Landscape Improvements, SR 161/Frantz Road and Post Road
Today, March 17, 1999, bids were received and publicly opened and read for 1999 Landscape Improvements,
SR 161, Frantz Road and Post Road. Four (4) bids were received as shown on the attached bid form. The bids
have been reviewed and it is recommended that we award this contract to Greenscapes Landscape Company,
Inc. of Columbus, Ohio, the lowest, responsible bidder. The bids ranged from $218,632.00 to $258,782.00.
Greenscapes Landscape Company, Inc.'s bid was $218,632.00. The engineer's estimate was $280,000.00.
Attached is an emergency Ordinance No.33-99 for approval by City Council prior to awarding this contract to
Greenscapes Landscape Company, Inc. Attached, please find a copy of an exhibit showing the proposed
landscaping. The Ohio Department of Transportation, in reviewing plans for the construction permit may
suggest some changes within the controlled access area of the SR 161 right-of--way. I recommend approval of
this contract to Greenscapes Landscape Company, Inc. of Columbus, Ohio on an emergency basis, so that work
can begin as soon as possible.
