AN ORDINANCE TO ACCEPT THE LOWEST/
BEST BID FOR THE
RINGS ROAD IMPROVEMENTS PROJECT
FOR THE CITY OF DUBLIN,
APPROPRIATING FUNDS
AND DECLARING AN EMERGENCY
WHEREAS, after advertising, receiving and opening bids on March 10, 1999 for the ~
Rings Road Improvement Project; and
WHEREAS, Council has determined that the lowest and best bid for said project is from
Performance Site Management, Inc. of Columbus, Ohio, in the amount of $3,534,735.22;
and ~
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible, so that construction can start during favorable weather conditions in the 1999
construction season; and
WHEREAS, Council has determined that there may be a legitimate need to declare the
relocation of the utilities in connection with the above-referenced project as a "single-
source" procurement, for reason that the company owning the utilities in question has the
exclusive rights to relocate such utilities; and
WHEREAS, it is necessary to amend the annual appropriations measure to provide
funding for this project. ~
NO THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio,
of the elected members concurring:
Section 1. That the bid from Performance Site Management, Inc. in the amount of
$3,534,735.22 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Performance Site Management, Inc., for completion of said project pursuant
to the bid specifications and documents on file in the office of the City Engineer.
Section 3. That there be advanced from the General Fund the amount of $3,700,000
to the Rings Road TIF Fund for construction costs related to the Rings Road
Improvement project. This advance is to be reimbursed to the General Fund from the
proceeds of a future debt issue which will subsequently be retired from service payments.
Section 4. That there be appropriated from the unappropriated balance in the Rings
Road Improvement Fund the amount of $3,700,000 to account 426-0314-780-2550.
Section 5. That this Ordinance be, and the same hereby is, declared to bean
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage. /
