REQUEST: Review and approval of a rezoning application for aten-acre site to be used as a 110-space parking lot, from R-1, Restricted Suburban Residential District to PUD, Planned Unit Development District, under the provisions of Section 153.056. The site is 9.997 acres located on the north side of Post Road, approximately 500 feet west of Commerce Parkway. STAFF CONTACT: Lisa L. Fierce, Assistant Planning Director. UPDATE: This case was postponed from the April 8, 1999 agenda due to the late hour. The staff report has not changed. BACKGROUND: Coffman Park was zoned PUD District in 1994. The master plan for the park was prepared in the same year, which included the overall development for the park. The plan identified areas for expansion for the municipal building, and the enhancement of the historical setting for the Coffman Homestead. The park is being expanded by about 10 acres, which is to be included in the Coffman Park PUD. The Dublin Community Recreation Center is under expansion for a total of 110,500 square feet. A final development plan for the expansion was approved on June 18, 1998 without any addition to on-site parking. As a condition of approval, a proposal for addressing the need for additional parking was required to be presented to the Commission. The Commission informally reviewed the proposed parking expansion at the December 10, 1998 meeting. At that time, the Commission encouraged minimizing asphalt, providing adequate employee and overflow parking, preservation of the Nyrop barn (if feasible), and encouraging residents to use the bikepath connections from the neighborhoods for community events. The rezoning provides for consideration of the uses and the development standards by the Planning Commission. Following a vote here, a public hearing will be scheduled for City Council. A separate companion final development plan application for a parking lot addition within Coffman Park is included within the staff report. CONSIDERATIONS:. This ten-acre addition to Coffman Park is flag-shaped with about 200 feet of frontage on the north side of Post Road. The site includes the Nyrop and Farrell properties. The Nyrop property has been developed with a home and several outbuildings. Dublin purchased the northern portion of the property (1.917 acres) that includes the outbuildings north of the Indian Run. The property owner will continue to live in the Dublin Planning and Zoning Commission Staff Report -April 15, 1999 Page 7 home. The L-shaped Farrell property (8.008 acres) was originally platted as part of the Johnston subdivision. It contains a 3,126 a square foot house built in 1976, with several outbuildings. Dublin now owns the property, and all structures. • Coffman Park is located at the northwest corner of Post Road and Emerald Parkway, and is zoned PUD. The park includes the municipal building, Fletcher Coffinan Homestead and Heritage Garden (home to Dublin's Historical Society), the Community Recreation Center, shelterhouse, and some storage and utility buildings. Several playground structures have been installed recently. The South Fork of the Indian Run is located along the southern end of the park, running from west to east through the park. Parking is disbursed in pods along the driveway (Coffman Park Drive) which runs through the park. There are 550 parking spaces within the park, overall. This ten-acre site is located directly west of Coffman Park, specifically, west of the recreation center. • The site is surrounded to the west, and north by varied residential development, including aresidence/horse farm on a very large Post Road lot to the west (zoned R-l, Restricted Suburban Residential District), and existing single-family homes within the Hemingway subdivision to the north (zoned R-2, Restricted Suburban Residential District). Across the street, to the south, are old farm buildings on land zoned LI, Limited Industrial District, which is still being farmed. • The 9.997 acres are zoned R-1, Restricted Suburban Residential District. This request is to rezone the parcels to the Coffman Park PUD. The proposal is to develop a portion of the site fora 110-space parking lot. • The Community Plan recognizes Post Road as a scenic road. It recommends that development along scenic roads be set back approximately 200 feet (from centerline). Future development should respect that setback. • City Council recently adopted a goal to substantially increase Coffman Park by an expansion of up to 34 acres to the south of Post Road. This is expected to be the site of future City Hall, at some point in the future. Staff has been directed to enter into negotiations for purchase of the land. STAFF RECOMMENDATION: This project will add to the high-quality image already established with the development of Coffinan Park. The expansion of the park will provided open space and parking within the park. Staff recommends approval of the rezoning. The park includes the municipal building, Fletcher Coffman Homestead and Heritage Garden (home to the Dublin Historic Society), the Community Recreation Center, several smaller utility buildings, and a variety of recreational facilities. Parking is disbursed in pods along the driveway (Coffman Park Drive) which runs through the park. Coffman Park was rezoned to the PUD, Planned Unit Development District in 1994, and a master plan for the park was adopted. Since then, various improvements have been added to the park in conformance with that plan. The largest improvement in the park is the Community Recreation Center of 69,000 square feet. The building is currently being expanded by an additional 41,500 square feet. The addition should be operational in the fall of 1999. There is land remaining on the north side of the building that could be used for a future expansion. Permitted Uses: Permitted construction includes: recreational buildings and related recreational facilities such as skating rinks, shelter houses, tot lots, tennis courts, basketball courts, outdoor amphitheaters; governmental offices and related uses; limited city storage facilities; public art; and parking associated with permitted uses (added only when necessary). All of the above uses are permitted with the understanding that Coffman Park is situated within a residential area, and uses will be a "good neighbor". Greenspace and environmental stewardship are a high priority within the park. The park is the most important site within the overall Dublin park system. It is located at the center of the municipality and is sized for community-wide activities, including such special events as the Irish Festival. Development Standards: Development within Coffman Park will be consistent with the Dublin Zoning Code and the Community Plan. All park improvements are subject to final development plan review and approval by the Planning and Zoning Commission. Architecture: All structures shall be developed in a coordinated fashion and shall be compatible with residential surroundings. Natural materials should be used wherever feasible. Colors should blend with the environment and be of earthtone. Site Access and parking: Access is available from Emerald Parkway, Post Road, and Downpatrick Road. Access should be adequate, but minimized near adjacent residential development. Parking will be provided throughout the park in convenient locations. It is understood that parking will be inadequate to support major events of a community-wide nature. When a shortfall in parking is experienced, additional parking may be added, subject to the final development plan process. Temporary special event parking is permissible on non- paved areas (grass). Lighting: Parking lot lighting should meet the Dublin Lighting Guidelines. Security lighting may be added based on demonstrated need. Rezoning Application 98-0442 -Coffman Park -Park Expansion 3. Final Development Plan 99-031FDP -Coffman Park -Parking Lot Expansion Lisa Fierce presented this proposal and showed several slides. A missing link in the park belt was acquired between the South Fork of the Indian Run by buying the rear of the Nyrop and the entire Farrell property. She said this is a combined application for rezoning and the final development plan for some new parking. There are four houses that front on Post Road south, of the ten-acre park expansion. The parkland extends from the Union/Franklin County line at the west end to Coffman Road at the east. Homes fronting on Tara Hill Drive back up to the park. The site is zoned R-1, and the purpose is to roll the new park acreage into the established and adjacent Coffman Park PUD. A park is permitted in the R-1 district, but this request is to make it a part of the PUD. She said the Farrell residence on the west end is a little over 3,000 square feet and may be used for municipal offices. A shed and outbuildings are also on the property. The final development plan involves the expansion of the rec. center parking lot. The new parking area includes 110 spaces. A three-foot mound with plant material including evergreen and deciduous plants will be installed across the entire northern edge as a buffer. Lighting will be consistent with the fixtures currently used. Expanding the parking lot was a requirement of the second phase of the recreation center, as approved by the Commission in 1998. The expansion of the parking lot was discussed as an informal proposal at the December 1998 Commission meeting. She said 110 spaces are needed for the building expansion. The plan also includes the extension of the bikepath through the park. A sidewalk will link the parking lot to the entrance of the recreation center. The plan also shows an area designated for potential future parking expansion. Those spaces would only by installed based on demonstrated need and would require another public hearing and Commission review process. Ms. Fierce said the 110 spaces should be completed in August, in time for the Irish Festival. There are a series of conditions associated with the finial development plan, including the need for snow fencing during all stages of construction to preserve trees. Any future expansions or structural modifications anywhere on the ten-acre site are subject to review and approval by the Commission. Ms. Fierce said staff recommends approval of this rezoning application. Ms. Fierce said staff recommends approval of this final development plan with five conditions. 1) That the proposal comply with any conditions appended to the rezoning by the Commission or City Council; Dublin Planning and Zoning Commission Minutes -April 15, Page 15 2) That snow fencing be installed during all phases of construction to preserve trees, and that any landscaping to be removed will be relocated elsewhere on site; 3) That the interior landscaping be provided to meet Code and installed by November 1, 1999; 4) That the lighting meets the Dublin Lighting Guidelines; and 5) That any future expansions or structural modifications be subject to review and approval by the Commission. Jim Sprague asked about proposed future programming and the need for additional parking lot expansion. It was not being presented, but it looks like a sea. Ms. Clarke answered that there is still potential to expand the recreation center. It is hoped that the 110 spaces will take care of the recreation center expansion. If it appears that more parking is required, it will be presented again to the Commission with a demonstrated need. The City's first goal is to preserve greenspace. Ms. Clarke explained that no spaces were actually eliminated by the expansion. Some are temporarily out of commission, due to construction. The current addition to the north wing of the building was always programmed. Ms. Clarke said 110 spaces was an estimate required for the new uses being added to the building, mostly the theater. Mr. Peplow asked if this parking is for normal uses or to help with special events. Ms. Clarke and Ms. Fierce stated that it was not the intent to supply enough parking for special events such as the Irish Festival. Initially, staggered programming was discussed instead of more parking. The overall conclusion was not to deliberately under-program this very expensive recreation building. If the improvements are there and someone wants to use the theater, the community room, or whatever else, we don't want the building under utilized due to parking. Mr. Hahn's and Ms. Clarke's best assessment determined that 98 spaces would really be required to support the new use, 110 was a convenient increment for expansion. Mr. Harian questioned the 276 spaces considered for a future expansion. Lisa Fierce said there would need to be a real parking problem before more asphalt is added. If a problem exists six days a year, no parking would be added. If it becomes a daily problem, it should be solved with additional parking. If the building is being utilized on a regular basis, enough services should be offered to support it. For special events, carpooling is a better solution. Ms. Fierce said 34 acres south of Post Road is under consideration for a new city hall. That location may be more appropriate for more parking for Coffman Park. Mr. Harian asked if that would have to be presented to the Commission. Lisa Fierce said yes. Mr. Fishman expressed concern about losing greenspace. The building addition eliminated greenspace. He acknowledged that more parking is necessary but asked if a more creative parking plan is possible. Clusters with greenspace rather than just a rectangle. Mr. Fishman felt the City should offer a better plan. Bobbie Clarke promised an improved layout. Mr. Dublin Planning and Zoning Commission Minutes -April 15, 1999 Page 16 Fishman suggested a lot of mounding. Ms. Clarke agreed with Mr. Fishman and promised that if it comes back to the Commission, it will be presented as a parking pod. Mr. Fishman suggested that the lot have the appearance of greenspace, perhaps a lot of mounding and pods, to maintain the beauty of the setting. Ms. Clarke pointed out the uncurbed west allows for overflow parking in the grass. A mound should be avoided for this reason. Mr. Fishman agreed. Mr. McCash viewed the problem in terms of whether the black box theater and the community room were programmed at the same time. He felt that the presentation by Bob Wandel to Council indicated the two would not be used together. Ms. Clarke said some facilities and parking spaces, such as the community hall for dinner and the theatre for a performance, will be used by the same group of patrons. She thought there would be some programming issues. Last June, the building addition was approved in an area with no additional convenient parking. Because Dublin did not own any more land valet parking, van pooling, and off-site employee parking, etc were possible solutions. Staff promised to address the parking issue to the satisfaction of the Commission by the end of 1998. Dublin was fortunate to having willing sellers to the west of the recreation center, which offered the opportunity to add parking near where it was needed. Staggering some programs may be necessary. Staff hopes the building will be programmed largely on the basis of demand, rather than on available parking. Mr. IvlcCash was surprised that Dana McDaniel was not present. Fred Hahn said Mr. McDaniel has authority over programming. He was present to represent this development, not the programming. He said staff will be sensitive to programming in the recreation center. A major swim meet, a popular theatrical production, and a large wedding reception could not be scheduled for the same hours. The proposed 110 parking spaces would be inadequate. Staff knew from the inception of plans for the second phase of the recreation center, the existing parking would be insufficient. Mr. McCash liked the PUD zoning because it provided for the demonstrated need before construction. In most other cases, the Commission should be proactive in addressing roads, etc. Asphalt is a less desirable use of park area, and there should be a clear demonstration that it will be used on a daily basis. He has not experienced the parking lot at capacity regularly. Mr. Hahn said students are permitted to park at the recreation center during school, but they are not using this area. Without the second phase is not open, the lot would not be expanded. Staff is fully confident there will be a shortage the day the second phase opens. Ms. Clarke said the recreation staff noted that the peak recreation center parking is in the early evening, approximately when the theater and community hall will be used. Dublin Planning and Zoning Commission Minutes -April 15, 1999 ~ R ~ Page 17 Mr. Lecklider asked if future parking lot additions would be reviewed by the Commission. Ms. Fierce said yes. Ms. Clarke said yes, unless waived by Council. Mr. McCash wanted to assure that the Commission will not bypass any approval process. He suggested a condition in that regard. Ms. Fierce said additional parking would have to go through the final development plan process under the PUD. Ms. Clarke said Council recently approved improvements to the municipal pool on Dublinshire Drive in a PUD and waived the usual Commission review. It is an unusual action, and she was not presented at that Council meeting. She guessed it could be done again. ~ Mr. Lecklider said Council could always vote to override the Commission action. Ms. Clarke said Council has funding authority. She noted the override power of Council in clearly spelled out in rezoning and plat cases, but final development plans are less clear. If the Commission turns it down, she guessed a discussion would ensue between Council and the Commission. Mr. Banchefsky said there was no provision in the Code for Council to look at it. Ms. Newcomb pointed out that the screening height for parking lots is 3 '/z feet, not three feet, as mentioned in the presentation. Mr. Lecklider wanted every effort made to minimize any lighting impact. Ms. Fierce said the Lighting Guidelines should handle the light trespass issue. Lighting is required in the parking lot, but it did not need to be illuminated all night. Mr. Hahn said lighting helps patrons get back to their cars, but it is also used for security. There is a vandalism issue in city parks, and lighting is being encouraged throughout the night. He believed the recreation center lights now are on photocell, not timers, from dusk to dawn. Mr. Lecklider appreciated that security issues are real. Currently, this area is dark at night, and he would prefer not to have lights on at 3:00 a.m. Mr. Hahn said it was the current City opinion is that lighting is good and dark is bad. He agreed to comply with Dublin Lighting Guidelines. He cannot guarantee the lights will go off at particular time, but he will pass along the recommendation to use lighting just during operational hours. Mr. Sprague said the City uses its efforts to "green-up" parking lots. He thought Dublin should be challenged to do the same. He asked if 10 spaces could be eliminated and more mounding added, etc. Mr. Hahn said the 110-space increment mirrors and extends the existing lot. The more creative the parking, the more land is needed. He said there would be no problem however, if a few spaces were lost. Ms. Clarke accepted Mr. Sprague's design challenge. Robert Rowe, 6547 Tara Hill Drive, strongly opposed to these parking lot applications. This is behind his home, and he chose his home because of the empty field behind it. He talked to the staff before purchasing and was told there were no plans to develop that land. Mr. Rowe said the residents are dismayed that construction has already begun on the proposed parking lot. They oppose the parking lot because their property values will go down. The noise and lack of privacy are also issues, even with a mound. He said the parking lot is only full for the Dublin Planning and Zoning Commission Minutes -April 15, 1999 Page 18 Irish Festival, Fourth of July, and maybe a third event per year. He opposed lighting. He predicts people cutting through their properties, and drainage is already a problem in his backyard. Mr. Rowe said the neighbors support greenspace in Hemingway Village, which does not have its required amount of park. A park would enhance, but a parking lot will detract. Doug Kennedy, 5658 Tara Hill Drive, bought his house in 1986. He said it was a terrific idea to expand the greenspace and extend the bikepath. His concern is with construction of a parking lot which he believes is unnecessary. The 3 '/z mounds do not shield the residences, especially from lighting. Bruce Johnson, 5648 Tara Hill Drive, said the Commission has used a planned design in other cases. He said as the expansion for the recreation center took place, there were no immediate plans for parking. When he bought his property, he knew where the recreation center was going to be built and the parking lot. He said the parking lot and pond have already been graded. He said the recreation center parking lot was less than 50 percent occupied earlier this evening. He said temporary parking for the Irish Festival is located in the greenspace to the east. Internal signage could direct patrons to additional parking. He said parking will also be available at any new City Hall. He has always heard greenspace is important to Dublin, and this is disappointing. He recommended tabling of the application for much more consideration. Bobbie Timmerman, 3720 Settlers Road, is in the process of buying Lot 246B on Tara Hill. She knew there was a potential for expansion of the parking lot. The buffer between the residential area and the parking lot does not seem to meet what private developers are asked to do. She would like to see the same criteria applied here. When she looks out the windows near the recreation center running track, she looks directly into the parking lot into those homes. The buffer is not enough. Ms. Timmerman was concerned about outdoor storage, including vehicles. Valerie Costello, 5886 Post Road, lives south of the Farrell/Nyrop properties. She said Mr. Lecklider attended a meeting of the Post Road Association this week. She said when the Farrell property became available last year, they expressed their concerns staff and Council. Greenspace is what makes the area attractive, and this parking lot is extremely distressing. She said they were assured this would only become parking as a very last resort. This plan has 110 parking spaces. The grassy lot east of the recreation center is currently used for overflow parking. It would be a logical parking lot extension. Ms. Costello said they would like the need for additional parking demonstrated. She requested that the additional 276 spaces be removed from the zoning plan. It will make their lots less attractive when selling. Al Dantzer, 5952 Post Road, said Dublin abuts his land on three sides. The bikepath expansion will go behind his house. His property values will be effected with any development of the Farrell property. He asked that Dublin explore expanding the parking eastward. Dublin Planning and Zoning Commission Minutes -April 15, 1999 ' Page 19 Greg Anderson, 5904 Post Road, said his main concern was the scenic Indian Run. The greenspace that it includes is very important to him, and this plan will eventually destroy it. He would like the City to look at other possibilities to provide parking. He was also amazed that construction has already begun on this site. Mr. Eastep asked about construction activity. Mr. Hahn said Dublin is not under contract for this expansion. Soil was delivered along what is hoped to be the north edge of the parking lot where the mound is to be located. The excess soil from Coffman Park was placed there in ~ anticipation of this parking lot. Council has not awarded a contract for the construction yet. ..r Mr. Sprague thought the buffer behind the recreation center was in compliance. Ms. Clarke agreed and added that a "buffer" is not required other than for screening the parking. She said in residential districts, permitted uses include churches, schools, parks, and residences. Those uses do not need to be buffered from one another. However, residential property abutting commercial, retail, industrial or office uses, will require a six-foot tall buffer. Mr. Sprague assumed that outdoor storage at the barn will be minimal. Mr. Hahn said he would accept the condition that there be no outdoor storage. Mr. Sprague asked if the barn was historical. Mr. Hahn said no, but it has a nice appearance. There are no intentions to raze it. Mr. Harian asked if the area could be left as grass to handle large event parking. Landscaping could identify the parking area. Mr. Hahn said if it were just for three annual events, this 110- space parking plan would never be proposed. If needed in the middle of January, there is no way to remove snow/ice from the grass; in May, there may be a lot of rain. Ms. Clarke said there are about 100 spaces along Coffman Park Drive. Mr. Harian asked if these spaces could be used for the recreation center. Ms. Clarke said yes, but it is not that simple. She said she and Mr. Hahn served on a committee that studied the recreation center expansion for over a year. They looked at different scenarios for parking, and the committee selected this as the best one. Most people currently arrive in running shoes, but for the expansion, there will be people arriving dressed for the theater. Parking 700 feet away and/or in a muddy lot was not a reasonable solution. The mission of the recreation center is being expanded to include the arts. Services to support that function are needed. She said 100 parking spaces may be too few. Ms. Clarke said abetter-landscaped softer edge for the parking lot could be considered. If the building is opened without adequate parking, staff would be derelict in its duties. Mr. Fishman asked if the landscape code could be exceeded between the houses and the parking lot by putting a large mound there. He suggested tabling this plan. Abetter design is needed. Mr. McCash asked about the distance between the rear property and the projected edge of pavement. Mr. Hahn said 50 feet, and it gradually will get wider if it goes west. Mr. McCash had no problem voting on the rezoning application. It will simply add property to the Coffman Park PUD. Mr. Fishman agreed. Mr. Fishman said the 100 spaces were needed, and the ability to eventually expand was needed. He said it is fair to give those residents the consideration generally given in similar cases. The Commission must do what is best for the entire community. If the recreation r center fails, property values will decline. If it succeeds, it needs parking. Mr. Harian agreed. He thought the final development plan should be tabled so that staff can meet with the residents. Mr. McCash was undecided about the "demonstrated" versus "perceived" need for more parking. If parking overflow is only occasional, he did not want to overbuild asphalt. Mr. Sprague repeated the concern about too much asphalt. Any parking lot expansion should be well mounded and creative. Parking should be constructed only when absolutely necessary. He did not think any additional structures should be built in Coffman Park. Mr. Peplow was in favor of the rezoning and tabling the final development plan. He wanted more information about use of the existing parking lot. He did not want any future parking lot expansion on this parkland. Neighborhood and City needs should be in balance. Mr. Eastep said that the recreation center is amulti-million dollar community investment. It is an asset to Dublin, and it must succeed. He believes the additional parking will be needed, especially with the theater. There is no other logical place to construct parking. He wanted something more creative. He empathized with the residents. He supported the rezoning and tabling of the final development plan. Mr. Lecklider generally agreed with the other Commissioners. He said all abutting properties should have equal mounding and landscaping. Staff should consider the properties along Post Road as well although the impact is lower. Mr. Lecklider said the lighting should be sensitive to the neighbors. He appreciated the security interest, but it disappointed him that there was a glow in the evening over the community. He also supported a positive recommendation to the rezoning and tabling the final development plan. He agreed that future expansion of the parking lot should be avoided. Mr. McCash requested that the parking lot lighting be controlled by timer when the recreation center was closed. Mr. Hahn agreed to look into reducing the amount of lighting at night. Mr. Fishman said lighting is a safety feature. Mr. Lecklider was interested in the residents' input. Mr. Fishman made a motion to approve the rezoning application because it is consistent with the PUD criteria, conforms to the zoning text and Community Plan, is compatible with the Dublin Planning and Zoning Commission Minutes -April 15, 1999 Page 21 ~ environment, and furthers the quality of life for the residents through expansion of the park, with two conditions: 1) That there be no outdoor storage; and 2) That the parking lot plan be reconfigured to incorporate additional greenspace. She said Dublin was purchasing the rear portion of the Nyrop property and the full Farrell property (including the house). The north section of the recreation center is under construction. The staff proposes that the recreation center parking area be expanded by about 100 spaces. That is being conservative, but staff believes that green space preservation is a higher goal. Mr. Fishman asked if both parcels will be filled with parking. Ms. Clarke said not initially, but parking will be added as needed. It has not been decided if the barn would be kept. The tree line, however, will be preserved. The first phase including layout and grading work was recently approved. This second portion of the final development plan is the building. The site is caned PUD, Planned Unit Development District, and there is a revision to the master plan for the development of Coffman Pazk being done by Myers-Schmalenberger. The groundbreaking should take place August 31. 99-0302 and 99-131FDP Coffman Park Rezoning and Parking Expansion Dublin Planning and Zoning Commission Minutes -August 4, 1994 Page 11 The building and immediate grounds will cost approximately $8.7 million, and the building is 75,800 square feet. It is 3/4 limestone, some 1/4 color coordinated stucco. There is a standing seam metal roof, and Staff has encouraged the repetition of the copper look of the roof on the municipal building. There is a cost issue associated with that, so Staff would encourage some other blended brown or earth-tone color. The exterior trellises of the building are natural redwood. The second phase of the building is about 42,000 square feet. Mr. Fishman asked how many acres of water there are and said he encourages lots of water. Mark Gialuca with Myers-Schmalenberger says the two-level pond has been enlarged to the east and is used mainly for stormwater. With the expansion of the pond, an 18-inch waterfall has been added. He said the pond is well-fed and has an outflow from the pond to maintain a constant water elevation. M Mr. Fishman asked if the roof was going to becopper-colored, :not green. Curt Moody, Moody-Nolan, said Mark Bodine would present the palette of materials for the entire building. The color of the roof has not yet been decided. Mr. Fishman wanted to know if the roof on the municipal building costs more than a green roof. Ms. Clarke answered yes, due to the metallic finish, not the color. Mr. Sutphen said the older city hall roof was painted copper to match the newer roof section. When it is sent to Council, the copper-color should be strongly suggested so it will all blend. Mr. Sutphen said he does not want other aspects of the project to be cut back because of the roof. He wants to send a strong recommendation to Council to provide funding. Ms. Jordan said the costs are still being refined. They are doing final value engineering, so decisions are still being made. There is a list of alternates, including the track. Mr. Itranstuber believes Council would be responsive to the need. Mark Bodine, Moody-Nolan; said all suppliers -had {not ~beea dexamined ~ut~ahere is no great .limitation of~ vendors.` The fiaed.limit of construction~:,would weed to.~be~increased by about $50,000 if they pare to specify. it as ~ the °base bid°item. = •Right now, ~ he °is •not comfortable . budgeting less than $50,000, based on their information. Mr. Kranstuber asked, froma design standpoint-and if cost were not a factor,.if the copper-color. roof would be the first choice, aesthetically and for maintenance purposes. Mr. Bodine said yes. Mr. Sutphen is concerned about the term value engineering. Mr. Bodine said their value engineering process is not to cheapen the building,.rather to ensure - there are no unnecessary costs due to design.. This .building .will attract a lot of attention, and - nothing will be done to detract from its good design. Mr. Sutphen likes the water feature; but asked if an acre could be cut out of it to save money. Mr. Kranstuber asked how many additional surprises .may. arise to :increase budget needs. Mr. Bodine said he does not expect any surprises, but 'sometimes there'are non-responsive bids and other issues beyond control. He.hopes to have good numbers by the mid August. Mr. Bodine said the stone for the wall will be from the same quarry as the existing building. He displayed slides which showed the view from the bridge. The trellis is the sun deck for the leisure pool. There is a large retaining wall onto the pond which is faced in stone. The building is faced in stone up to 10 feet in height, and at that point changes to a synthetic cream color stucco finish. In the stone, there is a pattern of subtle 8-inch bands that run through it. There will be grey tinted glass, dark bronze frames on all the aluminum windows and the north elevation where Phase 2 will attach will be synthetic stucco, and its bands will be carried across just as reveals in the stucco translucent plastic for the skylights. 99-0302 and 99-131FDP Coffman Park Rezoning and Parking Expansion Dublin Planning and Zoning Commission Minutes -August 4, 1994 Page 13 Ms. Chinnici-Zuercher said it looks fantastic and she likes the materials. Shannon Hill, 5390 Tara Hill, is concerned about the third entrance into the site. He would like the gate closed except for special events in order to cut down on the traffic. He asked about the height of the skylight 'beacon' mentioned earlier. The height of the tower is about 45 feet. He said it would be more like a glow. than a beacon and its location is the most remote of the building, .facing Post Road. - ~ Mr. ~ Kranstuber said. a traffic study. was .done during~theprocess;=~d;closing~~ the: gatewould not alleviate traffic. It would re-route it, but it would still be on TaraHill. Mr. Kranstuber explained that this is a final development .plan, and those issues were decided at earlier meetings. It is to be located behind the beautiful shelter house that is currently under construction. .She showed several slides of the park, the surrounding area, and the specific plans. No additional parking will be added. She said the stage will feature tiered seating and will be built into the- natural.bowl shape of the land. The multi-use plaza will be to the east of the. recreation center. It will extend about 150 feet to the north of the shelter house. There is a 2-foot high seating wall .around the center half of the proposed plaza area. An asphalt and pebble path will lead to the art exhibit from the driveway. No parking is proposed. The proposal includes a sculpture and a mound. Ms. Fierce said the sculpture will be a 180 square foot copper house (with a globe on top) constructed at the northern end of the mound. The mound will be "C" shaped and 7 - 8.5 feet high. The house will bridge the grassy mound 180 feet in diameter with sunflowers planted in the center. The house interior will be of a warm colored terra cotta with sandstone seating and windows without glass. There will be a few interior light fixtures on the globe (top) portion of the structure. Mr. Eastep asked if bike traffic will be prohibited with signage. Mr. Hahn said no regulatory signage was planned. He said current park regulations prohibit motorized vehicles. - Ms. Fierce said the nearest parking was located approximately 150 to the north of the site. Mr. Hahn said there was no parking along the roadway. -Mr: Sprague asked if there was a ramp entrance~to:the=house:rMr.~:.~Hahn:said;there is an earthen ADA-compliant-ramp from the mound paralleling the Indian Run. Mr. ~ Sprague asked if the sunflowers would be protected by fencing. Mr. -Hahn said no, the -mound itselfwas designed for climbing. The sunflowers are designed for view from the house. - Mr. Hahn, on behalf of the City, accepted the above two conditions. He said the mound will have a 3:1 slope. They will use a tough, upright fescue grass that will only be mowed ten times per year. The grass will be four to eight inches high and will withstand heavy foot traffic. Todd Slaughter, the artist, said the piece is designed so that the upper portion of the house can be seen from Post Road. ~ It will be a visible symbol. He said the primary construction is of treated - wood. The entire exterior is clad with copper. The support bridge structure is of a galvanized steel on which-the house will be built. Mr. Fishman enjoyed seeing children crawling over other art projects in Dublin. Mr. Slaughter said the structure was intended for that. He expected walldng paths or bicycle paths to run through the sunflowers. He said occasionally, someone may attempt to climb the exterior of the building, but it will .not-be easy.-=He said there was no way to climb up on the interior, as the surface will be smooth: -~~A>patina sur~face:will:show cracks and will probably help hide any graffiti. _ Mr. Harlan asked if the outside copper had any design to it. Mr. Slaughter said 26 cut-outs through the roof allowed shaped patches of sunlight to enter the inside. At night, the low-wattage -lights will glow and they will be seen from the exterior of the house. He said the lighting is an optional part of the contract at this time. Coffman Park contains 46 acres at the northwest corner of Post Road and Emerald Parkway. The expansion is proposed for the north and east elevations. A corrected site plan was distributed, and slides were shown. The fitness expansion will be one story extending 20 feet toward the west. - The tree row will be protected. The two-story expansion will be to the north. It includes a black box theater, community hall, atrium and areas for seniors, teens, art, ceramics and staff offices. Ms. Clarke said the exterior design will be repeated. The objective is to create a "seamless" structure. There will be a porte cochere and covered walkway to the front door. Staff will ~ come before the Commission with another revised final development plan for a parking lot expansion, or to present an acceptable alternative parking solution, later this year. Ms. Clarke said then parking was sized for the "maximum event," which was a type of swim meet. The parking is adequate for the existing building. Mr. Harian wanted adequate tree protection for the tree line near the fitness area. This part of the roof will-not be visible from the south. Mr. Harian asked about special amenities for the senior lounge areas. Mr. Harian was pleased that Dubliners use the center so fully that it is being expanded to more uses. He likes the matching of the new expansion to the existing building. He was concerned with the parking issues. This is Coffman Park and it should be very green with open spaces for outdoor open recreation areas. He hopes the park can be expanded. Mr. McCash said it is great to have such popular support .for the center that expansion is needed. The. arts .may. be as popular.as-the fitness .area. City Council.-has discussed parking and the concern over: neighborhood impact with too may cars and too many simultaneous events.
