WHEREAS, after conducting formal advertising and competitive bidding procedures for fitness equipment; and, WHEREAS, Council has determined that in the best interest of the City and in accordance with the bid documents, it desires to make multiple awards for said equipment; and WHEREAS, after thorough analysis, the lowest and best bid has been determined. McDaniel, Director of Service Date: February 24, 1999 Re: Recreation Center Fitness Equipment Bid Process and Ordinance 25-99 Attached for your consideration, please find Ordinance 25-99 accepting the lowest and best bid by item for Community Recreation Center, Phase II, fitness equipment. Also attached for your review is a copy of the bid tabulation worksheet. This bid project involves the purchase of various types of fitness equipment. Prior to seeking formal bids for this project, Tracey Uhl, of the Division of Recreation Services, compared and tested fitness equipment and developed detailed specifications based on functionality in connection with the operation of the fitness/wellness component of the Community Recreation Center (CRC). As a result of this research, thirty-five (35) items were identified for purchase. As reflected in the attached bid tabulation, the City received bid proposals from the following vendors: • Berry's Barbell • The Fitness Store • Universal • Exercare • Hammer Strength • Stairmaster Quinton The Clty reserved the nght m the bid documents to make a single or multiple awards. After analyzing the bids, Staff recommends making multiple awards, by item, to the bidder providing the lowest and best bid per item. By making multiple awards, the City can obtain all required items at a lower cost than by making a single award. There are also a couple of new service features that will be coming out with the new line. If we wait and ask for another bid for treadmills in March/April, we will still be able to obtain them in 60- 90 days. Item 3 Staff does not recommend awarding this item because Staff is not convinced this is the best price. The bidding vendor is the exclusive dealer for Precor equipment in Columbus, so its price reflects the lack of competition in the area. Staff will re-bid this piece (with the treadmills, perhaps) along with a substitution to see if a better price can be obtained. Item 7 Staff does not recommend awarding this item. It was bid in addition to item 8 in order to compare pricing. Item 8 was lower. Items 34 & 35 There were no bids submitted for these products.
