Form No. 30043 23-99 Ordinance No.-- Passed- - ---19-- - AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR THE PRINTING OF THE "INSIDE DUBLIN" NEWSLETTER AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR SAID PRINTING SERVICES. WHEREAS, after conducting formal advertising and competitive bidding procedures for the printing of the "Inside Dublin" Newsletter; and WHEREAS, Council has determined that the bid submitted by National Graphics for said printing, based upon the per unit prices specified in the attached bid tabulation and the bidder's proposal on file within the Division of Human Resources/1'rocurement, is the lowest and best bid. NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the bid submitted by National Graphics for the printing of the "Inside Dublin" Newsletter, as on file with the Division of Human Resour'ces/I'rocurement, is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract with ational Graphics for the printing of said newsletter. Section 3. Harding, Director of Human Resources/Procurement Attached for your consideration please find Ordinance No. 23-99 accepting the lowest and best bid for the printing of the "Inside Dublin" Newsletter. Also attached for your reference is a copy of the bid tabulation. This bid prof ect covers the printing of six (6) issues of the "Inside Dublin" Newsletter during the initial term of the contract. Bids were solicited on a per unit basis based upon an estimated quantity for each issue as reflected on the attached bid tabulation. The "Annual Bid Price" identified in the attached bid tabulation is only a prof ection of anticipated expenditures for such printing services. Six (6) vendors were invited to participate in the bid process and the City received bids from three (3) companies. As reflected on the attached bid tabulation, the City received bids from the following companies: • J.F. Hopkins & Associates, Inc. • Old Trail Printing Company • National Graphics The bid submitted by the Old Trail Printing Company contains incomplete information. The Old Trail Company failed to provide, as required by the bid specifications, aBid Bond, a Statement of Qualifications, aNon-Collusion Affidavit, and a Property Tax Affidavit. The bids submitted by J.F. Hopkins & Associates, Inc. and National Graphics comply fully with the bid specifications. Staff expects that three (3) issues of the "Inside Dublin" Newsletterwill each have twelve (12) pages and the other three (3) issues will each have sixteen (16) pages. The expected total number of copies for each issue is 10,500. Based upon these expectations, the bid submitted by National Graphics is deemed to be the lowest and best bid. Therefore, Staff hereby recommends that National Graphics' bid be accepted. The initial term of the contract for these printing services will commence upon the execution of the contract and will end January 31, 2000.
