A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
2015 SANITARY SEWER LINING PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of
the Dublin Code, for the 2015 Sanitary Sewer Lining Project; and
WHEREAS, Council has determined that the bid submitted by Layne Inliner,
LLC constitutes the lowest and best bid; and
WHEREAS, the 2013 Community Plan states an objective to provide safe and
efficient collection of waste water; and
WHEREAS, the City was issued Director's Findings and Orders from the Ohio
Environmental Protection Agency to reduce inflow and infiltration into the
Dublin sanitary sewer system.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
�— of its elected members concurring, that:
Section 1. The bid submitted on October 28, 2014 by Layne Inliner, LLC in
the total amount of $1,993,485.00 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into a contract
with Layne Inliner, LLC for the 2015 Sanitary Sewer Lining Project pursuant to
the Advertisement, Proposal and Contract Documents for said project on file in
the office of the City Engineer.
Section 3. This Resolution shall take effect upon passage in accordance
with Section 4.04(a) of the Revised Charter.

Acceptance
Summary
The 2015 Sanitary Sewer Lining Project specifically provides for the maintenance, rehabilitation,
and repair of 8 -inch through 42 -inch sanitary sewer mains within the public sanitary sewer
system. The 2015 Sanitary Sewer Lining Project is a critical component of the City's ongoing
efforts to maintain Dublin's sanitary sewer infrastructure and meet the Ohio Environmental
Protections Agency (OEPA) Director's Final Findings and Orders that were agreed upon by
Dublin on February 11, 2009.
The 2015 budgeted funds for this project are $2,500,000 from the 2015 -2019 Capital
Improvements Program (ES0701) and represent a budgeted amount for labor and material
costs to repair the deficiencies in the sanitary sewer system. Closed Caption Televising (CCTV)
of the sanitary sewer system, previously collected by City sewer staff identified deficiencies,
which provided the justification for this project.
On October 28, 2014, three (3) bids were received, publicly opened and read, for the 2015
Sanitary Sewer Lining Project. Layne Inliner, LLC provided the lowest and best bid of
$1,993,485.00. Staff has reviewed the bids as summarized below.

All bids were lower than the Engineer's estimate of $2,500,000.00.
This 2015 Sanitary Sewer Lining Project will commence on December 1, 2014 and will be
completed by May 15, 2015. The project will be divided into two phases: Riverside Drive area
(Phase I) between Emerald Parkway and Martin Road; and Muirfield Village Development area
(Phase II). The Phase I improvements are scheduled for December 1, 2014 through March 15,
2015 in order to be completed prior to the upcoming Riverside Drive Realignment (ET1403)
and Riverside Drive/ SR161 (ET0508) improvements. Phase II of the project will commence on
January 5, 2015 and be completed by May 15, 2015. Maps are attached that depict the work

locations. Staff will ensure that appropriate communications, project coordination and
monitoring, traffic control and site restoration are performed throughout the project duration.
Staff has thoroughly reviewed the bid from Layne Inliner, LLC and determined it to be a
complete and acceptable cost to perform the specified work for this project. Layne Inliner is a
global water management, construction, and drilling company. Layne Inliner purchased
Reynolds Inliner in 2005. Reynolds Inliner successfully performed the vast majority of Dublin's
previous lining work and was responsive to resident needs. Reynolds Inliner kept its company
name until 2012 when it officially changed its name to Layne Inliner. The company is located in
Hilliard and has maintained consistent management and staff.
Recommendation
Staff recommends Council approval of Resolution No. 88 -14, accepting as lowest and best the
bid from Layne Inliner, LLC in the amount of $1,993,485.00 and authorizing the City Manager to
enter into a contract with Layne Inliner, LLC for this project.
