AN ORDINANCE TO ACCEPT THE LOWEST/
BEST BID FOR
STORM WATER IMPROVEMENTS FOR
r'"" FOREST HILL ROAD, WESTBURY ROAD
ARROWHEAD ROAD AND RIVERSIDE DRIVE,
AND DECLARING AND EMERGENCY
WHEREAS, after advertising, receiving and opening bids on January 26, 1999 for Storm
Water Improvements for Forest Hill Road, Westbury Road, Arrowhead Road and
Riverside Drive project; and
WHEREAS, Council has determined that the lowest and best bid for said project is from
Fort Defiance Construction Company of Defiance, Ohio, in the amount of $305,303.50;
and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible; and
WHEREAS, Council has determined that there may be a legitimate need to declare the
relocation of the utilities in connection with the above-referenced project as a "single ~
source" procurement, for reason that the company owning the utilities in question has the
exclusive rights to relocate such utilities; and
WHEREAS, it is necessary to amend the annual appropriations measure to provide
funding for this project.
NOW THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio,
of the elected members concurring: ~
Section 1. That the bid from Fort Defiance Construction Company in the amount of
$305,303.50 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Fort Defiance Construction Company, for completion of said project
pursuant to the bid specifications and documents on file in the office of the City Engineer.
Section 3. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

Storm Water Improvements for Forest Hill Road, Westbury Road, Arrowhead Road and
Riverside Drive -Project No. 98-012-CIP
Today, January 26, 1999, bids were received and publicly opened and read for Storm Water Improvements for
Forest Hill Road/Westbury Road/Arrowhead Road and Riverside Drive, as recommended by Camp, Dresser and
McKee in the Storm Water Master Plan. Attached, please find a drawing from the Storm Water Master Plan,
showing the locations of these improvements, marked in red.
Seven (7) bids were received, as shown on the attached bid form. The bids have been reviewed, and it is
recommended that we award this contract to Fort Definance Construction Company, the lowest, responsible
bidder. Fort Definance Construction Company was the contractor responsible for the satisfactory completion
of the Coffman Road Bridge project. Bids ranged from $305,303.50 to $434,212.24. Fort Defiance
Construction Company's bid was $305,303.50.
Attached is an emergency Ordinance No. 13-99 for approval by City Council, prior to awarding this contract to
Fort Defiance Construction Company. I recommend approval of this contract to Fort Defiance Construction
Company of Defiance, Ohio.
