AN ORDINANCE TO ACCEPT THE LOWEST/
BEST BID FOR THE
VINEYARD CHRISTIAN FELLOWSHIP CHURCH
SANITARY SEWER ,
~ FOR THE CITY OF DUBLIN AND
DECLARING AND EMERGENCY

WHEREAS, after advertising, receiving and opening bids on June 2, 1999 for the
Vineyard Christian Fellowship Church Sanitary Sewer; and
WHEREAS, Council has determined that the lowest and best bid for said project is from
George J. Igel & Company, Inc., in the amount of $66,392.00; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible so that construction can take place during favorable weather conditions; and
WHEREAS, Council has determined that there may be a legitimate need to declare the
relocation of the utilities in connection with the above-referenced project as a "single-
source" procurement, for reason that the company owning the utilities in question has the
exclusive rights to relocate such utilities; and
WHEREAS, it is necessary to increase the appropriations previously authorized for this
project.
NO THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio,
of the elected members concurring:
Section 1. That the bid from George J. Igel Company, Inc., in the amount of
$6f;392.00 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with George J. Igel & Company for completion of said project pursuant to the
bid specifications and documents on file in the office of the City Engineer.
Section 3. That there be appropriated from the unappropriated balance in the Sewer
Fund the amount of $10,000 to account 620-0632-730-2563 to provide adequate funding
for the project.
Section 4. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

SUBJECT: Ordinance No. 64-99
Vineyard Christian Fellowship Church Sanitary Sewer
Project Number: 99-004-CIP
On June 2, 1999 bids were received and publicly opened and read for the sanitary sewer
installation for the Vineyard Christian Fellowship Church area. One bid was received, as shown
on the attached bid result form. The bid has been reviewed and it is recommended that we award
this contract to the George J. Igel & Company, Inc., the lowest, responsible bidder. George J.
Igel's bid was $66,392.
All necessary easements for the sanitary sewer have been granted at no cost to the City. In
addition to the church, the sewer will service one additional property. The Washington
Township property located on Cara Place can also be connected to this sewer. This project is
part of the 1999 budgeted improvements. Attached, please find a copy of a drawing showing the
layout of this sewer line. The 1999 Operating Budget included appropriations of $60,000 for this
project. The attached Ordinance includes a request for additional appropriations to complete the
project.
Attached is an emergency Ordinance for approval by City Council prior to awarding this
contract.
