An Ordinance to Update the Arterial Traffic Plan (Thoroughfare Plan)
for the City of Dublin and to Reduce Through-Traffic and to Improve
the Quality of Life for Southwest Area Residents.
WHEREAS, the City of Dublin has established a comprehensive plan for rights-of--way,
including the location and realignment of existing and future streets, highways, and
roadways within the municipality; and
WHEREAS, the ordinance establishing the Arterial Traffic Plan (Thoroughfare Plan) is
required to be updated and amended from time to time, as conditions warranted; and
WHEREAS, the City Administration, the Planning and Zoning Commission, the Board
of Zoning Appeals, and the City Council require a traffic plan on which to base decisions
on land use, zoning changes, variances, and conditional uses, as well as publicly-initiated
capital improvement projects; and
WHEREAS, the Arterial Traffic Plan (thoroughfare Plan) was adopted as part of the 1997
Community Plan which included a comprehensive analysis of the road network including
traffic volumes, capacity problems and planned roadway improvements; and
WHEREAS, the City has recently undertaken the analysis of circulation improvements for
the southwest quadrant of the Dublin, adjacent to Wilcox and Rings Roads; and
WHEREAS, the study prepared by Barton-Aschman Associates recommends the closure
of Wilcox Road, south of WoernerTemple Road (extended); and
WHEREAS, the Dublin Police Division and Washington Township Fire Department have
reviewed said road closure and have :~gistered no objection; and
WHEREAS, this has been discussed in many public meetings, described in the local press
and in notices sent to many residents and business owners in the area; and
WHEREAS, City Council approved the closure of Wilcox Road south of WoernerTemple
Road on March 15, 1999; and
WHEREAS, traffic in the vicinity of Wilcox and Rings Road is currently being reviewed
comprehensively as part of the Southwest Traffic Task Force;
NOW, THEREFORE, BE IT ORDAIIV'ED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring:
Section 1. That the closure of Wilcox Road, south of WoernerTemple Road (extended),
be added to the "1997 Thoroughfare Plan" and mzp. (Exhibit A)
Section 2. That the map entitled " 1999 Thoroughfare Plan, Dublin, Ohio" dated April 19,
1999, be and hereby is adopted by this Council, and replaces the exhibit in the 1997
Community Plan.
Section 3. That the Arterial Traffic Plan (Thoroughfare Plan) depicts the general location
for needed roadway improvements, the precise location of which will be established by
detailed engineering feasibility studies, land use patterns and alternate proposals which may
emerge.

Section 4. That the City Administration, the Planning and Zoning Commission, the Board
of Zoning Appeals or the Council shall cause a review of the traffic plan whenever there
is the belief thereafter that the living, employment or traffic patterns have changed
sufficiently to warrant such, but in no case less frequently than four (4) years, and shall
submit proposed changes in the form of an amendment to this Ordinance.
Section 5. That this Ordinance shall take effect and be in force from and after the earliest
period allowed by law.
