HomeMy WebLinkAboutResolution 74-14RECORD OF RESOLUTIONS II WyM Leo Mw*.Y ,fpm W- 3W45 I p Resolution No. —.4 7414 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE ACADEMIC DRIVE — PHASE 1 PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Academic Drive — Phase 1 project; and WHEREAS, Council has determined that the bid submitted by George J. Igel & Company, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by George J. Igel & Company, Inc. in the total amount of $812,300.10 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with George J. Igel & Company, Inc. for performance and completion of the Academic Drive — Phase 1 project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Sweder, P.E., Civil Engineer Memo Re: Resolution No. 74 -14 - Academic Drive — Phase 1- Bid Acceptance Summary On August 14, 2014, eight (8) bids were received, publicly opened and read for the Academic Drive — Phase 1 project, which will construct 650 feet of four -lane boulevard roadway including: curb and gutter, bike lanes, asphalt shared -use path, concrete sidewalk, brick pavers, water main, storm sewer and street lights. This roadway will be the first extension south of the existing roundabout at State Route 161 and Industrial Parkway. This project will provide access to the Ohio University Heritage College of Osteopathic Medicine and adjacent vacant property. The Engineer's estimate is $850,000.00. Although not included in the adopted 2014 -2018 Capital Improvements Program, funding for this project will be provided by an advance from the Capital Improvement Tax Fund to the Ohio University TIF Fund. Service payments received within the TIF area will be used in the future to repay this advance. George ]. Igel & Company, Inc. submitted the lowest and best bid of $812,300.10. Res. 74 -14 - Academic Drive, Phase 1 Bid Acceptance August 21, 2014 Page 2 of 2 Staff anticipates the construction to commence in early September, 2014. State Route 161 (Post Road) will remain open to traffic for the duration of the construction. The scheduled completion date for the project is May 15, 2015. Staff has thoroughly reviewed the bid from George J. Igel & Company, Inc. Previous experience with George J. Igel & Company, Inc. has been favorable, including these recent projects: Emerald Parkway — Phase 8, Hyland -Croy Road /Brand Road roundabout and Brand Road /Coffman Road roundabout. Recommendation Staff recommends Council approval of Resolution 74 -14, accepting as lowest and best the bid of George J. Igel & Company, Inc. in the amount of $812,300.10 and authorizing the City Manager to enter into a contract with George J. Igel & Company, Inc. for this project.
