Form W. 30045 Resolution No. 67 -14 Passed '0 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE DALE DRIVE — TULLER RIDGE DRIVE TEMPORARY CONNECTOR PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Dale Drive — Tuller Ridge Drive Temporary Connector project; and WHEREAS, Council has determined that the bid submitted by Complete General Construction Company constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Complete General Construction Company in the total amount of $2,177,585.15 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with Complete General Construction Company for performance and completion of the Dale Drive — Tuller Ridge Drive Temporary Connector project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this day of Y4� ) 2014. Hammersmith, P.E., Director of Engineering /City Engineer Memo Re: Resolution No. 67 -14 - Dale Drive — Tuller Ridge Drive Temporary Connector - Bid Acceptance Background The Dale Drive — Tuller Ridge Drive Temporary Connector is the second roadway infrastructure project within the Bridge Street District. The Dale Drive - Tuller Ridge Drive Temporary Connector provides the north -south link to existing Dale Drive and Tuller Ridge Drive. This project begins the implementation of the grid street network that is central to the development of the Bridge Street District and will provide an alternate route for traffic during the SR 161 Roundabout construction. The Dale Drive - Tuller Ridge Drive Temporary Connector will be constructed in a manner that builds the waterline, AEP and DubLink duct banks, storm sewer, sanitary and associated utilities in their final, permanent locations. The roadway will be constructed in a temporary condition that will provide wider lanes during construction of the SR 161 Roundabout. Summary On July 24, 2014, five (5) bids were received, publicly opened and read for the Dale Drive — Tuller Ridge Drive Temporary Connector project. This project involves the construction of approximately 1,000 feet of new asphalt roadway and ancillary storm sewer, water main, traffic control devices as well as 4,000 feet of AEP duct bank and telecommunications (DubLink) duct bank. The Engineer's estimate is $2,500,000. Funding has been allocated in the Capital Improvement Tax Fund for this project. Complete General Construction Company submitted the lowest and best bid of $2,177,585.15. Staff has reviewed all bids and a summary of the bids is listed below. For Council's reference and review, a reduced set of project construction drawings has been placed in the Council Planning Room. The following roadways will be open for the duration of the construction of the Dale Drive - Tuller Ridge Drive Temporary Connector: • Tuller Ridge Drive • Dale Drive • Tuller Road • SR 161 • Riverside Drive Short term, nighttime lane closures to accommodate work related to the AEP duct bank installation will occur at the following locations: • Riverside Drive at Tuller Road — lane closures on Riverside Drive and prohibited turns from Riverside Drive to Tuller Road between 9 p.m. and 6 a.m. • SR 161 at Dale Drive — one westbound lane closed between 9 p.m. and 6 a.m. The scheduled interim completion date for the new Dale Drive to Tuller Ridge Drive connection to open to traffic is November 21, 2014. The remaining project and duct bank work is scheduled to be completed by May 15, 2015. Staff has thoroughly reviewed the bid from Complete General Construction Company. Previous experience with Complete General Construction Company has been favorable, including these recent projects: Emerald Parkway Improvements (Tuttle Crossing Boulevard to Rings Road); Avery- Muirfield Drive /Post Road Roundabout; and Historic District Pedestrian Improvements. Recommendation Staff recommends Council approval of Resolution 67 -14, accepting as lowest and best the bid of Complete General Construction Company in the amount of $2,177,585.15 and authorizing the City Manager to enter into a contract with Complete General Construction Company for this project.
