Form No. 30043 Ordinance No.---120-99------..__ Passed - - - 19 - - AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR ROCK SALT, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR PROCUREMENT OF SAID MATERIAL, AND DECLARING AN EMERGENCY. WHEREAS, after conducting formal advertising and competitive bidding procedures for rock salt; and, WHEREAS, Council has determined that bid submitted by Cargill, Inc. for said commodity in the amount of $32.50/ton for piler delivery, constitutes the lowest and best bid. NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the bid submitted by Cargill, Inc. for the above referenced commodity, in the amount of $32.50/ton for piled delivery, is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract with Cargill, Inc. for the procurement of said commodity as specified above and within said bidder's bid proposal on file in the Division of Human Resources/Procurement. Section 3. That this Ordinance is hereby declared to be an emergency measure necessary for the preservation of the public safety and welfare for the reason that the present inventory of salt is lower than normal and such inventory needs to be replenished as soon as possible. Therefore, this Ordinance, shall take effect and be enforced immediately upon passage. Harding, Director of Human Resources/Procurement Date: October 13, 1999 Re: Rock Salt Bid Attached for your considerationplease6nd Ordinance No. 120-99 accepting the lowest and best Bid for rock salt. Also, attached for your reference is a copy of the bid tabulation. Bids were requested based upon an estimated quantity of 8,000 tons, which is consistent with the estimated quantity in 1998. As reflected in the attached bid tabulation, the City received bids from the following suppliers: • IMC Salt, Inc. • Cargill, Inc. • Morton International, Inc. As noted in the bid tabulations, the bid submitted by Cargill, Inc. in the amount of $31.00/ton for dump delivery and $32.50 for piler delivery is the lowest bid. Cargill's bid complies fully '""""'i with the City's specifications and is therefore responsive to the City's needs. In staff's judgement, the bid submitted by Cargill is not only the lowest bid but also the best. The City's present storage arrangement dictates that the bid for piler delivery be accepted; staff therefore recommends that Cargill's bid in the amount of $32.50/ton be accepted. (For reference purposes please be advised that the price the City paid under the previous salt contract with IMC was $37.38/ton). Please note that Ordinance No. 99-99 has been drafted as emergency legislation. Staff is requesting that this legislation be adopted as an emergency for the reason that the present salt inventory is lower than normal and such inventory needs replenished as soon as possible. Weather conditions could worsen within the next 6-8 weeks and staff would like to ensure that an adequate supply awaits such weather conditions.
