Form No. 30043 103-99 r-n Ordinance NO'~mmn~nm____m__ Passed~nn nmum mmnmm nnmm~~m19m__n AN ORDINANCE AMENDING ORDINANCE 118-98 TO ESTABLISH A FEE FOR A GASOLINE SURCHARGE IN APPENDIX A OF THE SCHEDULE OF FEES AND SERVICE CHARGES FOR CITY OF DUBLIN SERVICES AND DECLARING AN EMERGENCY ,..... -- WHEREAS, the City of Dublin, Ohio has adopted Ordinance 118-98 on December 7, 1998, which established its policy as to the recovery of costs and more particularly the percentage of full costs to be recovered from users of the City services and established a schedule of fees and charges for City services which complied with the policy set forth in that Ordinance; and, WHEREAS, previously the Dublin City School District administered the gasoline program and invoiced the City for its usage, the City has now purchased a software program and funded the necessary changes to operate and invoice other (governmental) users for fuel; and, WHEREAS, City Council is desirous that user fees for the gasoline program are sufficient to recover the cost of operating the gasoline program; and WHEREAS, after consideration by the City Council it is necessary to amend the schedule of fees and charges for City services in Appendix A to Ordinance 118-98 to include a gasoline surcharge fee. NOW, THERE{;?RE BE IT ORDAINED by the Council of the City of Dublin, ..... State of Ohio, members of the elected officials concurring that: Section 1 Appendix A of Ordinance 118-98 is hereby amended to read as follows: -- APPENDIX A - SCHEDULE OF FEES AND SERVICE CHARGES Percentage of Full Costs Regulation, Product or Service To Be Recovered fie S-170 Gasoline Surcharge....................l00%...........................$ .06 per gallon (Plus any out-of- pocket costs) Section 2. That the fee schedule identified in Section 1 of this Ordinance be effective pursuant to the policies and procedures identified in Ordinance 118-98. Section 3. EFFECTIVE DATE This Ordinance is hereby declared to be an emergency measure necessary for the health, safety and welfare of the residents of the City, and further to expedite implementation of the gasoline program. Re: Establishment of a Surcharge Fee For The City's Gasoline Program Initiated By: Marsha Grigsby, Director of Finance Melody Kennedy, Financial Analyst Please find attached Ordinance #103-99, amending Ordinance #118-98. Ordinance #118-98 established the revised schedule of fees for City of Dublin services. Ordinance #103-99 establishes a gasoline surcharge fee, a fee not needed previously by the City due to the Dublin City School District administering the gasoline program and invoicing the City for its share of usage. During 1998, discussions began between the City's Department of Service and the Dublin City School District as to the possibility of the City assuming the responsibilities of administering the gasoline program. After review, the Department of Service agreed to assume the administration of the - gasoline program, and has completed efforts to put a new, more efficient program into place. Subsequently, a surcharge fee will be implemented to recover the cost of providing administrative - support for the gasoline program. That surcharge has been calculated as $.06 per gallon. This fee along with the actual cost of fuel and any miscellaneous costs (such as magnetic cards) will be invoiced back to the program users.
