AN ORDINANCE AMENDING THE ANNUAL APPROPRIATIONS
ORDINANCE FOR THE FISCAL YEAR ENDING DECEMBER 31, 1994

- . WHEREAS, the Ohio Revised Code requires, when necessary, amendments to
the annual appropriations ordinance to be made in order that appropriations are
notoverexpended;and
WHEREAS, the Public Service Committee of Dublin City Council is
recommending the adoption of a staff recommendation to implement a contract
program for 1994 street repairs at an estimated cost of $1,007,560; and
WHEREAS, inclement weather has caused excessive damage to Dublin's streets
and it is necessary to appropriate additional funds for this project in addition to
the current budget of $600,000; and
WHEREAS, in order to fulfill the City's mission in providing safe and efficient
street systems in a timely manner, it is necessary to amend the annual
appropriations to complete this work as soon as possible; and
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, 7 of the elected members concurring:
...... Section 1. That there be appropriated from the unappropriated balance in the
Capital Improvement Tax Fund the amount of $410,000 to account 40-03-14-
2550 to transfer to the Annual Street Improvements Program.

Section 2. That this Ordinance shall take effect and be in force on the earliest
date permitted by law.

-"" On March 24, 1994 Balbir Kindra presented the attached 1994 proposed Street Maintenance Program.
The program includes Groups A thru F for an amount totaling $1,492,610.
Due to the effects of the severe winter weather, this year's street maintenance program will require
substantially more investment in order to bring the streets back to a reasonable level of service.
The City Engineer recommended that the work in Groups A, Band E be performed this year at a cost
of $1,056,060. The Service Committee voted to recommend work in Groups A, Band E. However,
the committee recommended deleting construction of the sidewalk on the north side of Tuller Road this
year at a cost of $48,500, thereby reducing the cost of the program to $1,007,560.
The total construction cost for Group G is $82,700, which will be paid for from the Avery Park parking
lot resurfacing and bike path repair, $105,000 already budgeted for.
The additional amount of approximately $410,000, above and beyond the current budget of $600,000
can be provided from uncommitted cash reserves in the Capital Improvement Tax Fund. As Council
may recall, there has historically been (and continues to be today) a significant pool of uncommitted
dollars within the City's Capital Improvement Tax Fund. The City's Five Year Capital Improvement Plan
contemplated the availability of the reserves for the discretionary allocation of these funds by Council,
normally, as part of the annual update to the Five Year Capital Improvement Plan.
Ifl'" It is also recognized that these reserves are available to respond to emergencies, or unforeseen annual
needs. In effect, the staff and the committee are recommending that a major renovation of Muirfield
Drive is needed in 1994, but that such renovation cannot be performed in lieu of other needed street
repairs. We are recommending that a small portion of the uncommitted cash reserves be designated
- to this project, as a needed capital roadway improvement.
The additional $410,000 appropriation for the street maintenance program, the recently requested
$200,000 Bright Road/Riverside Drive intersection improvement, and the $200,000 stream cleaning
appropriation would all utilize these uncommitted cash reserves from the City's Capital Improvement
Tax Fund.
Obviously, to the degree that these reserves are budgeted for these projects, they will not be available
to be programmed for other projects through the annual updates of the Five Year Capital Improvement
Plan. These funds are not, however, being removed or reallocated from any previously approved or
programmed capital project.

Street Maintenance Program. The program has section A thru F
outlining various options.
Currently $600,000.00 has been budgeted for this program. In
addition, for Group G the City has budgeted $55,000.00 for the
parking lot resurfacing and $50,000.00 for the bikeway maintenance.
Normally the annual maintenance program will minimumally include
repairs similar to those listed in Group A, B, and E. If permitted,
the total of these repairs is estimated to be $1,056,000. This
total does not include $105,000.00 mentioned in the above
paragraph.

GROUP A
Muirfield Drive from Brand Road to Glick Road have been determined
from field survey and from Resource International to have a low to
high severity of pavement cracks, rutting in wheel paths and
pavement deformation show a depression from medium to high
severity.
The following are your recommendations for maintenance/repair:
A. Two lifts of Item 415 with fiber mix surface course totaling
2-1/2 inches.
B. Full-depth pavement repair (15% replacement).
C. Crack sealing approximately 16,000 square yards of the 56,000
square yards total or 30% will require this application.
D. Rebuild outside edge shoulder (berm) with Type "A" aggregate
..... and seal coat bituminous with No. 8 aggregate.
E. Inside berm will be built up with topsoil and sod.
- The estimated cost for Muirfield Drive: $660,000
Woodland Avenue will require Item 251, Partial depth pavement
repair at three locations and a 9' x 60' restructure of subbase
material using Item 304, aggregate.

GROUP B
The following streets indicate from a visual survey to be rated
medium to above medium severity. This is a group of streets we
normally repair and overlay in our annual street maintenance
program. The rehabilitation will require an asphalt overlay and
additional work such as crack sealing and full-depth repair as
required. Pavement planing will be required on curb and gutter
streets to maintain a uniform asphalt overlay.

With an above medium to above medium severity, these streets will
require 1-1/4" thick Item 404 surface course, 40% to 60% coverage
_.,. of 3/4" thick Item 403 scratch course and 30% to 50% crack seal.
Also from visual inspection, concrete curb and gutter replacement,
sidewalk replacement and bike path replacement will be included in
the following cost estimate:

GROUP C
wilcox Road (Shier-Rings Road to wilcox realignment) has been
determined from a field survey and by Resource International's
report that alligator cracking is ranked low to medium severity.
As per the report, edge cracking, due to construction traffic has
been intensified.

A. 1-1/2 inches Item 404 surface course and 60% coverage of 3/4"
thick Item 403 scratch course.

The following streets, from a visual survey, are indicated to be
rated low to medium severity. These streets will require 1-1/4"
thick Item 404 surface course, 25% to 45% coverage of 3/4" thick
Item 403 "scratch course and 25% to 40% crack seal. This is a
group of streets we were to include in the maintenance program to
prevent further damage to the pavement if funds were available.
