AN ORDINANCE TO ACCEPT AN ANNEXATION OF
26.976+/- ACRES IN JEROME TOWNSHIP,
""..... UNION COUNTY TO THE CITY OF DUBLIN
WHEREAS, said annexation has been approved by the Union County
commissioners, and Council is of the opinion that said
territory should be annexed.
NOW, THEREFORE BE IT ORDAINED by the Council of the City of
Dublin, state of Ohio, ~ of the elected members concurring:
section 1. That the petition for the annexation of 26.976+/-
acres (see attached legal description) to the City of DUblin,
Ohio is hereby accepted.
section 2. That this Ordinance shall take effect and be in
force from and after the earliest period allowed by law.

OWNERS OF REAL ESTATE in the territory hereinafter described, con-

RESOLUTION RE: PETITION FOR ANNEXATION TO THE CITY OF DUBLIN IN THE
TOWNSHIP OF JEROME
A motion was made by Glenn W. Irwin and seconded by Gene Cameron
to adopt the following:
Whereas, a petition for annexation was filed on April 16, 1993,
naming Harrison W. Smith, Jr., Agent for the Petitioners, and praying
for annexation to the City of Dublin, Ohio, in the Township of Jerome;
And Whereas, said petition represents real estate situated in
Union'County, Ohio, being a total of 26.976 acres, and being adjacent to
and contiguous with the City of Dublin. There is one (1) owner of real
estate in the territory sought to be annexed to the City of Dublin, Ohio.

Therefore, Be it Resolved, that said petition for annexation be and
is hereby received, and, pursuant to Section 709.02 of the Ohio Revised
Code, shall be advertised by publication as required by law and that a
public hearing on said petition shall be held in the hearing room of the

A RESOLUTION TO SET FORTH A STATEMENT
OF SERVICES TO BE PROVIDED TO THE AREA
IN A PROPOSED ANNEXATION OF 26.976 +/- ACRES
r FROM JEROME TOWNSHIP, UNION COUNTY
TO THE CITY OF DUBLIN, OHIO AS REQUIRED
I. BY SECTION 709.031 OF THE OHIO REVISED CODE
~'0 WHEREAS, a petition for the annexation of 26.976+/- acres from
Jerome Township was duly filed by Harrison W. smith, Jr. on
behalf of The Shawnee Hills Land Company, 5131 Pos1; Road,
DUblin, Ohio; and
WHEREAS, a pUblic hearing has been scheduled before the Union
County commissioners on Monday, June 28, 1993; and
WHEREAS, section 709.031 of the Ohio Revised Code requires
that, prior to said hearing, the Municipal Authority shall
adopt a statement indicating what services, if any, the
Municipal corporation will provide to the territory proposed
for annexation.
NOW, THEREFORE, BE IT RESOLY~D by Council of the city of
DUblin, State of Ohio, ~ of the elected members
concurring that:
section 1. The city of Dublin will provide the following
municipal services for the 26.976+/- acres in Jerome Township,
Union County upon the annexation of said area to the city of
Dublin, Ohio:
Police. The city provides Police and Communications
service on a full twenty-four hour basis and also has
mutual aid agreements with other jurisdictions. The
annexation area lies approximately two miles northwest of
Dublin's Police Division Headquarters. Dublin operates
with a minimum of three cruisers on duty. A response
time of approximately five minutes for an emergency
situation should be expected for this area.
Fire and Emerqencv Medical Services. Fire and emergency
medical services protection is currently provided by
well-equipped departments in Jerome, Washington and Perry
Townships. They, too, have mutual aid agreements with
other jurisdictions. This annexation would not change
fire department jurisdictional boundaries, and therefore
response times for fire and emergency medical services
will not be affected. The Jerome Township Fire station
is approximately seven miles from the annexation area and
normal response times should be approximately eight
minutes. However, due to an existing automatic response
agreement, the area is also served by the Washington
Township Fire station 93 which is located approximately
1.5 miles away, and normal response time would be
approximately three minutes.

contracted by the city and are currently provided at no
additional charge.
Street Maintenance. The city has a Street Maintenance
Department which provides excellent service in the area
of street and road maintenance. This department also
provides curbside leaf pick-up at no additional charge.

section 2. The City has SEWER and WATER service area
contracts with the City of Columbus, and the subject property

sufficient SEWERAGE disposal capacity, the City will have the

considering a Petition for Annexation of 29.976, more or less, in Jerome Township, being in Virginia Military Survey
No. 5162 and signed by the owners, Shawnee Hills Land Company, to the City of Dublin, Franklin County, Ohio, in the
manner subscribed by law. The petition was filed April 16, 1993 naming Harrison W. Smith, Jr., agent for the

Engineer to prepare the necessary contract documents and to advertise for bids for Jerome Industrial Park Sanitary
Jewer Replacement (or lining of existing pipelines). Bids shall be accepted until 11:00 a.m. and shall be opened and
read aloud at 11:30 a.m. on July 19, 1993. The cost estimate is $60.000.00.

AGENT FOR THE PETITIONERS
The following resolution was offered by Glenn W. Irwin:
WHEREAS, a petition for annexation was filed on April 16, 1993,
naming Harrison W. Smith, Jr., Agent for the Petitioners, and praying for
annexation to the City of Dublin, Ohio; and
WHEREAS, said petition represents real estate situated in Jerome
Township of Union County, Ohio, which area is contiguous and adjacent to
the City of Dublin. Total acreage involved is 26.976 acres, more or less;
and
WHEREAS, said petition for annexation contains all matter required by
law, to wit:

1. (a) a full description and accurate map
(b) a statement of total number of owners sought to be annexed
- (c) the name of the person to act as agent for the petitioners
2. The matters alleged in the petition are true and notice has been
published as required by law.
3. Persons whose names are subscribed to in the Petition are owners of

valid signatures on the petition constitute a majority of the owners.
4. The territory included in the annexation petition is not
unreasonably large and is adjacent to the City of Dublin.
5. The general good of the territory sought to be annexed will be
served if the annexation petition is granted and the annexation is allowed.
