AN ORDINANCE ACCEPTING THE
LOWEST AND BEST BID FOR A
,"-' NEW SINGLE AXLE DUMP TRUCK'
AND AUTHORIZING THE CITY
"- KAHAGER TO EXECUTE 'A
CONTRACT GOVERNING THE
PROCUREMENT OF SAID VEHICLE.
WHEREAS, after advertising and recei ving bids for a new
single axle dump truck; and,
WHEREAS, council has determined that the bid submitted by
Center city International in the amount of $50,204.41 for
said vehicle is the lowest & best bid;
NOW, THEREFORE BE IT ORDAINE& by the Council of the city of
Dublin, state of Ohio, of the elected members
concurring:
Section 1. That the bid submitted by Center city
International in the amount of $50,204.41 for a new single
axle dump truck be, and hereby is, accepted.
Section 2. That the City Manager be, and hereby is,
authorized to execute a contract with Center City
International for the procurement of said vehicle as
specified within the successful bidder's bid proposal and
- the city bid documents, both on file within Division of
Personnel & Purchasing.
\.-.. Section 3. That this Ordinance shall take effect and be in
force on the earliest date permitted by law.

SUBJECT: Single Axle Dump Truck Bid Process

summary , Action Recommended
After pursuing formal advertising and competitive bidding proced-
ures for a new single axle dump truck, bids were received and
opened at 1:00 P.M. on Tuesday, August 24, 1993. Attached for your
consideration is the bid tabulation form and Ordinance No. 82-93
accepting the lowest and best bid for said vehicle. Staff
recommends that the bid submitted by Center City International for
an International Model 4900 with a R&S aluminum body and Peabody
Galion U-850-CDA Hoist, in the amount of $50,204.41, be accepted as
the lowest and best bid.
Evaluation of Bids
As reflected in the attached bid tabulation, the City received bids
from the following vendors:
* Center City International
* Byers Chevrolet
* Bob McDorman Chevrolet
* Graham Ford
.....", The lowest bid was submitted by Byers Chevrolet in the amount of
$50,197.70 which includes a Chevrolet Kodiak chassis with an R & S
aluminum body and R & S UB-824-DA hoist from Ace Truck Body. How-
ever, during the bid evaluation process, Staff noted several devi-
ations from the City specification in the R & S UB-824-DA hoist
offered by Ace Truck Body. Staff, therefore, believes that Byers
Chevrolet's base bid in the amount of $50,328.70 which includes a
Chevrolet Kodiak chassis with an R & S aluminum body and a Peabody
Galion U-850 CDA hoist from Buckeye Truck Body is more responsive
to the City specifications. Regardless of which Byer's Chevrolet
bid is considered most responsive, the delivery time would be 180
days after receipt of order (A.R.O.).
The lowest and most responsive base bid submitted by Bob McDorman
Chevrolet is the bid in the amount of $50,911.00 which includes a
Chevrolet Kodiak chassis with an R & S aluminum body and a Peabody
Galion U-850 CDA hoist offered by Buckeye Truck Body. However, the
delivery time for said vehicle, as with the other vehicles offered
in McDorman's bid, would be 240 days A.R.O.

The lowest and most responsive base bid submitted by Graham Ford is
the bid in the amount of $53,211.00 which includes a Ford L8000
chassis with an R & S aluminum body and a Peabody Galion U-850 CDA
hoist offered by Buckeye Truck Body. However, the delivery time
for said vehicle, as with the other vehicles offered in Graham's
bid, would be 150 days A.R.O.
The lowest and most responsive base bid submitted by Center City
International is the bid in the amount of $51,495.41 which includes
an International 4900 chassis with an R & S aluminum body and a
Peabody Galion U-850 CDA hoist offered by Buckeye Truck Body. How-
ever, in evaluating Center city International's bid more closely,
Staff noted that Center City provided two alternatives on two
particular equipment features (transmission and airhorns) . By
accepting both alternates the total bid price for this vehicle
would be reduced to $50,204.41. Staff believes that the alternate
equipment offered would meet our requirement, as clearly identified
in our bid documents, that any alternate offered must be manufac-
tured to meet the services of the equipment class we are seeking.
Therefore, Staff would be willing to accept the alternate equipment
given the $1,290 combined deduction. Furthermore, the delivery
time on the International vehicle is only 60 days A.R.O. Delivery
time is viewed by Staff as an important issue in the final analysis
in that the new dump truck has been programmed into the Maintenance
Division's operational scheduling for the winter of 1993-94.
Conclusion 6
After evaluating the relative merits of all b~ received, staff
believes that the bid submitted by Center City International for
the Model 4900 with R & S body and Peabody Gal on U-850 CDA hoist
alternates accepted), in the amount of $50,20 .41, is the lowest
and best bid. Furthermore, in Staff's judgement, accepting said
bid would be in the best interest of the City.

Please note that Ordinance No. 82-93 has not been drafted as emer-
gency legislation; however, given that the bid price from Center
City International is only firm until November 24, 1993, Staff
would respectfully request that Council consider passing this
legislation as an emergency at the October 18, 1993 Council
Meeting.
