AND DECLARING AN EMERGENCY i -- WHEREAS, Section 5705.09, of the Ohio Revised Code, grants permission to the taxing authority of a subdivision to establish special funds; and, WHEREAS, Substitute Senate Bill 246 allows the court to collect an additional fee not to exceed $10.00 per case for the computerization of the Mayor's Court; and WHEREAS, the money collected would be deposited in a special fund for the operational costs and any subsequent updates for the court computer system; and WHEREAS, the Auditor of State has approved the establishment of said special fund; and NOW, THE~FORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, of the elected members concurring that: Section 1. There be established the Mayor's Court Computer Fund, a Special I Revenue Fund. ."",... Section 2. MEMORANDUM TO: City Council Members ~ FROM: Timothy C. Hansley, City Manager , SUBJECT: Substitute Senate Bill 246 DATE: May 10, 1993 INITIATED BY: Laura A. Colwell, Court Administrator/Probation Officer On March 24, 1993 Substitute Senate Bill 246 became effective allowing the courts to collect an additional fee not to exceed ten dollars per case for the computerization of the office of Mayor's Court. The attached ordinance proposes that the City of Dublin approve and establish a computer fund specifically for the operational costs and any subsequent updates for the Dublin Mayor's Court Computer system. Upon this ordinance passing, the Mayor's Court will propose a fee of five dollars per case to be credited to the computer fund. The five dollar fee was determined in accordance with the extent of computerization within the office. In 1993 court projections reflect that an average of 3600 cases will be processed. If the five dollar fee was applied to each case the computerization fund would generate $18,000. According to Substitute Senate Bill 246 the following areas would be considered appropriate expenditures for computerization. They include, but are not limited to: computer space; computer electrical; computer printers; computer software; subscription to computer service(s); staff to operate the computer system; including fringes; supplies; i.e., computer paper etc.; training expenses; maintenance of equipment; and computer needs studies. Due to these substantial benefits, I would ask that City Council vote to approve the attached ordinance allowing the Dublin Mayor's Court to establish a special fund for the computerization of the office of Clerk of Court. 137:93
