AN ORDINANCE AMENDING CHAPTER 1183, I

CODIFIED ORDINANCES OF THE DUBLIN !
PLANNING AND ZONING CODE TO REGULATE
..... PERCENTAGE OF BUILDING AND PARKING
COVERAGE PERMITTED PER LOT.
WHEREAS, the positive character that Dublin has established is
due in large part to open space and landscaping;
WHEREAS, landscaping is directly regulated under the Dublin
Codified Ordinances but open space is not; and
WHEREAS, this revision shall help to regulate open space and
maintain the community's character; and
WHEREAS, Staff has researched lot coverage regulations in
other Ohio communities; and
WHEREAS, the Dublin Planning and Zoning commission has
reviewed this proposed chapter and made a recommendation in
favor on May 6, 1993; and
WHEREAS, it is recognized that the regulation of lot coverage
is necessary to promote the general health, safety and welfare
of the residents of Dublin; and
......- WHEREAS, it is necessary from time to time to amend said code;
...... NOW, THEREFORE, BE IT ORDAINED by the Council of the City of
Dublin, state of Ohio, U of the elected
members concurring:
Section 1. That the codified Ordinances of Dublin, Part 11
Section 1183.02 be amended to include the following:
(4) Maximum Lot Coveraqe.
A. Structures, parkinq and service areas. pedestrian
areas. and other hard-surfaced or paved areas shall not
cover more than seventy percent (70%) of the total lot
area within the followinq zoninq districts:
R-12. Urban Residential District
SO. Suburban Office and Institutional
NC. Neiqhborhood Commercial
CC. Community Commercial
RI. Restricted Industrial
LI. Limited Industrial
GI. General Industrial
OLR. Office. Laboratory. Research
Excavation and Quarry
r- oil and Gas
Exceptional Use

C. The lot coveraqes contained herein are maximums and
should not be interpreted to restrict or otherwise limit
any other requirements of this Code or the authorized
~ discretion of the City's Boards. Commissions. or City
Council. This maximum lot coveraqe ordinance shall not
t;.....4' apply to sites which have previously approved final
development plans or a Certificate of Zoninq Compliance
or other similar final approval by the city prior to the
date this ordinance takes effect.
Section 2. That Section 1127.03, Definitions, be amended as
follows:
"Hard surfaced or paved area" - Hard surfaced or paved
areas shall include but not be limited to patios.
driveways. courtyards. tennis courts. basketball courts.
volleYball courts. swimminq pool decks and walkways (the
water area is excluded). and bicycle paths.
Section 3. That Section 1185.06(d) (l)(B) be amended as
follows:
B. Maximum lot coverage: Structures, pedestrian areas,
parking areas and other hard-surfaced or paved areas
shall not cover more than seventy percent (70%) of the
lot.
Section 4. That this ordinance shall take effect and be in
~ force from and after the earliest periOd permitted by law.

SUBJECT: Ordinance 33-93 - Regulation of percentage of building and parking coverage
permitted per lot
Most of Dublin's development has occurred within the context of planned districts (mostly PUD)
with review by the Planning and Zoning Commission. The positive character of the Dublin
community has been, in part, established by the use of landscaping, berms, setbacks and
generally" green" areas along the roadways and surrounding developed sites. This character has
evolved over time largely as a result of the public meeting process and the commitment to
quality exhibited by the local development community.
The zoning code is used to set the standards, and virtually no standards have yet been adopted
- which specifically address the preservation of open areas, perimeter setbacks, etc. Dublin is one
of the few communities which has not set maximum levels of lot coverage or a commercial
-- maximum building height. These were considered important enough to address prior to the
update of the Community Plan and the redrafting of the Zoning Code.
This Code amendment was recommended for approval by the Planning and Zoning Commission
on May 6, 1993.
