AN ORDINANCE ADJUSTING THE EXISTING WARD BOUNDARIES AS
'-'" REQUIRED BY ARTICLE 3.03 OF THE CHARTER OF THE CITY OF DUBLIN
AND DECLARING AN EMERGENCY
WHEREAS, the Dublin Charter requires that Council establish
four wards of substantially equal population for the election
of Council representatives prior to July 1, 1991, and
WHEREAS, Council presently has available the federal decennial
census figures for population in the City, and
WHEREAS, a City Council has convened to discuss the census
figures and corporation limits and geographical limitations
for dividing the City into Wards,
NOW THEREFORE BE IT ORDAINED by the Council of the City, b
members concurring: I
SECTION 1. That the corporate limits of the City of Dublin be
and the same hereby is divided into the wards as bounded and
described on Exhibit A with the respective population
indicated pursuant to Article 3.03 of the Charter of the city.
,,-.. SECTION 2. That the Boards of Elections of Franklin County.
Delaware County and Union County. upon receipt of a certified
copy of this Ordinance. are hereby authorized and directed to
accept the wards enumerated herein for all purposes of
election as authorized by the Charter of the City of Dublin.

SECTION 3. That this Ordinance be declared an emerqency as it
is necessary to meet the deadline imposed bY the Charter. to
~rovide the various Boards of Elections the time necessarY-tQ
chanqe the ward boundaries for election ~urposes and to
promote the qeneral health. safety. and welfare of the
residents of Dublin.

WARD BOUNDARY DESCRIPTIONS
July 1, 1991
All ward boundary lines shall be along the centerline of public
r roads, rights-of-way, rivers, and streams and shall otherwise
follow existing county, township or corporate boundaries.
~ WARD 1
All population located in the incorporated area of the
Municipality of Dublin, County of Franklin, Townships of Perry and
Washington, state of Ohio, and further described as being all the
property situated east of the Scioto River. Also included is that
property situated on the west side of the Scioto River, being
bounded by Interstate-270 from the Scioto River west to Post Road,
then west along Post Road to Coffman Road, then north along Coffman
Road to Brand Road, then west along Brand Road to Muirfield Drive,
then north along Muirfield Drive to Memorial Drive, then east along
Memorial Drive to Dunniker Park Drive, then north and east along
Dunniker Park Drive to the Delaware County line, then east along
the Delaware County line to the Scioto River. (Population 3,905)
WARD 2
All population located in the incorporated area of the city of
Dublin, Counties of Franklin and Union, Townships of Washington and
Jerome, S~ate of Ohio, and being further described as situated on
the west side of the Scioto River and including all the land
located generally to the south of a boundary described below,
created from east to west, beginning at the Scioto River: first
along Interstate-270 west to Post Road, then west along Post Road
.~ to Coffman Road, then north along Coffman Road to Tara Hill Drive
(including only the land to the west of Coffman Road), then
westward along Tara Hill Drive to Muirfield Drive then southwest
along Muirfield Drive to Post Road, and then west along Post
Road/S.R. 161 to the westernmost limits of the Dublin corporation.

SUBJECT: Ward Adjustment

Enclosed please find the most recent information on the ward
adjustment analysis. As requested, staff has prepared a base map
with a refined population breakdown for many geographic areas. The
existing ward boundaries and five alternative ward adjustment
schemes are superimposed upon the base map.
I met with Karen Cotton of the Franklin County Board of Election,
who provided the following insights:
1- Delaware County Board of Elections requested that the
Dublin portion of Delaware County stay one ward.
2. Use streets and natural features where possible.
3. Keep precincts intact if at all possible.
Staff then prepared five alternative ward adjustments. As you can
see, there is not a lot of variation between alternatives. A
further breakdown of the population areas on the base map would
split more neighborhoods and not be helpful due to the fact that
areas of 300-400 people are needed to make any substantive change
in the alternatives. Staff offers the following general comments
on each alternative:
Alternative 1
- utilizes roads or existing jurisdictional boundaries for
ward boundaries
- Keeps many precincts the same
- One ward in Delaware County
- Room for growth in all wards
- No good river crossing between separate parts of Ward 1

Alternative 5 appears to have the best geographic linkages between

will permit the written description, as well as the map graphic of I
the chosen alternative to be attached when ready. I
This memo and the colorized versions of the five alternatives have
been sent to the Council Members that were unable to attend the
last meeting. Only this memo will be distributed to the Council
Members that already have the colored maps. The alternatives have
not changed since the last meeting. Please give me a call if you

SUBJECT: Ward Adjustment

Please find attached population figures and graphics for each of Dublin's
four wards. These figures were based upon the population and housing unit counts
conducted by the U.S. Census bureau in 1990. The staff did some minor estimating
when the census information ("census blocks") overlapped ward boundaries. Staff
also estimated the population of the newly annexed areas of Washington Township.
A census map of Washington Township will soon be obtained to obtain an accurate
1990 count.
These figures were compiled to provide Council with a sense of what the
population disparity is between wards. The "total maximum deviation" (the
aggregate total of percentage of variation from the ideal - 4,222 people) between
the largest and smallest district is 167%. While it is Council's responsibility
under the charter to produce wards that are substantially equal in population,
the maximum deviation should not exceed 10% or 422 people if possible or
practical.
Staff has not yet prepared a recommendation for ward adjustments. Given
the data in the 1990 Census it will not be difficult to formulate a number of
alternatives. What is important to note at this time is, first, the extent of
the ward population deviation, and second, just how extensively the ward
boundaries will have to change in order to equalize the population. Ward 1 must
become very large geographically to incorporate more people. It is clear that
the northwest portion of Dublin must be divided into three wards and possibly
four. Exhibit A is a graphic of the city, depicting ward boundaries. Exhibit
B identifies the population in different defined geographic areas of the city.
It is intended to provide an indication of how the areas could be combined to
yield the ideal ward population. Interested citizens may use the graphic to
perform their own analysis and participate in a public hearing on the issue.
To meet the July 1 deadline imposed by the charter staff suggests the
following process:
1. A community participation meeting be held during the week of May
27th.
2. After the meeting, staff formulates a recommended ward adjustment
plan and forwards it to City Council for discussion at the June 3rd
meeting of council.
3. Council holds a public hearing on June 17th.
4. The ward adjustment plan be adopted on July 1.
For now staff recommends the following criteria be applied to adjust the
wards:
1. Controlling criterion be equal distribution of population.
2. Respect geography - make the boundaries easily definable.
3. Keep subdivisions intact where possible.
4. Adjust wards along defined census "blocks" of information to
eliminate the need to estimate population.
