WHEREAS, after advertising and receiving bids for sign shop materials; and, WHEREAS, Council has determined that the bid submitted by the 3M Company for said materials, as listed in the attached bid tabulation, is the lowest and best bid; NOW, THEREFORE, B~IT ORDAINED by the Council of the City of Dublin, state of Ohio, ~ of the elected members concurring: Section 1. That the bid submitted by the 3M Company for said materials, as listed in the attached bid tabulation, is hereby accepted. section 2. That the City Manager is hereby authorized to enter into a contract with the 3M Company for the procurement of said materials as specified within said bidder's bid proposal on file in the Division of Personnel & Purchasing. Hansley, City Manager / SUBJECT: Sign Shop Materials Bid Process . DATE: April 16, 1992 ~. INITIATED BY: David L. Harding, Director of Personnel & Purchasing After advertising for bids for sign shop materials, a public bid opening was held at 10:00 A.M. on Tuesday, April 7, 1992. Attached for your consideration, please find the Bid Tabulation and Ordinance No. 36-92 accepting the lowest and best bid. It should be noted that in addition to the normal advertising process, staff endeavored to reach the greatest number of interested vendors possible by directly soliciting bids from seven (7) other companies listed in the City bid file and by also using BidNet. BidNet is a nationwide government bid service which provides a link between vendors and thousands of government agencies by alerting vendors to bid notices released by such agencies. BidNet serves as a comprehensive source for bids from local and state governments, schools, colleges, and other non-profit purchasers nationwide, at no cost to such organizations. As noted on the attached bid tabulation, the City received only one bid which was submitted by the 3M Company. It should be emphasized that 3M has provided sign shop materials to the City previously, from March 1991 to March 1992, under a bid contract. (The City advertised for bids in March 1991 and 3M was awarded a contract under which 3M agreed to hold its prices constant for a period of one year from contract award.) 3M has established a positive relationship with the City over the past year and has provided the City with top quality materials in an effective and timely manner. - After analyzing the bid from 3M, staff has determined that said bid complies with the City's material specification in every re~pect and is, therefore, an t / acceptable bid. When analyzing 3M's 1992 bid prices, as reflected in the ... attached bid tabulation, relative to its 1991 bid prices, the 1992 bid prices for "high intensity sheeting" represent roughly a 3.5% increase over 1991 while the 1992 bid prices for "non-reflective sheeting" represent no increase as compared to the 1991 prices. In staff's judgement, a 3.5% price increase for the "high intensity sheeting" seems reasonable. It should be noted that adequate funding for the purchase of sign shop materials has been allocated in the 1992 Budget and funds have subsequently been appropriated for such expenditures; therefore no amendment to the 1992 annual appropriations is required to purchase said materials. (The 1992 Budget contains $50,000 for the purchase of these materials. ) In conclusion, given the fact that 3M's bid fully complies with the City's material specification and is therefore an acceptable bid, the fact that the bid prices contained in said bid are reasonable, and the fact that 3M has provided the City with top quality materials in an effective, timely manner over the past year, staff recommends that said bid be accepted.
