WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Muirfield Drive Bike Lanes Project; and WHEREAS, Council has determined that the bid submitted by Complete General Construction Company constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Complete General Construction Company in the total amount of $1,733,497.04 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with Complete General Construction Company for performance and completion of the Muirfield Drive Bike Lanes project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Hammersmith, P.E., Director of Engineering /City Engineer Re: Resolution No. 58 -14 Muirfield Drive /North Fork Indian Run Pedestrian Bridges - Bid Acceptance Resolution No. 61 -14 Muirfield Drive Bike Lanes - Bid Acceptance Background In August 2011, the construction of bike lanes along Muirfield Drive from Moors Place to Glick Road was included in the 2012 -2016 Capital Improvements Program (CIP) to be constructed in 2013 at an estimated cost of $1,460,000, which did not include any design costs. Additionally, the project also included shared -use paths, with pre- fabricated pedestrian bridges over the North Fork Indian Run, being constructed both west and east of Muirfield Drive to connect the bike lanes to the existing shared -use paths located at the Muirfield Drive /Brand Road roundabout. It was always anticipated the construction of this project would commence after the annual Memorial Tournament. In the 2012 update of the CIP, construction was moved to 2014 to avoid construction during The Presidents Cup Tournament which occurred in October of 2013. Presently, the 2014 -2018 CIP includes $1,210,000 for construction of this project, which is the original construction estimate from 2011 -- less $250,000 for design fees encumbered in 2013. The detailed design effort to develop the construction plans revealed that the original construction cost estimate from 2011 did not accurately reflect the cost to construct the pre- fabricated structures over the North Fork Indian Run. Additionally, the 2011 estimate provided for relocating the existing streets lights maintained by American Electric Power (AEP) rather than providing an entirely new system of LED streets lights to be owned and maintained by Dublin. As a result, the Engineer's estimate for construction that was developed, based on final plans for this work is $2,800,000. This represents $600,000 for the installation of two 67 -foot long pre- fabricated pedestrian bridges and the eight -foot wide asphalt path that will connect the existing path located at the Muirfield Drive /Brand Road roundabout to the bike lanes. The bike lanes represent $2,200,000 for the addition of full -depth asphalt pavement to the outside of both the northbound and southbound lanes of Muirfield Drive to create a five -foot wide bike lane. The total project length is approximately 9,200 feet, beginning just north of the North Fork Indian Run and ending just south of Glick Road. Existing storm sewers will be modified as necessary along with the installation of some new storm sewers. To allow for the pavement widening, the existing AEP -owned street lights will be removed and replaced with City of Dublin -owned LED street lights 25 feet in height. The project was packaged and bid as two separate projects due to the differing types of work. Summary Resolution 58 -14 On June 20, 2014, three (3) bids were received, publicly opened and read for the Muirfield Drive /North Fork Indian Run Pedestrian Bridges project. The Engineer's estimate is $600,000.00. Complete General Memo re. Staff anticipates the construction to commence in July of 2014. Muirfield Drive will remain open to traffic for the duration of the construction. The scheduled completion date for the project is November 7, 2014. Staff has thoroughly reviewed the bids from Complete General Construction Company. Previous experience with Complete General Construction Company has been favorable, including these recent projects: Emerald Parkway Improvements (Tuttle Crossing Boulevard to Rings Road); Avery- Muirfield Drive / Post Road Roundabout; and Historic District Pedestrian Improvements. Recommendation Staff recommends Council approval of Resolutions 58 -14 and 61 -14, accepting as lowest and best the bid of Complete General Construction Company in the amount of $629,727.10 for the Muirfield Drive /North Fork Indian Run Pedestrian Bridges Project and $1,733,497.04 for the Muirfield Drive Bike Lanes Project, and authorizing the City Manager to enter into a contracts with Complete General Construction Company for these projects.
