HomeMy WebLinkAboutResolution 63-14RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE JOHN SHIELDS PARKWAY — PHASE 1 PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the John Shields Parkway — Phase 1 project; and WHEREAS, Council has determined that the bid submitted by Complete General Construction Company constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Complete General Construction Company in the total amount of $1,251,190.19 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with Complete General Construction Company for performance and completion of the John Shields Parkway — Phase 1 project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Grigsby, City Manager ! _ Date: June 27, 2014 Initiated By: Megan O'Callaghan, P.E., Public Service Director Memo Re: Resolution No. 63 -14 - John Shields Parkway — Phase 1 - Bid Acceptance Background The John Shields Parkway — Phase 1 project is the first public capital infrastructure project related to private development within the Bridge Street District. The timing of the project is coordinated with the development agreement with Vrable Land Holding Dublin LLC. The agreement requires that the City make commercially reasonable efforts to open the road to traffic prior to the receipt of a certificate of occupancy for the Vrable Healthcare facility, which is currently anticipated by December 2014. As the first public infrastructure project within the Bridge Street District, John Shields Parkway — Phase 1 will utilize the materials and design elements discussed with City Council the past few months; specifically, those presented to and approved by City Council on June 2, 2014 as part of the Bridge Street District Streetscape Study initiative. Summary On June 17, 2014, three (3) bids were received, publicly opened and read for the John Shields Parkway — Phase 1 project, which involves the construction of approximately 400 feet of new roadway with granite curb, brick paver sidewalk, on- street parallel parking areas with permeable brick pavers, granite edged planting beds and conduit to accommodate future street lighting, landscaping, storm sewers water main, and AEP duct bank. The Engineer's estimate is $1,350,000.00. An advance from the Capital Improvement Tax Fund will be made to fund this project, with repayment anticipated as TIF revenues are generated within the Bridge Street District. Complete General Construction Company submitted the lowest and best bid of $1,251,190.19. Staff has reviewed all bids and a summary of the bids is listed below. John Shields Parkway — Phase 1 June 26, 2014 Page 2 of 2 Staff anticipates the construction to commence on July 15, 2014. This project ties into Tuller Ridge Drive and it will remain open to traffic for the duration of the construction. The scheduled interim completion date for the John Shields Parkway — Phase 1 to be open to traffic is November 2014 with the final completion date in April 2015. Staff has thoroughly reviewed the bid from Complete General Construction Company. Previous experience with Complete General Construction Company has been favorable, including these recent projects: Emerald Parkway Improvements (Tuttle Crossing Boulevard to Rings Road); Avery- Muirfield Drive /Post Road Roundabout; and Historic District Pedestrian Improvements. Recommendation Staff recommends Council approval of Resolution 63 -14, accepting as lowest and best the bid of Complete General Construction Company in the amount of $1,251,190.19 and authorizing the City Manager to enter into a contract with Complete General Construction Company for this project.
