A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE DUBLIN ROAD (SR 745) AND
GLICK ROAD INTERSECTION IMPROVEMENTS.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the Dublin Road (SR 745) and Glick Road intersection
improvements; and
WHEREAS, Council has determined that the bid submitted by Double Z
Construction Company constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to
declare the relocation of the utilities in connection with the above - referenced
project as a ""single source" procurement, for reason that the company owning
the utilities in question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Double Z Construction Company in the total
amount of $1,599,073.82 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with
Double Z Construction Company for performance and completion of the Dublin
Road (SR 745) and Glick Road intersection improvement, pursuant to the
Advertisement, Proposal and Contract Documents for said project on file in the
office of the City Engineer.
Section 3. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Intersection Improvement — Bid Acceptance
Summary
On June 18, 2014, seven (7) bids were received, publicly opened and read for the Dublin Road (SR 745)
and Glick Road Intersection Improvement project, which includes construction of left turn lanes on each
approach and improvement of the sight distance on the north leg of the intersection by lowering the hill
by the El Vaquero restaurant. Pedestrian facilities will be added to the north side of Glick Road, west of
Dublin Road, and the traffic signals will be upgraded to include new mast arms, pedestrian push buttons
in all four quadrants, and LED signal heads.
The Engineer's estimate was $1,500,000.00. Funds for this project are budgeted in the 2014 Capital
Improvement Program, along with funding from Ohio Public Works Commission (OPWC), Village of
Shawnee Hills, Ohio Department of Transportation, and the Delaware County Engineer's Office. Dublin's
financial contribution to the project, including anticipated right -of -way acquisition cost, is $1,050,000 --
which includes the repayment of the OPWC zero percent interest loan that will be repaid over a period of
ten years.
Double Z Construction Company submitted the lowest and best bid of $1,599,073.82, or 6.6 percent
over the Engineer's Estimate. Staff has reviewed all bids and a summary of them is listed below:

Staff has compared the Engineer's estimate to the seven bids received. Notably, the bid prices for
asphalt, concrete pipe and excavation were higher than on other recent roadway projects. This appears
to be due to the possibility of encountering bedrock during the storm sewer pipe and manufactured
water quality unit installations. Another likely factor impacting the bids is the performance of the project
in the later summer construction season, at a time when many contractors and sub - contractors have
already committed to other projects. Considering the three lowest bids submitted are all within a few
percent of each other, staff determined the Engineer's estimate did not accurately reflect the true cost to
construct this project.
The project will relocate the Muirfield Association sign, currently located in the southwest quadrant of
the intersection. The installation of this sign was part of a Beautify Your Neighborhood grant award to
the Muirfield Association in 2011. A condition of the $3,400 grant award was that if the sign should
need to be relocated in the future based on the intersection work, the sign relocation costs would be the
responsibility of the Muirfield Association. In recognition of the Muirfield Associations' recent land
contributions to the City that have facilitated several projects, the costs associated with the relocation of
the sign and associated landscaping (approximately $4,000) will be incurred as a part of the project.
Staff anticipates utility relocations to begin in July, once the right -of -way is cleared. The intersection
construction will begin in August, after both the utilities are relocated and the OPWC funding becomes
available (after July 1, 2014). Near the beginning of construction, Dublin Road (SR 745), north of Glick
Road, will be closed to through traffic and detoured for 14 days, in order to lower the hill near the El
Vaquero restaurant. Traffic will be maintained on Glick Road and Dublin Road (SR 745) south of the
intersection for the duration of the construction. All maintenance of traffic activities /detours will be
coordinated with the surrounding jurisdictions to ensure the public is aware of upcoming construction
activities.
The scheduled substantial completion date for this project is November 14, 2014. The final completion
date for this project is May 15, 2015, which will complete the remaining items outside of the roadway
elements, such as landscaping, sidewalks, shared use path, and final grading.
Staff has thoroughly reviewed the Double Z Construction Company bid, and although higher than the
Engineer's estimate, finds it to be a true and accurate cost to construct this intersection improvement.
Previous experience with Double Z Construction Company has been satisfactory, including the Dublin
Methodist Hospital Ingress Lane (in 2008) and the Perimeter Drive / Commerce Parkway Roundabout (in
2011).
Recommendation
Staff recommends Council approval of Resolution No. 62 -14, accepting as lowest and best the bid of
Double Z Construction Company in the amount of $1,599,073.82 and authorizing the City Manager to
enter into a contract with Double Z Construction Company for this project.
