A RESOLUTION ACCEPTING THE LOWEST AND BEST BID
FOR THE RIVERSIDE DRIVE/ HARD ROAD RIGHT
TURN LANE IMPROVEMENT PROJECT
Resolution No.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of
the Dublin Code, for the Riverside Drive /Hard Road Right Turn Lane project;
and
WHEREAS, Council has determined that the bid submitted by Strawser
Paving Company, Inc. constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to
declare the relocation of the utilities in connection with the above - referenced
project as a "single source" procurement, for reason that the company owning
the utilities in question has the exclusive rights to relocate such utilities.
NO ,THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Strawser Paving Company, Inc. in the total
amount of $294,090.25 is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts
with Strawser Paving Company, Inc. for performance and completion of the
Riverside Drive /Hard Road Right Turn Lane Improvement project, pursuant to
the Advertisement, Proposal and Contract Documents for said project on file in
the office of the City Engineer.
Section 3. This Resolution shall take effect upon passage in accordance
with Section 4.04(a) of the Revised Charter.

Re: Resolution No. 48 -14 - Riverside Drive /Hard Road Right Turn Lane
Improvement - Bid Acceptance
Summary
On June 12, 2014, six (6) bids were received, publicly opened and read for the Riverside
Drive /Hard Road Right Turn Lane Improvement project, which involves the construction of a
northbound right turn lane on Riverside Drive to eastbound Hard Road. The work includes:
concrete curb - and - gutter; asphalt paving; street lights; and traffic signal modifications.
The Engineer's estimate is $300,000. The 2014 budged funds for this project are $250,000 from
the State Highway Fund. Strawser Paving Company, Inc. submitted the lowest and best bid of
$294,090.25. Staff has reviewed all bids and a summary of the bids is listed below.

For Council's reference and review, a reduced set of project construction drawings has been placed
in the Council Planning Room.
Staff anticipates the construction to commence in July of 2014. Riverside Drive and Hard Road will
remain open to traffic for the duration of the construction. The scheduled completion date for the
project is October 30, 2014. The Engineering department contacted Washington Township on
June 17 and Dublin City Schools on June 18 to make them both aware that the City has opened
bids on this project. Once the City has a detailed construction schedule, it will be shared with both
the Township and Schools.

Staff has thoroughly reviewed the bid from Strawser Paving Company, Inc. Previous experience
with Strawser Paving Company, Inc. has been favorable, including these recent projects: 2012,
2013 and 2014 Street Maintenance Programs; Martin Road Shared -Use Path; and Glick Road
Shared -Use Path, Section 2.
Recommendation
Staff recommends Council approval of Resolution No. 48 -14, accepting as lowest and best the bid
of Strawser Paving Company, Inc. in the amount of $294,090.25 and authorizing the City Manager
to enter into a contract with Strawser Paving Company, Inc. for this project.
