A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE MUIRFIELD VILLAGE WATER
LINE IMPROVEMENTS, PHASE 2 PROJECT

WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the Muirfield Village Water Line Improvements — Phase 2 project;
and
WHEREAS, the current Community Plan identifies the objective to perform
preventative maintenance and improvements to the existing water distribution
system as it ages; and
WHEREAS, on June 5, 2014, three (3) bids were received for the Muirfield Village
4 � Water Line Improvements — Phase 2 project; and
WHEREAS, Council has determined that the bid submitted by Columbus Asphalt
Paving, Inc. constitutes the lowest and best bid.
NO HEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Columbus Asphalt Paving, Inc. in the total
amount of $490,270.50 is accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with
Columbus Asphalt Paving, Inc. for performance and completion of the Muirfield
Village Water Line Improvements — Phase 2 project, pursuant to the Advertisement,
Proposal and Contract Documents for said project on file in the office of the City
Engineer.
Section 3. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Re: Resolution No. 47 -14 - Muirfield Village Water Line Improvements — Phase 2 Bid
Acceptance
Summary
On June 5, 2014, three (3) bids was received, publicly opened, and read by Engineering staff for
the Muirfield Village Water Line Improvements — Phase 2 project. This project will replace existing
3 -inch water lines with new 6 -inch ductile iron water lines, including fire hydrants and other
associated appurtenances, in six separate locations. The locations are: Glenfinnan Ct., Moray Ct.,
St. Fillans Ct. West, Torwoodlee Ct., Glenalmond Ct., and Glenbervie Ct. This work will also include
the reconnection of existing residential water services, the installation of five (5) new fire hydrants,
and associated milling and repaving of the plan- designated pavement surfaces of these cul -de -sacs
affected by the work.
The project is scheduled to be completed by October 31, 2014. To keep the residents informed of
this upcoming project, direct mailings were sent, a meeting with affected residents was held on
May 7, 2014 and additional information, including the presentation was made available on the City
of Dublin website. All efforts will be made to maintain access to the residences during construction.
The City will have a designated Engineering Project Inspector assigned to this project, who will be
available to respond to questions and manage access needs at adjacent residences throughout the
project. For Council's reference, a reduced set of project construction drawings has been placed in
the Council Planning Room.
The Engineer's estimate for this project was $590,000. Funding of $550,000 for project AW1001,
was budgeted in the Water Fund this year, as documented in the 2014 -2018 Capital Improvements
Program. Columbus Asphalt Paving, Inc. submitted the lowest and best bid of $490,270.50. A
summary of the bids received is provided below.

Staff has thoroughly reviewed the Columbus Asphalt Paving, Inc. bid. This contractor has
performed worked for the City of Dublin, including the current Stormwater Structure Maintenance
Program (14- 006 -CIP), the Hirth Road Roundabout (08- 008 -CIP) and the Metro Place Bike Path
and Street Lighting Improvements (07- 010 -CIP) with very good results. Staff is confident
Columbus Asphalt Paving, Inc. will perform well on this project.
Recommendation
Staff recommends Council approval of Resolution 47 -14, accepting the lowest and best bid of
Columbus Asphalt Paving, Inc. in the amount of $490,270.50, and authorizing the City Manager to
enter into a contract with Columbus Asphalt Paving, Inc. for this project.
