WILCOX ROAD TO BE REZONED FROM: R-1B,
RESTRICTED SUBURBAN RESIDENTIAL DISTRICT
(WASHINGTON TOWNSHIP CLASSIFICATION) TO:
PLR, PLANNED LOW DENSITY RESIDENTIAL
DISTRICT.
NOW, THEREFORE, BE IT ORDAINED by the council of the city of
Dublin, state of Ohio, 7 of the elected members
concurrlng:
section 1- That the following described real estate (see
attached map marked Exhibit "A") situated in the city of
Dublin, State of Ohio, is hereby rezoned to PLR, Planned Low
Density Residential District, and shall be subject to
regulations and procedures contained in ordinance No. 21-70
(Chapter Eleven of the Codified Ordinances) the city of Dublin
zoning Code and amendments thereto.
"..... section 2. That application, Exhibit "B", including the list
of contiguous and affected property owners, and the
"-' recommendations of the Planning and zoning commission, Exhibit
"C", are all incorporated into and made an official part of
this Ordinance and said real estate shall be developed and
used in accordance therewith.
section 3. That this Ordinance shall take effect and be in
force from and after the earliest period allowed by law.

DEVELOPMENT PLAN -- TEXTUAL SUPPLEMENT
TRINITY PARK
This represents the textual supplement to the Development
Plan for Trinity Park, and its purpose is to add commitments to
development standards for the project. Deed restrictions generally ]
the same as those for the Brandon development north of Brand Road in
the City of Dublin (see, O.R. 9885J06, et seq., Franklin County
Recorder's Office) will be executed and recorded ~or Trinity Park.
The restrictions to be executed and recorded for Trinity
Park will include the following provisions:
(A) Lots will be restricted to use for
single-family residential purposes, with a
two and one-halfstory/35 feet height
restriction;
(B) Commercial or trade activity will be
prohibited;
(C) Plan approval for each home constructed in
Trinity Park will be required;
(0) Buildings must be located behind the
building line as shown on the recorded plat,
and no fences, other than ornamental fences
that are not more than 3 feet in height and
that are adjacent to entrance platforms or
steps, cannot be located in front of the ,
building line;
(E) Temporary structures, trailers, garages, and J
storage buildings cannot be placed on any
lot, other than in conjunction with
construction purposes, or for initial lot
sales pending construction of model homes.
(F) Animals, birds, insects, livestock, or
poultry will not be permitted to be kept,
raised or bred on any lot, excepting
household pets (no more than two mature dogs
or cats);
(G) The use of any lot for dumping of refuse or
trash will be prohibited, and any trash or
other waste will be required to be kept in
proper containers and screened from view

(D) No lot shall have a home with the same
elevation or color treatment as a home on an
adjacent lot on the same street.
(E) Sidewalks and street trees will be installed
to city standards, but sidewalks will not be
required where a bike path is constructed.
(F) Homes built on those lots fronting on Wilcox
or Rings Road shall be subject "to the
following:
( 1) Each house shall have a chimney of
masonry construction;
(2) Each house shall have a minimum living
area of not less than 2,000 square feet
for a two-story home, or not less than
1,800 square feet for ranch homes;
(3) Each home shall have stone, brick,
stucco, or wood treatment on the front
elevation, with any other material
having a natural look.
(G) Homes built on those lots adjacent to or
directly across the street from the
dedicated park land at the southeast corner
of the site shall be subject to the
following:
( 1) Each house shall have a chimney of
masonry construction;
(2) Each house shall have a minimum living
area of not less than 2,000 square feet
for two-story homes, or not less than
1,800 square feet for ranch homes;
(3) Eighty percent of the homes will have
stone, brick, stucco, or wood treatment
on the front elevation, with any other
material having a natural look.
(H) Homes built on lots other than those
addressed in paragraphs (F) and (G) shall be
subject to the following:
(1) The minimum living area for ranch homes
shall be 1,700 square feet and for
two-story homes shall be 1,900 square
feet;

(2) Fifty percent of the homes will have
stone, brick, stucco, or wood treatment
on the front elevation, with any other
material having a natural look.
(I) No more than five of the homes on lots
facing Wilcox or Rings Road, or adjacent to
or directly across the street from the

Minimum side yard shall be 6 feet on each side for lots 75
feet in width or less, and 8 feet on each side for lots more than 75
feet in width. Rear yards shall be 25 percent of lot depth, and
shall not be required to exceed 50 feet. Fences, other than privacy
fences on the interior of lots, such as around decks and patios,
shall be subject to the following: (1) Fences along the side or
rear lot lines adjacent to the perimeter of the site shall be
limited to board-on-board cedar construction consistent with the
attached sketch, shall be stained with a stain to be specified by
the developer at the time of platting, shall not exceed 48" in
height, and shall be located on the platted building line; (2) Other
fences within Trinity Park may be of wood or stone or masonry
construction, shall not be more than 48" in height and shall not be
located beyond the platted building line; (3) Other fences within
Trinity Park may occupy required side yards either (i) behind a line
perpendicular to and not more than 4 feet in front of the rear
corner of a house on the lot; or (ii) to the extent necessary to
contiue a fence line on an adjoining lot.

11s.. Clarke said the site has been expanded northward, and the plan has addressed a number of
conditions in the Staff Report, The recent revisions have not received sufficient Staff review,
Mr. Banchefsky said if there are sufficient modifications without thorough review, this case -J
should probably be tabled. Mr, Rob 1feyer, attOrney for applicant, said he would like to have
this case heard this evening, 1fr. Geese asked Mr. Bill Yoder, representative of the Southwest
Area Residents Association, ifhe had seen these changes, Mr. Yoder said yes. :Mr. Meyer said
the addition of acreage to the north will provide for alignment of a new Rings Road, The
development standards are being worked out with Staff and the neighborhood group.
Ms. Clarke said this is a rezoning request for +30 acres to be rezoned from R-IB, Restricted
Suburban Residential (Washington Township classification), to PLR, Planned Low Density
Residential District. The plan reflects 85 homes with 5 1/2 acres of parkland. The proposed
plan set forth the general layout, the lot size, the access, the park areas, utility service and
standards for development. This site represents the consolidation of several parcels into one
combined development. The area is listed on the Southwest Area Plan as adopted as ., single-
family II . Without a specific density or minimum lot size, The biggest issue is the road network.
, The Coffman Road Extension (Britton Parkway) will be constructed parallel to 1-270 to the east
of this site. It is expected that Woerner-Temple Road and Rings Road will be connected by a
new road between Avery Road and 1-270. Wilcox Road and Rings Road will stay in service as
residential collector streets, The thoroughfare plan is under consideration now, and the City has
consultants under contract to look at a better way to handle the traffic. Those revisions and
roads, with Coffman Road as an exception, have not been formally reviewed either by this
. Commission or Council. They are not part of the formal thoroughfare plan. The parkland is
proposed to be at the southeast corner of the site. There are bikepaths to be installed along .....
Wilcox and Rings Roads. Staff believes that there ought to be bikepath easements from the
interior of the subdivision to the exterior. Sidewalks will be installed throughout the balance of ..J
the subdivision. The gross density of the plan in the packet is 2.72 units per acre. The
minimum lot size is 65' x 120'. This is slightly lower than the other single-family densities in
the area. One of th'e main design features involves focal points and vision corridors through the

After a long meeting with the appHcant, Staff feels that #2 above might be worthy of
reconsideration, Staff will be working with 1f-S Consultants to determine if the interim Rings
Road would have a low enough volume of traffic to be able to support several lots fronting on
it. That is an issue yet to be resolved. Since the timing and road constructioIJ responsibility has
not yet been determined for the new roadways in the area, the City may ask for a monetary
contribution toward the construction of that new road network.
Mr. Keith Myers, ~esigner for the applicant, showed slides of different communities and gave
a background of this project and how they arrived at the design. They used three principles to
design Trinity Park: 1) A definition given to public-to-private space transition. 2) The
community should have a "heart" (such as a park, school, etc,) accessible in the middle of the
community. 3) A simple, logical, planned street system. He said all the houses front onto the
park, and no houses back onto the existing rights-of-way, He said he has worked closely with
the Engineering and Fire Departments to develop the street eyebrows. The street pattern or
layout of this project does not increase the density.
MI, Myers said the lots along \Vilcox Road will now be 100 feet. The current p~an drops the
gross density to 2.57 dwellings per acre, The development to the north and south are over 3,0,
40% of the lot~ are 80 feet or more; four lots are 67 feet wide. He said the additional land to
: the north will allow the City the flexibility to use it as the road alignment or as open space, He
.' said they are drafting deed restrictions and development standards using Brandon as a base.
MI. Bill Yoder, representative of the Southwest Area Residents Association, said these plans
meet the exPectations of most residents. He recommended that this rezoning request be granted.

developer is installing a perimeter bikepath system. Staff recommends a tie from the interior
of the subdivision to the bikepath system. Ms, Jordan said an easement could be provided, Mr.
Meyer said he diSagrees on the reasoning for this, but will agree to this condition. Regarding
condition #4, 11r. Meyer said he there will be a landscape buffer for north at the time of
platting, and he hopes there will be none for the south perimeter, He sai<;i the street tree

in correspondence to Mr. Kindra. 26-foot wide streets have been proposed. The Code requires

5, Rezoning Application Z92-016 - Trinity Park
Ms, Clarke presented the staff report. She said most of the changes were received at the last meeting.
The applicant brought under control a piece of property farther to the north, increased the size of the site ,
from 31 acres to 34.5 acres. The proposal is to rezone it from R-1B to PLR. The overall density
decreased when this additional property was acquired, The size of the park has been decreased slightly. ...J
This is a proposal for a single-family subdivision with access on Rings Road. It is located on the
northeast corner of Rings and Wilcox Roads and is designated as single-family on the current Southwest
Area Plan. The applicant has incorporated 100-foot lots around the perimeter streets. The proposed
east/west connector of Rings Road and Woerner-Temple Road will run through the northern section of
this site. The applicant has set aside the 100 feet as open space or right-of-way, as the City chooses, and
has installed a park of 4.75 acres along the Rings Road frontage. Staff recommends approval of this
rezoning application subject to a number of conditions:
1) That the applicant provide the appropriate right-of-way for Wilcox Road (30 feet from
centerline), Rings Road (40 feet from centerline) and the proposed Woerner-Temple/Rings Road
link;
2) That an easement is provided from the subdivision to the bikepath proposed along Wilcox Road;
3) That landscape buffer for north and south perimeters, entry features, and fence detail and the
, street tree program be designed to the satisfaction of Staff and submitted with the preliminary
plat;
4) That the preliminary plat include street tree design standards and driveway locations to the
satisfaction of the City Engineer and Fire Department, and that a left turn stacking lane be

This application no longer meets the parkland dedication requirement as such, but with the 100-foot strip .-J
to the north, there is well over the amount necessary, The overall density has dropped to 2.56 units per
acre, and the applicant has agreed to provide a bikepath bridge on Rings Road, The Parks and Recreation
Director is recommending approval for this,
Mr. Leffler asked what are the right-of-way requirements for Woerner-Temple Road link, Ms. Clarke
said 100 feet total is desired, but that road is not included in the City's adopted plans. Council will
decide what the right-of-way width will be in that location.
Mr. Rob Meyer, representative of the applicant, asked for a clarification of condition #1 regarding right-
of-way on Rings Road. He feels that the left turn lane will fit within 30 feet from centerline. Dedicating
40 does not seem consistent.
Randy Bowman said that the comprehensive plan requires 80 feet of right-of-way on Rings Road. The
40 feet from centerline is not due to the widening that is proposed. Mr. Meyer agreed to that.

Mr. Meyer asked about condition #2 for easement between lots for the bikepath, His client is building
a perimeter path, and the easement is redundant, and will have an adverse impact on the residents. Ms.
Clarke said this was a usual request and would provide a link for the neighborhood.
Mr. Leffler said if the bikepath is on the plat and built from the beginning and a buyer knows it is there.
Many people like to live near the bikepaths.
Mr. Meyer requested that the bikepath be subject to future conditions. Can it be removed if conditions
warrant when the northern access is constructed.
Mr. Meyer said he accepts the rest of the conditions. He wants to advise the Commission that several
street design issues remain to be resolved and may be brought up in the platting process. He said they
committed to a 40-foot eyebrow radius and he has committed to work out parking restrictions on the
street widths,
Mr. Bill Yoder said there is a development plan supplement for Trinity Park. He asked if that is still
attached to the development package, Mr. Meyer said this document was submitted for the last meeting,
Mr, Yoder also asked if the statement of architectural design features is also attached. He thanked the
applicant for a thorough application.
Mr, Fishman said there should be an architectural theme to this project, and this was discussed last
month, Will there be stone, brick, or aluminum combined with brick front, Mr, Meyer said there is no
theme, or set style of architecture, He said there are specific materials listed for the fronts, and natural-
looking material for the sides, These are in the longer document. There are also specifications as to roof
pitches. It was submitted immediately prior to the last meeting. It specifies a number of significant
provisions, Mr, Fishman asked if aluminum or vinyl will be used, Mr. Meyer said vinyl will be used.
Mr. Leffler asked about condition #5 and the no-build zone, and if a fence can be built, Ms, Clarke said
no because a fence i~ considered a structure. They may plant materials there.
Mr. Leffler made a motion to approve this application with the following conditions:

Ms. Clarke said the site has been expanded northward, and the plan has addressed a number of
conditions in the Staff Report, The recent revisions have not received sufficient Staff review,
Mr. Banchefsky said if there are sufficient modifications without thorough review, this case
'- should probably be tabled. Mr. Rob Meyer, attorney for applicant, said he would like to have
this case heard this evening. Mr. Geese asked Mr. Bill Yoder, representative of the Southwest
Area Residents Association, ifhe had seen these changes, Mr. Yoder said yes. Mr. Meyer said
the addition of acreage to the north will provide for alignment of a new Rings Road, The
development standards are being worked out with Staff and the neighborhood group,
Ms. Clarke said this is a rezoning request for +30 acres to be rezoned from R-1B, Restricted
Suburban Residential (Washington Township classification), to PLR, Planned Low Density
Residential District. The plan reflects 85 homes with 5 1/2 acres of parkland. The proposed
plan set forth the general layout, the lot size, the access, the park areas, utility service and
standards for development. This site represents the consolidation of several parcels into one
combined development. The area is listed on the Southwest Area Plan as adopted as "single-
family". Without a specific density or minimum lot size. The biggest issue is the road network.
The Coffman Road Extension (Britton Parkway) will be constructed parallel to 1-270 to the east
of this site, It is expected that Woerner-Temple Road and Rings Road will be connected by a
new road between Avery Road and 1-270. Wilcox Road and Rings Road will stay in service as
residential collector streets. The thoroughfare plan is under consideration now, and the City has
consultants under contract to look at a better way to handle the traffic. Those revisions and
roads, with Coffman Road as an exception, have not been formally reviewed either by this
Commission or Council. They are not part of the formal thoroughfare plan. The parkland is
proposed to be at the southeast corner of the site. There are bikepaths to be installed along
Wilcox and Rings Roads. Staff believes that there ought to be bikepath easements from the
interior of the subdivision to the exterior. Sidewalks will be installed throughout the balance of
the subdivision. The gross density of the plan in the packet is 2.72 units per acre. The
minimum lot size is 65' x 120'. This is slightly lower than the other single-family densities in
the area. One of the main design features involves focal points and vision corridors through the
subdivision, and the applicant has several landscaped islands at the corners.

REQUEST: To rezone a 34.65 acre site located on the northeast corner of Rings Road and
Wilcox Road from R-IB, Restricted Suburban Residential District (Washington Township ~
classification) to PLR, Planned Low Density Residential District,

This is a rezoning application requesting a change to the PLR, Planned Low Density Residential
District. The proposal is for a single-family development of 89 homes and with 4.75 acres of
park land. The property was annexed to Dublin about two years ago and still carries the R-1B,
Restricted Suburban Residential District zoning from Washington Township. The proposed plan
sets forth the general layout, lot size, access, park area, utility service and standards for
development. After a recommendation by the Planning and Zoning Commission, the application
will be referred back to City Council where it will be scheduled for a public hearing (2nd
reading) and later for a final vote (3rd reading). A two-thirds vote by City Council will be
required to override the recommendation made here, If approved, the proposal will be reviewed
under the preliminary and final platting procedures at a later date.
CONSIDERATIONS:
0 The site represents the consolidation of several parcels: The Remarks parcel of 23.1
acres on the corner of Wilcox and Rings Roads and over 10 acres from behind four
existing single-family homes on the east side of Wilcox Road.
0 To the west across Wilcox Road and further to the north are several large lot single-
family residences zoned R-1B; to the east is a parcel zoned R, Rural District and
designated for multi-family use on the Southwest Area Plan; to the south across Rings
Road is the Brighton Park subdivision. Heather Glen is somewhat to the north. ~
0 The site is designated for single-family use on the Southwest Area Plan as adopted. No .
density or minimum lot size is specified, ...."
0 The road network in the area is expected to undergo major changes: The Coffman Road
Extension (also called Britton Parkway) will be constructed approximately 1,000 feet to
the east of the site; Woerner-Temple Road (west of Avery Road) and Rings Road (east
of 1-270) are expected to be connected by a new east-west link which will be constructed
in the vicinity of the site; Wilcox and Rings Roads are expected to stay in service as
residential collector streets abutting the site.
0 The applicant has been working with the City Staff in order to incorporate the latest
thoroughfare revisions. It must be stressed that these revisions are proposed, and not yet
adopted, and have not yet been reviewed formally by the Planning and Zoning
Commission or City Council.
0 A park of 4.75 acres is proposed for the southeast corner of the site and is expected to
incorporate a water feature (stormwater retention). The required dedication is 5,585
acres, but this proposal is endorsed by the Parks Director. A bikepath bridge is needed,

and unfortunately it was not incorporated into the recent bridge upgrade for Rings Road,
If it is constructed in addition to the land dedication, it will assist the parks programs in
meeting two goals for the area,
,... 0 The site has one entry point onto Rings Road and none onto Wilcox Road. A second
access point is shown connecting to the proposed Woerner-Temple/Rings Road link. The
developer has an option to purchase the additional land shown on this revised site plan.
It includes an area about 100 feet by 750 feet which would be set aside for right-of-way
for the new Woerner-Temple/Rings Road link or open space purposes. The alignment
of this new east-west road will need to be verified at a later date. Construction would
be the municipality's responsibility, but it is not included in the City's five year Capital
Improvements Program. Several lots are shown facing each of ~hose existing roads, In
the case of Rings Road, the City's traffic consultant will comment at the meeting,
0 The developer will be installing a bikepath along both the Wilcox Road and Rings Road
frontages. Bikepath easements will be needed from inside the subdivision. Sidewalks
will be installed through the balance of the subdivision.
0 The gross density is 2.56 units per acre. The minimum lot size is 65 feet by 120 feet,
as indicated on the plan. By comparison, Brighton Park has a density of 3.02 units per
acre and a minimum lot size of 70 feet by 120 feet; and Heather Glen has 3.15 dwelling
units per acre and maximum lot size of 50 feet by 120 feet.
0 The lots along Wilcox Road were increased to a 100 foot width, and the lots along Rings
Road are shown as 96 feet wide.
0 The minimum sideyard will be 6 feet wide for lots up to and including 75 feet wide, and
for lots wider than 75 feet, the sideyard will be 8 feet. The rear yard will be 25 percent
of lot depth, not to exceed 50 feet,
",.,,,: 0 The site layout features specific view corridors and landscape focal points. The layout
includes several "eyebrow" areas and landscaped islands within the right-of-way, An
extensive booklet was submitted to define the style and design intent behind the
development proposed.

and unfortunately it was not incorporated into the recent bridge upgrade for Rings Road,
If it is constructed in addition to the land dedication, it will assist the parks programs in
meeting two goals for the area,
0 The site has one entry point onto Rings Road and none onto Wilcox Road. A second
access point is shown connecting to the proposed Woerner-Temple/Rings Road link, The ,~
developer has an option to purchase the additional land shown on this revised site plan.
It includes an area about 100 feet by 750 feet which would be set aside for right-of-way ...J
for the new Woerner-Temple/Rings Road link or open space purposes. The alignment
of this new east-west road will need to be verified at a later date. Construction would
be the municipality's responsibility, but it is not included in the City's five year Capital
Improvements Program, Several lots are shown facing each of those existing roads. In
the case of Rings Road, the City's traffic consultant will comment at the meeting.
0 , The developer will be installing a bikepath along both the Wilcox Road and Rings Road
frontages. Bikepath easements will be needed from inside the subdivision. Sidewalks
will be installed through the balance of the subdivision.
0 The gross density is 2.56 units per acre. The minimum lot size is 65 feet by 120 feet,
as indicated on the plan. By comparison, Brighton Park has a density of 3.02 units per
acre and a minimum lot size of 70 feet by 120 feet; and Heather Glen has 3.15 dwelling
units per acre and maximum lot size of 50 feet by 120 feet.
0 The lots along Wilcox Road were increased to a 100 foot width, and the lots along Rings
Road are shown as 96 feet wide.
0 The minimum sideyard will be 6 feet wide for lots up to and including 75 feet wide, and
for lots wider than 75 feet, the sideyard will be 8 feet. The rear yard will be 25 percent
of lot depth, not to exceed 50 feet.
0 The site layout features specific view corridors and landscape focal points, The layout
includes several "eyebrow" areas and landscaped islands within the right-of-way. An ~
extensive booklet was submitted to define the style and design intent behind the
development proposed. "

CASE 5: Rezoning Application Z92-016 - Trinity Park
APPLICANT: M-H Development, c/o Bruce Massa, 42 East Gay Street, Suite 604,
Columbus, OH 43215
REQUEST: To rezone a 34,65 acre site located on the northeast corner of Rings Road and
Wilcox Road from R-1B, Restricted Suburban Residential District (Washington Township
,"",> classification) to PLR, Planned Low Density Residential District.
BACKGROU1\TJ):
This is a rezoning application requesting a change to the PLR, Planned Low Density Residential
District. The proposal is for a single-family development of 89 homes and with 4,75 acres of
park land. The property was annexed to Dublin about two years ago and still carries the R-IB,
Restricted Suburban Residential District zoning from Washington Township. The proposed plan
sets forth the general layout, lot size, access, park area, utility service and standards for
development. After a recommendation by the Planning and Zoning Commission, the application
will be referred back to City Council where it will be scheduled for a public hearing (2nd
reading) and later for a final vote (3rd reading). A two-thirds vote by City Council will be
required to override the recommendation made here. If approved, the proposal will be reviewed
under the preliminary and final platting procedures at a later date.
CONSIDERA TIONS:
0 The site represents the consolidation of several parcels: The Remarks parcel of 23.1
acres on the corner of Wilcox and Rings Roads and over 10 acres from behind four
existing single-family homes on the east side of Wilcox Road.
0 To the west across Wilcox Road and further to the north are several large lot single-
family residences zoned R-IB; to the east is a parcel zoned R, Rural District and
designated for multi-family use on the Southwest Area Plan; to the south across Rings
Road is the Brighton Park subdivision, Heather Glen is somewhat to the north.
0 The site is designated for single-family use on the Southwest Area Plan as adopted. No
density or minimum lot size is specified.
0 The road network in the area is expected to undergo major changes: The Coffman Road
Extension (also called Britton Parkway) will be constructed approximately 1,000 feet to
the east of the site; Woerner-Temple Road (west of Avery Road) and Rings Road (east
of 1-270) are expected to be connected by a new east-west link which will be constructed
in the vicinity of the site; Wilcox and Rings Roads are expected to stay in service as
residential collector streets abutting the site.
0 The applicant has been working with the City Staff in order to incorporate the latest
thoroughfare revisions. It must be stressed that these revisions are proposed, and not yet
adopted, and have not yet been reviewed formally by the Planning and Zoning
Commission or City Council.
0 A park of 4.75 acres is proposed for the southeast corner of the site and is expected to
incorporate a water feature (stormwater retention). The required dedication is 5.585
acres, but this proposal is endorsed by the Parks Director. A bikepath bridge is needed,

Mr. Rauh said that unless there is a very definitive architectural design guide for square footage,
and styles and types of houses, this plan may fail. If typical tract houses are built without
restrictions, the appearance will suffer,
Mr. Campbell said he appreciated the presentation.
Mr, Fishman said as in the older neighborhoods that were featured in Mr. Myers' presentation,
steep roofs and stone fronts are needed. Tract housing with a brick front and aluminum on three
sides will not render the same effect.

Mrs. Stillwell said Mr, Myers' presentation makes sense. The design is very credible, and she
is glad that the applicant is adding on to the land to the north. She wants to see an additional
condition to read, "If there would be any changes that would be called for in the revised total
Southwest Area Plan, that the applicant's plan would need to be changed to be compatible with
whatever is recommended in the plan," She feels Staff and the Commission need time to review
the changes presented this evening.
Mrs. Stillwell made a motion to table this application to the December 10, 1992 meeting,
Ms, Jordan said while this application is tabled, an issue to be reviewed is the parkland
dedication. She said it appears that the parklcand is 3/4 acre less than in the previous
presentation.
Mr. Leffler seconded the motion. The vote was as follows: Mr. Manus, yes; Mr. Fishman,
yes; Mr. Geese, yes; Mr. Rauh, yes; Mr. Campbell, y~s; Mr. Leffler, yes; and Mrs. Stillwell,

3. Rezoning Application Z92-017 - Wedgewood Hills
,...,.,.. Ms, Clarke said this is a new rezoning application. This site involves 80.9 acres and the request
,- is for the R-2 zone, The applicant has also submitted a preliminary plat, and this plat shows
only 97 lots. The applicant has been working with the area residents, and their comfort level
has increased substantially. There are several unusual facts about this site. It abuts
O'Shaughnessy Hills and part of this submission is a request to vacate a portion of a platted, but
never built, road called Club Road, The site could get sanitary service from Delaware County,
It naturally is tributary to it.. There might be a temporary or permanent diversion for sanitary
service for this site through Delaware County. This site is heavily treed and has ravines. Staff
has requested a tree survey to determine areas for preservation, etc. Most of the Staff, members
of the City Council and this Commission have walked the site. Most have agreed that this is
a very beautiful site. This site has no direct access of its own. There is a northern access
shown, which is a tie-in to the Wedgewood subdivision in Delaware County, and there is an
access point shown that goes somewhere to the east that would eventually connect with
Summitview Road. The major parkland area is a long finger of land that extends to Riverside
Drive, which is Block Four of O'Shaughnessy Hills subdivision. There is also a small park site
which is internal to the site, A number of area residents are interested in preserving the
northernmost section of this site, which has a number of quite mature beech trees. The current
plan does not incorporate those items. She said the applicant agreed today to amend the
application to use one of the City's planned districts.
