WHEREAS, the City of Dublin, Ohio has adopted the 1992 CABO
One and Two-Family Dwelling Code to govern standards for the
construction of residential units in the City of Dublin, Ohio.
WHEREAS, the 1989 CABO One and Two-Family Dwelling Code did
not address glazing in shower and bathtub doors and enclosures
but has been amended with the adoption of the 1992 CABO One
and Two-Family Dwelling Code to address this issue.
WHEREAS, section 1305.02(c) of the Codified Ordinances of the
City of DUblin, Ohio currently amends the CABO One and Two-
Family Dwelling Code with respect to glazing in shower and
bathtub doors and enclosures.
WHEREAS, Council finds that it is in the best interests of the
residents of the City of Dublin, Ohio to incorporate the
current requirements of the CABO One and Two-Family Dwelling
Code with respect to glazing in shower and bathtub doors and
enclosures.
WHEREAS, Council finds that it is in the best interests of the
....... residents of the City of DUblin, Ohio to require certification
of the elevation and locations of new buildings to assure
-- compliance with the site plan approved by the Division of
Engineering.
WHEREAS, Council finds that it is in the best interests of the
residents of the City of DUblin, Ohio to establish the minimum
basement ceiling heights of seven feet six inches except under
beams, girders, ducts or other obstructions where the height
should be six feet eight inches.
NOW, THEREPORB, be it ordained by the Council of the City of
DUblin, State of Ohio, ,~ members concurring:
section 1. Section 1305.01 of the Codified Ordinances of the
City of Dublin, Ohio shall be amended to read as follows:
There is hereby adopted by reference, the
1992 CABO One and Two-Family Dwelling
Code, including Appendix C and Appendix
F, of the Nationally Recognized Model
Code, which shall be known as the One,
Two and Three-Family Dwelling Code for
the City, save and except such portions
as are hereinafter deleted, modified or
..... amended by this chapter. One copy of
such Code has been and is now filed in
..... the office of the Clerk of Council. Such
Code is hereby adopted and incorporated
as fully as if set out at length herein,
and from the date on which this chapter
shall take effect, the provisions thereof
shall be controlling within the limits of
the city.
section 2. Section 1305.02 of the Codified Ordinances of the
City of Dublin, Ohio shall be amended to read as follows:

(a) Section R-101 of the CABO One and Two-
Family Dwelling Code, 1992 edition shall
"....,. be amended as follows:
"TITLE" SECTION R-101

These provisions shall be known as the "One, Two
and Three-Family Dwelling Code," may be cited as
such, and will be referred to herein as "this
code" .
(b) Section R-201.2 and Table R-201.2 of the
CABO One, Two and Three-Family Dwelling
Code, shall be amended to add the
following to Table R-201.2.
Roof Live Load lbs. per sq. ft. - 20
Roof Snow Load lbs. per sq. ft. - 20
Wind Pressure in lbs. per sq. ft. - 24
Seismic Condition by Zone - 1
Subject to Damage from Weathering - Moderate
subject to Damage from Weathering - Frost Line

Subject to Damage from Decay - No
(c) Exception 3 of Section R-205 of the CABO
- One, Two and Three-Family Dwelling Code
shall be amended as follows: Ceiling
.... height in basements may not be less than
seven feet six inches clear except under
beams, girders, ducts or other
obstructions where the clear height shall be six
feet eight inches. All buildings built prior to
December 19, 1983, are exempt from this
requirement. All buildings built between December
19, 1983, and the effective date of this Ordinance
shall have a ceiling height in basements of not
less than six feet eight inches clear except for
under beams, girders, ducts or other obstructions
where the clear height shall be six feet four
inches.
(d) Section R-209.2 of the CABO One, Two and
Three-Family Dwelling Code shall be
amended as follows: The garage shall be
completely separated from the residence
and its attic area by means of five-
eighths inch gypsum "fire-rated" board or
equivalent applied to the garage side.
..... (e) Section R-214.2 of the CABO One, Two and
Three-Family Dwelling Code shall be
.... amended to add the following to the end
of the section: Guardrail(s) that form a
part of handrails on open side of stairs
shall have a height of not less than
thirty inches and not more than thirty-
six inches, measured vertically from the
nosing of the tread.

(f) section R-218 of the CABO One, Two and
Three-Family Dwelling Code shall be
,..... amended as follows: Dwelling units in
two and three-family dwellings shall be
separated from each other by wall and/or
- floor assemblies of not less than one
hour fire resistance rating when tested
in accordance with ASTME-119 listed in
Section S-26.218. Fire-resistance-rated
floor-ceiling and wall space assemblies
shall extend to and be tight against the
exterior wall, and wall assemblies shall
extend to the underside of the roof
sheathing.
(g) Chapters 20, 21, 22, 23, 24 and 25 of the
CABO One, Two and Three-Family Dwelling
Code are deleted in their entirety.
(h) Double cylinder dead bolts requiring a
key operation on both sides are
prohibited.
(i) The elevation and location of all new
buildings shall be certified by a
registered land surveyor or a person
under direct supervision of a registered
...... land surveyor.
Section 3. Former Sections 1305.01 and 1305.02 are hereby
- repealed.
section 4. This Ordinance is declared to be an emergency
measure necessary for the health, safety and welfare of the
citizens of Dublin, and therefore shall take effect and be in
force immediately upon passage.
