Fonn No. 30045 Passed —20 Resolution No. 38 -14 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE AVERY ROAD WATER TANK — WET INTERIOR REPAINT AND BLAZER PARKWAY WATER TANK — COATING REPAIR WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code for the Avery Road Water Tank — Wet Interior Repaint and Blazer Parkway Water Tank — Coating Repair; and WHEREAS, Council has determined that the bid submitted by L.C. United Painting Company, Inc. constitutes the lowest and best bid; WHEREAS, it is in the interest of public health and safety to maintain Dublin's water tanks. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by L.C. United Painting Company, Inc. in the total amount of $397,000.00 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with L.C. United Painting Company, Inc. for the Avery Road Water Tank — Wet Interior Repaint and Blazer Parkway Water Tank — Coating Repair, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Garwick, P.E., Civil Engineer II Memo Re: Resolution No. 38 -14 - Avery Road Water Tank - Wet Interior Repaint and Blazer Parkway Water Tank - Coating Repair - Bid Acceptance Summary The Avery Road Water Tank - Wet Interior Repaint and Blazer Parkway Water Tank - Coating Repair project specifically provides for the maintenance, rehabilitation, repair and protection of two critical structures associated with Dublin's public water system. The Engineer's estimate was $425,000 for this project. The 2014 budgeted funds for construction of this project were $325,000 (EW0102). These funds were designated for the Avery Road Water Tank - Wet Interior Repaint. Based on discussions with the Finance Department, there are sufficient funds available in the water fund to support this additional cost. The Blazer Parkway Water Tank - Coating Repair (bid price at $52,000) was added to this project due to the necessity to repair an exterior coating failure on the west side of the bowl. Engineering staff noticed the Blazer Parkway Water Tank exterior coating failures in May of 2013. Although not responsive to date, staff continues to pursue the repair through the original contractor (M.K. Painting) as a warranty item. The bid for this repair provides an alternative to perform the work so that further deterioration does not occur. On May 1, 2014, four (4) bids were received, publicly opened and read for the Avery Road Water Tank - Wet Interior Repaint and Blazer Parkway Water Tank - Coating Repair. L.C. United Painting Company, Inc. provided the corrected lowest and best bid of $397,000.00. The review of the bid schedule sheet tabulations resulted in a $2,000.00 correction to L.C. United Painting Company, Inc. bid. Engineering staff did discuss this error in math with Kanto Lulaj, L.C. United Painting Company, Inc. and he assured staff that, despite the error in math, they will proceed with the project. The Avery Road Water Tank — Wet Interior Repaint and Blazer Parkway Water Tank — Coating Repair Project will commence on June 2, 2014 and will be completed by November 30, 2014. Recommendation Staff has thoroughly reviewed the bid from L.C. United Painting Company, Inc. and found it to be a true and accurate cost to perform the specified work for this project. The City of Dublin has no previous experience with L.C. United Painting Company, Inc. on this type of project. Engineering staff did call the references listed for L.C. United Painting Company, Inc. with very positive results. Staff recommends Council approval of Resolution No. 38 -14 accepting as lowest and best the bid from L.C. United Painting Company, Inc. in the amount of $397,000.00 and authorizing the City Manager to enter into a contract with L.C. United Painting Company, Inc. for this project.
