A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE CITY OF DUBLIN 2014 STREET LIGHT POLE PAINTING PROJECT WHEREAS, it is in the best interest of the City to maintain the condition of the traffic signal poles and mast arms, street light poles and bases, electronic signage poles and bases; traffic signal cabinets and street light controller /signal boxes; and WHEREAS, formal advertising and bidding procedures have been conducted pursuant to Section 8.04 of the Revised Charter. NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. Martin Painting & Coatings Co. submitted the lowest bid and is hereby declared to be the lowest and best bidder for the 2014 Street Light Pole Painting Project. Section 2 . The City Manager is hereby authorized to execute a contract with Martin Painting & Coatings Co. for $97,324.00 to complete the project. Section 3. This Resolution shall be effective upon passage in accordance with Section 4.04(a) of the Revised Charter. Grigsby, City Manager Date: May 15, 2014 Initiated By: Megan O'Callaghan, Public Service Director William Grubaugh, Interim Director of Streets and Utilities Re: Resolution 36 -14 - 2014 Street Light Pole Painting Project Background Memo The Division of Streets and Utilities solicited bids for the 2014 Street Light Pole Painting Project. This project includes painting street light pole and bases, painting traffic signal mast arms, electronic signage poles and painting street light and traffic control cabinets. The budgeted amount for this project in the 2014 CIP was $155,000. The bids were opened Thursday, May 1, 2014 at 2:00 P.M. Four bids were received. The results are as follows: Vendor/ Contractor Bid Amount Martin Painting & Coating Co. $97,324 Brian Brothers Painting and Restoration, LLC $136,995 The Painting Company $143,978 Kastra, LLC $164,850 Staff has reviewed Martin Painting & Coating Company's bid and determined it to be competitive and responsive to Dublin's solicitation. It did not contain any noticeable irregularities or missing qualifications. Moreover, Martin Painting has extensive experience in providing this type of work, and Dublin has had favorable experiences with Martin Painting on past Dublin projects. Staff completed reference checks on the company, and all references were favorable. Work is expected to begin within the next three weeks and conclude in early October. Recommendation Based on the foregoing, staff recommends Council approval of Resolution 36 -14, accepting Martin Painting and Coating Co.'s bid in the amount of $97,324.00 as lowest and best, and authorizing the City Manager to enter into a contract with Martin Painting and Coating Co. for this project.
