Memo
Re: Resolution No. 37 -14 - 2014 Storm Structure Maintenance Project —
Bid Acceptance
Summary
The second annual Storm Structure Maintenance Project specifically provides for the
maintenance, rehabilitation, and repair of structures associated with the public storm sewer
system, which includes curb and gutter inlets, catch basins and manholes throughout the
community. The annual Storm Structure Maintenance Project is a critical component of the
City's ongoing efforts to maintain Dublin's public infrastructure and meet the National Pollutant
Discharge Elimination System (NPDES) Phase II regulations.
The 2014 budgeted funds for this project are $260,000 from the Capital Improvements Tax
Fund (a portion of the $560,000 provided for annual stormwater maintenance in 2014) and
represent a bid amount for labor and material costs to repair the deficiencies in 119 storm
structures identified during inspections. Storm structure inspection data, now being collected by
City staff, may provide justification for increasing the funds programmed in the future years.
On May 1, 2014, one (1) bid was received, publicly opened and read for the 2014 Storm
Structure Maintenance Project. Columbus Asphalt Paving, Inc. provided the lowest and best bid
of $238,867.00. Staff has reviewed the bid as summarized below.

done as necessary.
Recommendation
Staff has thoroughly reviewed the bid from Columbus Asphalt Paving, Inc. and found it to be a

previous experience with Columbus Asphalt Paving, Inc. on this type of project with very
positive results. Regarding their most recent work (as a subcontractor on the 2011 Street
Maintenance Program and performing the 2013 Storm Structure Maintenance Project), staff has
been satisfied with the performance of Columbus Asphalt Paving, Inc. and the quality of their
completed work.
Staff recommends Council approval of Resolution No. 37 -14 accepting as lowest and best the
bid from Columbus Asphalt Paving, Inc. in the amount of $238,867.00 and authorizing the City
Manager to enter into a contract with Columbus Asphalt Paving, Inc. for this project.
