AN ORDINANCE AUTHORIZING CERTAIN ITEMS OF
COMPENSATION RELATIVE TO THE APPOINTMENT OF A
NEW CITY ENGINEER, DIRECTING THE CITY MANAGER
,... AHD FINANCE DIRECTOR TO APPROVE THE
EXPENDITURE OF FUNDS FOR SAID ITEMS, AHD
DECLARING AN EMERGENCY.

WHEREAS, Council believes, upon the recommendation of the City Manager,
that certain items of compensation associated with the appointment of
a City Engineer should be provided by the City of Dublin; and,
WHEREAS, it is necessary for such items of compensation to be
authorized by Ordinance of Council;
NOW, THEREFORE,~T ORDAINED by the Council of the City of Dublin,
state of Ohio, of the elected members concurring:
Section 1. That the following items of compensation are hereby
authorized:
A. Vehicle Allowance
The City shall provide a vehicle allowance in the amount of
$300.00 per month.
B. Temporarv Housina Allowance
The City shall provide a temporary housing allowance in the
amount of $500.00 per month for a maximum period of time
not to exceed three (3) months. Said allowance may,
however, be extended for valid reasons, subject to the
approval of Council.
C. Relocation Allowance
The City shall provide a relocation allowance in the amount
",... of $5,000.00. Said allowance shall be paid at the time
f permanent residence is established within Central Ohio.

.... Section 2. That the City Manager and Finance Director be, and hereby
are, authorized and directed to approve the expenditure of funds for
the aforementioned items.
Section 3. That this Ordinance be, and hereby is, declared to be an
emergency measure necessary for the reason that approval of the above
mentioned items is essential to the immediate hiring of a City
Engineer, the appointment of which is critical to preserving the public
safety and welfare; wherefore, this Ordinance shall take effect and be
in force immediately upon its passage.

Attached for consideration, please find Ordinance No. 88-92 authorizing certain
items of compensation relative to the appointment of a new City Engineer. As
described in the attached Ordinance, these items include the following:
* $300 per month vehicle allowance;
* $500 per month temporary housing allowance;
* $5,000 relocation expense.
In staff's judgement, the approval of these items is warranted and, therefore,
Staff recommends that Council adopt Ordinance No. 88-92. Since Staff made the
conscious decision to recruit nationwide for the City Engineer position, Staff
recognized that a relocation allowance and temporary housing allowance would
probably become issues when negotiating with the preferred candidate regarding
compensation. Staff also recognized that when recruiting candidates at the
Department/Division Head level, issues regarding the provision of a City vehicle
or a vehicle allowance could conceivably arise as well. Since Staff consciously
conducted a nation-wide recruitment campaign for this position, and since
candidates employed at similar levels within other public organizations sometimes
receive a vehicle or vehicle allowance, the provision of the above mentioned
items seems fair and reasonable. It should be emphasized that similar items in
similar amounts have been authorized for new Department/Division Heads in the
past; therefore, the provision of such items in this instance is consistent with
the past practice.
f'" In addition, please note that Ordinance No. 88-92 contains emergency language.
In the interest of preserving the public safety and welfare, Staff believes there
~ is an urgent need to make an immediate appointment to this position, and Staff's
ability to do so is based upon the approval of the above mentioned items.
Therefore, Staff respectfully requests that this Ordinance be adopted as
emergency legislation.
