NOW, ~RE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring:
Section 1. That the following described real estate (see attached map marked Exhibit "A")
situated in the City of Dublin, State of Ohio, is hereby rezoned to PUD, Planned Unit
Development District and shall be subject to regulations and procedures contained in
Ordinance No. 21-70 (Chapter 153 of the Codified Ordinances) the City of Dublin Zoning
Code and amendments thereto.
Section 2. That application, Exhibit "B", including the list of contiguous and affected
property owners, and the recommendations of the Planning and Zoning Commission,
Exhibit "C", are all incorporated into and made an official part of this Ordinance and made

accordance therewith.

The Planning and Zoning Commission took the following action at this meeting:

Church - 81 west Bridge Street
l.Gcatlon: 2.626 acres located on the southwest and southeast comers of Bridge Street and
Franklin Street.
Existing ZoDlng: CCC, Central Community Commercial District and R-4, Suburban
Residential District.
Request: POD, Planned Unit Development District.
Proposed Use: A proposed 16,000 square foot expansion of the existing church to
include a 5,958 square .foot sanctuary expansion and parking for 146 vehicles.
Applicant: Dublin Community Church, clo Paul w. Phillips, 2885 West Dublin-
Granville Road, Columbus, Ohio 43235; and Jeffrey S. Kent, Mt. Air Construction and
Development, 1360 Briarcliffe Drive, Powell, Ohio 43065.
MOTION:
To approve this application with the 12 following conditions:
r 1) That Sells Alley be vacated on the site subject to City Council approval and that a vacation

2) That following alley vacation, all lots on the west side of Franklin Street be combined;
3) That a tree preservation plan be submitted, subject to staff approval;
4) That the AIchitectura1 Review Board and the applicant review and make a recommendation
regarding the existing ground sign;
5) That the landscape plan conform to Code, include a property perimeter buffer along the
south property line, and show screening of all parking lots including the lot east of
Franklin Street, subject to staff approval;
6) That a brick sample panel be submitted for staff review to assure coordination with the
blended brick on the historic structure;
7) That stormwater management meet the approval of the City Engineer;
8) That right-of-way consistent with the Thoroughfare Plan be dedicated to the City by means
of a general warranty deed;
9) That all conditions imposed by the Architectural Review Board be met;

REQUFST: Review and approval of a preliminary development plan for a 16,000 square foot
expansion of an existing church with parking for 146 automobiles. This is a ..,
rezoning application from CCC, Central Community Commercial, and R-4, ~
SubUIban Residential Districts, to PUD, Planned Unit Development District under ....
..;,- the.provisions of Section 153.056. The subject site is 2.626 acres located on the
southwest and southeast comers of West Bridge Street and Franklin Street within
the Architectural Review District.

BACKGROUND:
No concept plan will be considered separately for this proposal. The church is an existing use and
has been located on this site since 1878. This application is a preliminary development plan,
which includes the rezoning request for the PUD District and delineates the land use, development
standards, ~gn guidelines, proposed traffic circulation including parking, etc. It.also serves as
the preliminary plat. Following a recommendation from the Commission, a public hearing will
be held at City Council followed by a vote to approve or deny the petition. A two-thirds vote will
, be necessary to overturn the Planning Commission recommendation. This application was filed
prior to the Charter revision, and the ordinance will require three readings. Upon approval of the
rezoning, the applicant will need to submit a final development plan for at least 20 percent of the
property within 240 days. Approval of the final development plan will be required prior to any
construction.
This site is located in the Architectural Review District and will require approval by the ]
Architectural Review Board (ARB) for proposed exterior modifications and demolition of a
structure. An informal application was heard at the September 25, 1996 ARB meeting, and it W!IS
approved with. conditions. ARB also voted to recommend the rezoning request. (Refer to attached
ARB board order.)
CONSIDERATIONS:
. The site totals 2.626 acres and is located on both sides of Franklin Street. The larger
parcel is 2.32 acres and is on the southwest comer. It includes the landmark Dublin
Community Church which is listed in the National Register of mstoric Places, a parking
lot, and a single-famlly residence which fronts on FIaDklin Street. A playground is located
to the east of the church, adjacent to Franklin Street. The site contains several large trees
in the center and around the southern and western boundaries and a row of overmature
crabapples along FIaDklin Street. The site slopes down significantly from west to east ~d
north to south. The remaining 0.306 acres is located on the southeast comer of West
