The regular meeting of the Village of Dublin Council was held April 7, 1958,
at 7s30 P.M. with Mayor W. Ralph Irones presiding.

Minutes of the last meeting and the special meeting were read and approved.

Mayor Jones gave a brief resume as to retaining policemen and gave his recommend-
ation ;M continue with the same policemen and said he would like for them to be re-
employlJ on a permanent basis, re-employing them until such time as an ordinance was
passed to the contrary. A lengthy discussion followed as to pros and cons of hiring them
on a permanent basis. Solicitor Welch stated that all members of counsel had to concur
with Mayor before policemen could be hired on a permanent basis. The difference between
temporary and permanent appointment being that they can only be removed from job for just
cause - goes before Court and Court determines if it is a just cause, this being the
State law.
Vacation problem was then determined - if men were going to be put on permanently,
they were to work enough overtime during each other's vacation time to make up for week
they were illegally paid for at the time of their suspension. Policement to be eligible
for two weeks vacation after eight months of service.
Shriver moved the adoption of the following resolutionss
"ORDINANCE NO. 04-58 OF THE VILLAGE OF DUBLIN, OHIO.
Ordinance giving final appointment to Harold Rose as Deputy Marshall.
Be it ordained by the Council of the Village of Dublin, Ohio, all six of the
members elected herein concurrings
SEctION 1. That the Mayor of the Village of Dublin at the end of the probationary
period of appointment of Harold Rose as Deputy Marsha~ reported to Council that the
employee's se~was satisfactory and recommended to Council his permanent employment
and that the Mayor desired to finally appoint Harold Rose as Deputy Marshall.
SECTION 2. That the Council unanimously concurs with the Mayor that said
employee-be finally appointed and that said employee is, by this ordiaance, finally
appointed as Deputy Marshall.
SECTION 3. That this ordinance be, and the same is hereby dec,lared to be an

safety and general welfare of the Village of Dublin, Ohio, for the reason that the fore-
going will enable the village to have police service and,ithatthis ordinance shall take

"ORDINANCE NO. 04-58 (a) OF THE VILLAGE OF DULBIN, OHIO.
Ordinance giving final appointment to Howard Lyons as Policeman.
Be.it ordained.by the Council of the Village of Dublin, Ohio, all six of the
members elected herein concurrings
SECTION 1. That the Mayor of the Village of Dublin at the end of .the probationary

"ORDINANCE NO. 04-58 (b) OF THE VILLAGE OF DUBUN, OHIO.
Ordinance determining rights of Deputy Marshall and pOliceman for vacations.
Be it ordained by the Council of the Village of Dublin, Ohio, all six members elected
herein concurring:
SECTION 1. That the deputy marshall and any policeman employed by the Village of Dublin,
Ohio, shall, after having been continuously employed by said village for a period of eight month~
be entitled to two weeks vacation with pay on the ~ollowing basis. Harold Rose shall be entitlec
to two weeks vacation at the current rate of pay based on 124 hours of work as an average for
the number of hours employed in a two week period. That Howard Lyons be given a vacation on
the sarne basis on an aver.age of eighty-four hours, that being his average number of working
hours for a two weeK. per1:o'd. !
SECTION 2. That said village deputy marshall and said poli~eman shall be assigned the
times for which they will have to take their vacation by the Mayor of the Village of Dublin.
SECTION 3. That this ordinance be, and the same is hereby declared to be an emergency
measure necessary for the public :safety and general welfare of the Village of Dublin, Ohio,
for the reason that the foregoing will enable the village to have police service and that 1'/

Eger moved the. suspension of the rules seconded by Davis.

iol~citor Welch suggested the drawing of a resolution authorizing Clerk to pay police
salaries in the middle of the month.
It was determined the special meeting, held in order to pay police salaries, would be
April 15th at 7:30 P.M.

Karrer moved the bills be paid, seconded by Davis. Vote thereon was as follows:

The matter of dogs running loose was again discussed.
Rose brought up the matter about expense of running his car while police cruiser
was being repaired. Eger suggested they not work if car is not in running condition.
Cruiser matter was to be discussed and determined by Service Committee.
Eger moved the ~cceptance of the following ordinance:
"CRDINANCE NO. 04-58 C - AN ORDINANCE TO PROVIDE FOR FURNISHING., OPERATING
AND MAINTAINING A 400 WATT MERCURY VAPOR STREETLIGHT AT THE CORNER.OF..
BRIIXiE STREET AND HIGH .-mEET IN THE VIlLAGE OF WBI:I.t+roFlWtKU'tl. C&tJN1Y:, OHIO.
BE IT ORDAINED BY THE COUNCIL OF THE VIllAGE OF DUBUN, OHIOJ
SECTION 1. For the period beginning with the effective date of this Ordinance
and ending on July 1, 1967, Columbus and Southern Ohio Electric Company its successors
and assigns, (herein called the "Companyt), is hereby vested with the right to light
with electricity the intersection of !ridge Street and High Street in the Village of
Dublin, Ohio, (herein called the 'Village'), and the Company shall have the right to
charge and receive from the Village payment for said services in accordance with the
following rate: I

SECTION 2. Payment for the service furnished hereunder shall be made monthly in
accordance with bills rendered therefor by the Company at the end of each period, each
payment to be due within fifteen days of the submission of the bill therefor, overdue
payments to bear interest at the rate of 6% per annum until paid. Should the Village
default in four successive payments, the Company may at any time discontinue service
hereunder wihtout notice so long as any default exists; provided, however, that no charge
shall be made by the Company for service hereunder during any period in which service is
so discontinued.
SECTION 3. That this Ordinance shall be in full force and effect from and after
the earliest period allowed by law.
Passed by Council this 7th day of April, 1958." (Effective date May 7, 1958).
Bernard Karrer moved the suspension of the rules, seconded by Shriver.
Don Davis seconded the motion for acceptance of the Ordinance and the vote

were to set up definite rules as to how police department would be run - establishing
principles on a permanent basis. Bernard Karrer was to see that the rules were drawn up.
Solicitor Welch suggested Council appropriate $100 or $200 to dress up Court - worst in

be made for all those appearing in Mayor's Court, whether they are there as a violator or as a
guest, stating the policemen do not get paid on a per arrest basis.
Ed Butterfield was then called upon concerning hauling of garbage and trash. Discussion
was then had as to how such an expense could be handled. Butterfiel~ was to submit an estimate
as to how much he. thought it would cost to take care of. s~ch hauling in theVl11ag,e of Dublin.
Eberly moved the meeting Qe adjourned, seconded by Davis.
