AN ORDINANCE TO ACCEPT THE LOWEST/
BEST BID FOR FRA-257 HARD ROAD
INTERSECTION AND LEFT TURN LANE ADDITION PROJECT,

I AND DECLARING AN EMERGENCY

WHEREAS, after advertising, receiving and opening bids on August 15, 1995, for
FRA-257 Hard Road Intersection and Left Turn Lane Addition; and
WHEREAS, Council has determined that the lowest and best bid for said project
is from Decker Construction Company in the amount of $581,666.30; and
WHEREAS, the lowest and best bid is within ten percent over the Engineer's
estimate; and
WHEREAS, an additional appropriation of $ 415; 500.0 () is needed to award the
construction contract and provide for needed right-of-way acquisition.
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible because the intersection serves the major new east/west Hard Road
extension, and so that construction can take place during favorable weather
conditions in 1995.
- NOW, J,t:IEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, 3......- of the elected members concurring:
.... Section 1. That the bid from Decker Construction Company in the amount of
$581,666.30 be and hereby is, accepted.
Section 2. That there be appropriated from the unappropriated balance in the
Capital Improvement Tax Fund the amount of $ J.f 15,50 (J. (J \ to account
40-03-14-2550.
Section 3. That the City Manager is hereby authorized and directed to execute a
contract with the Decker Construction Company for completion of said project
pursuant to the bid specifications and documents on file in the office of the City
Engineer.
Section 4. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of
the residents of this City, and for the further reason that this public improvement
needs to be completed during the 1 995 construction season in order to provide for
safer traffic movements at this critical location, and, therefore, this Ordinance shall
take effect and be in force immediately upon its passage.

i SUBJECT: Hard Road/S.R. 257 Intersection Improvement

As you may recall, the 1994 Capital Budget provided a $200,000 allocation for the Hard
Road/S.R. 257 intersection improvement. This figure was a pre-design estimate based purely
upon the City's then recent experience at the Tuller Road/S.R. 257 intersection. As we
proceeded in the design process in late 1994 through the first half of 1995, we recognized that
the project was significantly bigger in scope than the Tuller Road/S.R. 257 project and would
cost significantly more. I failed, however, to provide Marsha Grigsby with the appropriate
updated project estimate when the Capital Budget was presented to Council this past winter of
1994. Therefore, the 1994 Capital Budget inadvertently contains the older, outdated estimate.
Our subsequent submittals to Council, including the information submitted for the current Five-
Year CIP review, have reflected the appropriate updated estimates. It should be emphasized that
all of the capital budgeting and programming work during 1995 have fully considered and
included the proper estimate for this project.
You had also asked me to summarize the key differences between the Hard Road/S.R. 257 and
the Tuller Road/S.R. 257 intersection improvements to help better explain the significant cost
....;"'~ differences in these two projects. I have reviewed this information with the design engineers,
and it is summarized as follows:
.,. . The Hard Road intersection improvement includes over $60,000 for the reconstruction
of stone walls impacted by the proposed widening.
. The Hard Road intersection improvement includes extensive curb, gutter, and
underground storm drainage improvements not required at the Tuller Road project.
These more expensive drainage improvements were needed in order to mitigate the
impacts on abutting residential properties along Riverside Drive and to implement the
needed improvements within a more constrained right-of-way area. These drainage items
added an additional $72,000 to the total project cost.
. The Hard Road intersection improvement required additional embankment and excavation
on the east side of Riverside Drive at an estimated additional cost of $44,000.
