I N T E R MEMO 0 F F I C E To: Members of City Council From: Marsha Grigsby, Director of Finance Melody Kennedy, Financial Analyst .... Subject: Changes/Modifications Made to Ordinance 52-96 (Amended) Subsequent to Comments Made by City Council at the July 1, 1996 Meeting Date: July 15, 1996 - We have addressed the comments made by City Council at its July 1 meeting with regard to Ordinance 52- 96 (Amended.) To provide clarity and better readability, the following changes/modifications have been made: . On page 2, Section 35.83(a) of the Ordinance, the title of Appendix A, which is the Schedule of Fees and Service Charges, has been added to the text. . Appendix B, which is a detailed listing offees for S-043 Building Inspection-Residential and S-044 Building Inspection-Commercial (see page 5), has been re-titled to Appendix A-I to better refle~t that it is a sub-set of Appendix A. . Per suggestion of the Clerk of Council, the appendices were removed from Ordinance paper and printed on plain paper. Several changes have been made to S-109 Special Events & Performance Coordination (see page 7.) . It was noted that there should not be a per hour building inspection fee for special events (i.e. tents - and other temporary structures) because those inspections should be covered under some type of building permit or temporary structure permit. After review by the Division of Building, it was - found that no such permit had been identified. After consideration, it was determined that a $50 flat fee would be identified for a temporary structure permit. Activity for this permit will be monitored during the year, and re-reviewed for the next Cost Study Update. On page 7 of the Ordinance, under S-109 Special Events & Performance Coordination, the $58/hr fee for building inspection has been stricken, and Note 22 has been inserted in its place to reference the $50 flat fee. A cross-reference has been made for this fee on page 13 under the list of building inspection fees. . The Finance Committee had recommended a two-tiered fee schedule for special event fees so that a 50% discount could be given to Dublin non-profit 501(c)(3) groups. During the City Council meeting, discussion ensued as to the appropriateness of such criteria. After consideration, the Ordinance has been modified to state that cost recovery of 50% of the fully burdened hourly rate of the cost of labor, plus full recovery of any out-of-pocket costs and other direct costs may be charged for recognized, tax-exempt, non-profit organizations at the discretion of the Finance Committee. Should you have any questions or concerns with regard to this Ordinance, please do not hesitate to contact the Department of Finance. ~ filename: T:\PER\MMK\Study96Vuly 15memo. wpd . ~-~'_',..,"..".,,,","",,.~'-~..~,,~_.. <~"'.~._""~,,,,'",-_~~_ '~M' _~ _..,;.....'---..""'"'"""".';ci;."-'''..'''''.""'''_'"''..."'''' r '" --.-~ I N T E R MEMO 0 F F I C E To: Members of City Council - From: Marsha Grigsby, Director of Finance Melody Kennedy, Financial Analyst - Subject: Status of Cost Study Update Ordinance 52-96 (Amended) Date: July 1, 1996 The Finance Committee has completed its two scheduled Cost Study Workshops and have performed a detailed review of the Cost Study Update Worksheets. A Summary Sheet of recommended changes from the most recent Workshop; June 18, 1996, along "vith a draft of the Minutes is attached for your review. There were several items pending from that meeting, and those items have been re- reviewed and addressed in the Summary Sheet. Also attached are the Recap Sheets which were provided during the Workshops for each Division's fees. For your convenience, an additional column has been added to the Recap Sheets showing the changes that were made by the Finance Committee, and its recommendations. The original Ordinance 52-96 was prepared to establish the percentage of recovery desired for City- provided services. A later Ordinance was to be completed which would set the actual fees based on the percentage of recovery approved by City Council. During the Workshops, there were discussions with regard to the advantages of combining these two Ordinances. This has been completed, and the 1iIM"J""'" amended Ordinance 52-96, attached, reflects this change. Upon approval, the new fees will be effective on January 1, 1997. ..~ The Department of Finance would like to take this opportunity to thank the Finance Committee for all its effort and time spent to bring this project to a successful completion. One of the issues discussed during the City Council meeting was the tax-exempt status of some of the organizations that participate in the City's Hotel/Motel Tax Grant Program.
