EQUIPMENT. WHEREAS, after conducting formal advertising and competitive bidding procedures for firearms; and, WHEREAS, Council has determined that bid submitted by Kiesler Police Supply for said equipment constitutes the lowest and best bid, in the total amount of$16,531.00; NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, -2- of the elected members concurring: Section 1. That the bid submitted by Kiesler Police Supply, in the amount of$16,531.00., for the above mentioned equipment, is hereby accepted; Section 2. That the City Manager is hereby authorized to enter into a contract with Kiesler Police Supply for the procurement of said equipment, as specified above and within said bidders' bid proposals on file in the Division of Personnel and Purchasing. r Section 3. Harding, Director of Personnel and Purchasing ~ INITIATED BY: Attached for your consideration please find Ordinance No. 50-96 accepting the lowest and best bid for firearms for the Division of Police. Also attached for your reference is a copy of the bid tabulation. This bid project involves the purchase of new firearms for the Division of Police. Funds for the purchase of these new firearms were authorized in the approved 1996 Operating Budget and were appropriated for this purpose. As reflected in the attached bid tabulation, the City received bids from the following vendors: * Kiesler Police Supply * Erie Gun * S.L.E.S. Company The bids were evaluated on the basis of the submitted bid price, less the quote for any trade in equipment (used firearms currently in City service), plus the direct cost of training our officers in the - proper usage of the firearms (if applicable). It should be noted that the Sig-Sauer firearms proposed by Kiesler and Erie Gun do not require additional training in that the Division presently uses similar ....,. Sig-Sauer firearms. However, should the bid for Smith & Wesson firearms be accepted by the City, approximately $16,473.00 in direct training costs would result. (This calculation is based on 12 hours of training per officer.) The Smith & Wesson firearms offered in the S.L.E.S. Company bid differ in nomenclature and method of operation from the Sig-Sauer firearms presently in service and those offered by Kiesler and Erie Gun. The bids submitted by both Kiesler Police Supply and Erie Gun fully comply with the City's specifications, while the bid submitted by the S.L.E.S. Company deviates substantively and is therefore considered an alternate. In the final analysis, given the above mentioned considerations, Staff believes that the bid submitted by Kiesler Police Supply is the lowest and best bid and, therefore, recommends that said bid be accepted. ..... . . .
