A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR THE EMERALD PARKWAY BRIDGE
PARKING LOT PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code for the Emerald Parkway Bridge Parking Lot Project; and

WHEREAS, Council has determined that the bid submitted by Janco LLC in the
amount of $228,670.00 constitutes the lowest and best bid.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Janco LLC in the total amount of $228,670.00 is
hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with
Janco LLC for performance and completion of the Emerald Parkway Bridge Parking
Lot Project, pursuant to the Advertisement, Proposal and Contract Documents for
said project on file in the office of the City Engineer.
Section 3 . This Resolution shall take effect and be in force on the earliest date
permitted by law.

Background
Memo
On Thursday, February 6, 2014, bids were opened for the Emerald Parkway Bridge Parking Lot
project. Six (6) bids were received:
Base Bid
Columbus Asphalt Paving, Inc.
$319,450.00
Danbert, Inc.
$270,300.00
Double Z Construction
$470,000.00
Janco LLC
$228,670.00
Jess Construction, Inc.
$229,922.00
Ohio Paving & Construction
$348,415.00
The funds for this project were included in the 2012 CIP budget in the amount of $435,000, of
which $25,900 has been spent or encumbered to date. The base bid estimate for this project was
$217,100. Funding will be from the Capital Improvement Tax Fund and will be included in an
appropriation ordinance presented to Council at a future date. This project was delayed due to
permitting issues. The issues were resolved earlier this year. This project will be completed by mid-
summer.
The project location is under I -270 along Riverside Drive. The work consists of all the materials
and labor necessary to construct a parking lot, shared use path, retaining walls, river shore
protection, and a canoe /kayak launch. Complete construction details are available for review in
the Council Planning room.
Recommendation
Staff recommends adoption of Resolution 11 -14, accepting Janco LLC's base bid of $228,670.00.
Janco LLC has completed work for the City of Dublin and staff has found their work to be most
satisfactory.
