AN ORDINANCE AUTHORIZING THE CITY MANAGER
TO ACCEPT PROPOSALS TO PURCHASE
PAD-MOUNTED GEAR AND ELECTRICAL
-
MANHOLES FOR USE IN CONNECTION
....... WITH BURIAL OF OVERHEAD POWER LINES
ON COFFMAN ROAD BETWEEN POST ROAD
AND NORTH OF EMERALD PARKWAY,
AMENDING THE ANNUAL APPROPRIATION,
WAIVING FORMAL BIDDING AND
ADVERTISING REQUIREMENTS
AND DECLARING AN EMERGENCY.
WHEREAS, the Coffman Road reconstruction project will soon be adve11ised for bid;
and
WHEREAS, reconstruction of Coffman Road provides an optimum opportunity to bury
overhead power lines in order to enhance the appearance of this significant entry way to
the City, and will result in more reliable electric service to the area; and
WHEREAS, burial of the overhead power lines will eliminate the need to relocate these
lines closer to Willow Grove residences, and negating the need for additional utility
"""... easements from the Willow Grove Association, resulting in the preservation of significant
amounts of landscaping; and

WHEREAS, construction coordination and cost savings will be realized by completing
the burial of overhead power lines as part of the Coffman Road construction work; and
WHEREAS, it is necessary to immediately purchase specialized equipment in order to
bury the overhead power lines, as part of the Coffman Road construction project; and
WHEREAS, the design of the power line burial is currently underway and there is not
sufficient time to bid and award the equipment in the normal manner, given the City's
commitment in various economic development agreements; and
WHEREAS, Section 8.02(b) of the Dublin Charter and Section 735.051 of the Ohio
Revised Code enables City Council, as the legislative authority, by a two-thirds vote of its
members elected thereto, to enter into a contract without formal bidding and advertising.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Dublin,
State of Ohio, ~ of the elected members concurring:
Section 1. That pursuant to Section 8.02(b) and Section 735.051 of the Ohio Revised
- Code, the formal bidding and advertising requirements for the purchase of electrical
. equipment be waived.

Section 2. That there be appropriated from the unappropriated balance in the Capital
Improvement Tax Fund the amount of $40,000 to account 40-03-14-2550 for purchase of
electrical equipment needed to bury the overhead power lines along the specified portion
of Coffman Road.

Section 3. That the City Manager be and hereby is authorized to purchase two (2)
..... Pad-Mounted Gear from S and C Electric Company of Chicago, Illinois, and four (4)
electrical manholes, two (2)double top slabs and four (4) box pad risers from Norwalk
~ Concrete Industries of Norwalk, Ohio, at a not-to-exceed cost of $40,000.
Section 4. That the Director of Finance is hereby authorized to make payments to S
and C Electric Company of Chicago and Norwalk Concrete Industries of Norwalk, Ohio,
for the cost of purchasing equipment described above, upon approval by the City
Engineer.
Section 5. That this Ordinance be and hereby is declared to be an emergency in order
to provide for orderly coordination and construction of underground facilities for burial of
overhead power lines and to be able to meet time schedules for Emerald Parkway
construction and Coffman Road reconstruction, and therefore, shall take effect and be in
force immediately upon it's passage.

SUBJECT: Burial of Overhead Power Lines at Willow Grove on Coffman Road

As you are aware, the Engineering Staff has been working with The American Electric Power
(AEP) Company in regard to subject matter. An estimated cost, should this work be performed
by the AEP, is $500,000. An estimated saving of about $100,000 could be realized by a
cooperative City-AEP joint venture. However, the cooperative nature of this work requires that
the City purchase some specialized electrical equipment in advance of construction contract
bidding to expedite manufacturing and delivery of this equipment to coincide with the sewer
construction work for the new roadway pavement.
We have already received the quote for specialized equipment. I recommend that the City
Council approve purchase of this equipment without the required formal bidding process. The
approximate cost of this equipment is $40,000.
Please note that the remaining construction work for Emerald Parkway will be bidded in a normal
manner. This cooperative City-AEP process may serve as a proto-type for burial of power lines
on other projects in a timely fashion and at substantial cost savings to the City. The approval
by the City Council will assist us to evaluate use of this process for other City projects.

..... SUBJECT: Burial of Overhead Power Lines at Willow Grove on Coffman Road

On February 5, 1996, City Council referred burial of the overhead power lines at Willow Grove
to the Community Development Committee for review and recommendation. The Development
Committee met on February 6, 1996 with the Department of Development staff. Staff provided
written material for review and discussion. The Committee has determined that given the
extremely tight space that exists between Willow Grove and the new roadway pavement, if the
lines are ever to be buried, now is the right time to do so. The Committee feels that aesthetic
consideration at this major gateway to the northwest quadrant of Dublin and along Emerald
Parkway is extremely important. Burying of the overhead power lines allows American Electric
Power to avoid additional easements from the intensive landscaped areas of Willow Grove.
However, if the overhead power lines are not buried, additional easements from Willow Grove
will be necessary and significant landscape removal is likely. This additional easement may
require substantial modification or reduction in landscape buffering along Coffman Road.
The burial of utility lines will also reduce the likelihood of service outages in this area resulting
from either severe weather conditions or auto accidents.

The Committee unanimously supports the burial of electric service along Coffman Road from
-.,did Post Road to the Coffman High School and concur's with staff's recommendation to waive
competitive bidding and to purchase $40,000 worth of necessary electric equipment, and agreed
to recommend to Council an emergency ordinance to facilitate coordination and construction in a
timely manner.
Attached is a copy of the proposed ordinance and the City Engineer's memorandum for your use
and information.

Dear Balbir:
Several reductions in size of manholes have been presented to,
and approved by, AEP in the course of obtaining quotations. At each
step, I requested new prices fram the pre-cast concrete supplier,
but at this point in time, the quotations are somewhat dis-jotnted.
I suggest that we choose a vendor based on the foll~n9 sUlMary and
then request that vendor to submit a final, fonaalized quotation.
The following suppliers were contacted:
Norwalk Concrete Industries, Norwalk, Ohio
Hydro-Conduit Corporation, Delaware, Ohio
Lindsay Concrete Products Co., Inc. Canal Fulton, Ohio
Hartford Concrete Products, Inc., Hartford City, Indiana
81uffton Pre-Cast Concrete Co., Bufflton, Ohio
Only Norwalk, Hydro Conduit, and Lindsay provided quotations. The

All prices include delivery to the job site, but Hydro
Conduit's bid is based on City's contractor unloading at the job
site. Norwalk's and lindsay's bids are based on supplier unloading
at the Job site. (and even setting in place, if City's contractor is
