Disoussion _I had. as to whioh was more importet or wh'oh Ihould come first - water plant or sewage plant. JIost of the council members were of the op1Bion there should be a sewage plaat tirlt. III any event, the matter had to be put on the ballot and voted on. Council would not have time to get tacts and figures betore d.fP.dl~ so it oouldn't possibly be on the ballot this November.
