........ AN ORDINANCE ACCEPTING THE LOWEST AND
BEST BID FOR SIGN SHOP MATERIALS AND
AUTHORIZING THE CITY MANAGER TO ENTER

SAID MATERIALS.
WHEREAS, after advertising and receiving bids for sign shop materials~ and,
WHEREAS, Council has determined that the bid submitted by the 3M Company for said
materials, as listed in the attached bid tabulation, is the lowest and best bid~
NOW, THEREFORE, BE IT ORDAINED, by the Council of the City of Dublin, State of
Ohio a- of the elected members concurring:
Section 1. That the bid submitted by the 3M Company for said materials, as listed in the
attached bid tabulation, is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into a contract with the 3M
Company for the procurement of said materials as specified within said bidder's bid proposal
on file in the Division of Personnel & Purchasing.
- Section 3. That this Ordinance is hereby declared to be an emergency measure necessary for
the preselVation of the public health, safety, and welfare in that the prices specified in the 3M
bid are valid only until March 15, 1996. Therefore, this Ordinance shall take effect and be in
- force immediately upon passage.

Attached for your consideration please find Ordinance No. 04-96 accepting the lowest and best bid
for sign shop materials. Also attached for your review is a copy of the bid tabulation.
This bid project involves the purchase of a variety of reflective and non-reflective sheeting materials
used in the production of street, traffic control, directional, and other related signage in the City sign
shop. Bids were sought on a square footage basis based on an estimated annual quantity of 1200
square feet of high intensity reflective sheeting, 2400 square feet of non-reflective sheeting, 2 rolls
of liner paper, 5625 square feet of perforated electronic cuttable film, and 5625 square feet of non
perforated electronic cuttable film. As reflected in the attached bid tabulation, the City received a
response from the following vendors:
· 3M Corporation
· Rocal, Inc.
· Stimsonite Corporation
· Kleem, Inc.

As noted in the bid tabulation, Kleem, Inc. and Rocal, Inc. each submitted a formal ''No Bid"
response. As also noted on the attached bid tabulation, the bid submitted by the Stimsonite
u..,',-.,",", Corporation is nonresponsive and incomplete. The bid submitted by 3M Corporation fully complies
with the established bid specifications, and is the lowest bid.
In the final analysis, Staff believes that the bid submitted by the 3M Corporation is the lowest and
best bid and, therefore, recommends that said bid be accepted. It should be noted that the 3M
Corporation has provided top quality materials in a reliable, dependable manner to the City over the
last three contract periods. The quality and durability of the 3M materials has been proven over this
period of time. It should also be noted that the bid prices contained in the 3M Corporation's bid have
not increased significantly over the prices offered in their previous proposals.
Please note that Ordinance No. 04-96 has not been drafted as emergency legislation~ However, given
that the bid prices in 3M's bid are firm only until March 15, 1996, staff would respectfully request
that Council consider passing this legislation as an emergency at the February 5, 1996 Council
Meeting.
