A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO AN AGREEMENT WITH THE OHIO DEPARTMENT OF
TRANSPORTATION (ODOT) FOR THE RESURFACING OF SAWMILL
ROAD WITHIN THE CITY OF DUBLIN, ODOT PID NUMBER 95628
WHEREAS, the Ohio Department of Transportation (ODOT) has identified the need to
construct an additional northbound lane on Sawmill Road from Billingsley Road north to
approximately 0.1 mile south of Hard Road to relieve congestion on I -270 at Sawmill Road;
and
WHEREAS, ODOT has worked closely with Dublin to develop the project and jointly have
determined that it is cost effective to complete the resurfacing of Sawmill Road between I-
270 to Billingsley Road in conjunction with the lane addition project; and
WHEREAS, for the portion of the resurfacing project which is within Dublin, Dublin will
assume and bear one hundred percent (100 %) of the cost of the resurfacing and
replacement of all necessary pavement markings; and
WHEREAS, Dublin has requested that certain sidewalk panels and curb ramps be repaired
with this project in order to maintain compliance with the Americans with Disabilities Act
(ADA), and Dublin agrees to assume and bear one hundred percent (100 %) of the cost of
such installation and repair of curb ramps; and
WHEREAS, the Dublin Community Plan promotes working cooperatively with surrounding
jurisdictions to promote regional transportation planning and programming; and
WHEREAS, the City of Dublin hereby agrees to cooperate with the Director of
Transportation of the State of Ohio in the planning and design of the identified highway
improvement project and grants consent to ODOT for its development of the project in
accordance with plans, specifications and estimates as approved by the Director.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, _ Q of the elected members concurring that:
Section 1. The City Manager is hereby authorized to enter into a Cooperative Planning and
Design Agreement with ODOT for the resurfacing of Sawmill Road within the City of Dublin,
in substantially the same form as attached, with changes not inconsistent with this
Resolution and not substantially adverse to this City and which shall be approved by the
City Manager and Director of Finance. The approval of changes thereto by those officials,
and their character as not being substantially adverse to the City, shall be evidenced
conclusively by their execution thereof.
Section 2 . The City Manager, the Clerk of Council, the Director of Law, the Director of
Finance, or other appropriate officers of the City are hereby authorized to prepare and sign
all agreements and instruments and to take any other actions as may be appropriate to
implement this Resolution. The City Manager and the Director of Finance are also
authorized, for and in the name of the City, to execute any amendments to the Cooperative
Planning and Design Agreement, which amendments are not inconsistent with this
Resolution and not substantially adverse to this City.
Section 3. This Resolution shall take effect upon adoption in accordance with Section
4.04(a) of the Revised Charter.

Background
The Ohio Department of Transportation (ODOT) has identified the need to construct an additional
northbound lane on Sawmill Road from Billingsley Road north to approximately 0.1 mile south of
Hard Road. ODOT has been working very closely with Columbus and Dublin to develop this
project. As a result of the jurisdictions working together, Columbus and Dublin have determined it
would be cost effective to complete the resurfacing of Sawmill Road within their respective
jurisdictions between I -270 and Billingsley Road as part of the ODOT project, as shown in Figure 1
below. Each jurisdiction is being asked to adopt legislation agreeing to reimburse ODOT for their
respective costs of the resurfacing.

Based on the current estimate, the City of Dublin will contribute $49,330 to this project to
resurface Sawmill Road, replace the pavement markings, and conduct sidewalk and curb ramp
repairs within Dublin's jurisdiction.
The current schedule includes a sale date of July 24, 2014 with construction beginning on
approximately September 1, 2014 and a construction completion date of June 1, 2015. Based on

the current sale schedule, Dublin's share will be due in mid -July. The entire cost of the project is
estimated at $2,650,000.
Recommendation
Staff recommends approval of Resolution 06 -14, authorizing the City Manager to enter into an
agreement with the ODOT for pavement resurfacing of Sawmill Road and to perform sidewalk and
curb ramp repairs within the City of Dublin.

The following is an Ordinance enacted by the City of Dublin, Ohio, hereinafter referred to as the
Local Public Agency (LPA), in the matter of the stated described project.
SECTION I - Project Description
WHEREAS, the LPA has identified the need for the described project:
This project includes the construction of a northbound lane from Billingsley Road north to
approximately 0.1 mile south of Hard Road. The project also includes the resurfacing of Sawmill
Road from the 1R270 bridge north to Billingsley Road.
NOW THEREFORE, be it ordained by the City of Dublin, Ohio;
SECTION II - Consent Statement
Being in the public interest, the LPA gives consent to the Director of Transportation to complete the
above described project.
SECTION III - Cooperation Statement
The LPA shall cooperate with the Director of Transportation in the above described project as
follows:
The LPA hereby agrees to cooperate with the Director of Transportation of the State of Ohio in the
planning, design and construction of the identified highway improvement project and grants consent
to the Ohio Department of Transportation for its development and construction of the project in
accordance with plans, specifications and estimates as approved by the Director;
The LPA agrees to assume and bear one hundred percent (100 %) of the cost of Design, Right -of-
Way and Construction less the amount of federal funds set aside by the Director of Transportation
and the Federal Highway Administration.
The LPA agrees to assume and bear one hundred percent (100 %) of the total cost of those features
requested by the LPA which are not necessary for the improvement as determined by the State and
Federal Highway Administration.
SECTION IV - Utilities and Right -of -Way Statement
The LPA agrees to acquire and/or make available to ODOT, in accordance with current State and
Federal regulations, all necessary right -of -way required for the described Project. The LPA also
understands that right -of -way costs include eligible utility costs.
SECTION V - Maintenance
Upon completion of the described Project, and unless otherwise agreed, the LPA shall: (1) provide
adequate maintenance for the described Project in accordance with all applicable state and federal
law, including, but not limited to, 23 USC 116; (2) provide ample financial provisions, as necessary,
for the maintenance of the described Project; (3) maintain the right -of -way, keeping it free of
obstructions; and (4) hold said right -of -way inviolate for public highway purposes.

This Ordinance is hereby declared to be an emergency measure to expedite the transportation project
and to promote transportation safety. Following appropriate legislative action, it shall take effect and
be in force immediately upon its passage and approval, otherwise it shall take effect and be in force
from and after the earliest period allowed by law.

Re: Ohio Department of Transportation - Sawmill Road Northbound Lane Project
Background
As discussed at the October 28, 2013 City Council meeting, the Ohio Department of Transportation
(ODOT) held a public meeting on October 29, 2013 to discuss their Sawmill Road Northbound Lane
project (the Project). Engineering staff was asked to provide a summary of the Project. The
Project's development and funding sources are included, as well as a brief summary of other
projects in the Sawmill Road corridor.
As part of ODOT's Ramp Clear statewide initiative, the westbound off -ramp at the Sawmill Road
interchange with I -270 was identified as a location where traffic frequently backs up onto I -270,
resulting in increased accident potential on I -270. ODOT's Ramp Clear initiative stems from the
Federal Highway Administration's new focus to unclog bottlenecks on the freeway system, rather
than trying to fix everything at a particular location. Focusing on resolving spot areas of
congestion reduces the amount of time it takes to address a problem location, the amount of
money needed to fix a problem, and reduces environmental impacts. This is not a formalized
program, but there are some criteria ODOT uses to determine whether a location fits the Ramp
Clear parameters, such as traffic routinely backing up from the ramp onto the freeway; the
improvement does not cost more than $2 million; the correction requires little or no right -of -way
acquisition; and it can be built in one construction season.
Each ODOT district was asked to identify potential locations that fit the Ramp Clear principles. The
I- 270 /Sawmill Road interchange was identified in District 6 as a location that fit the principles. The
Project quickly advanced when it was approved for funding through the ODOT Safety and
Congestion program.
There are several projects in the Sawmill Road corridor from I -270 to Hard Road that will be
completed in the near future. These are: the Sawmill Road /Hard Road intersection improvements
to be completed by the City of Dublin (Dublin); the Sawmill Road Northbound Lane Addition to be
completed by ODOT, and the Hard Road Widening project to be completed by the City of
Columbus (Columbus). In addition, the City of Columbus has recently awarded a new design
project to add a third southbound lane on Sawmill Road from Hard Road to I -270. The following
graphic shows the limits and responsible agency of each project.

The northbound lane addition on Sawmill Road will provide capacity needed for vehicles to exit the
freeway and distribute onto the local roadway network, reducing backups onto I -270. ODOT is the
lead agency on this project and is working closely with Columbus and Dublin staff to quickly
implement this project. ODOT is funding the design, acquisition and construction of the additional
northbound lane from Billingsley Road to Hard Road. As a result of the jurisdictions working
together, Columbus and Dublin have determined it would be cost effective to complete the
resurfacing of Sawmill Road within their respective jurisdictions between I -270 and Billingsley Road
as part of the ODOT project. Each jurisdiction will be asked to adopt legislation agreeing to
reimburse ODOT for their respective costs of the resurfacing.
The north end of the ODOT project ties into the intersection improvements that Dublin has
programmed for construction in 2014 at the intersection of Sawmill Road and Hard Road. The
project includes multiple turn lanes as well as bicycle and pedestrian facilities. The right -of -way to
be acquired from the Eickholt property, located in the southeast quadrant of the intersection
adjacent to the Sawmill Pointe shopping center, will provide for installation of sidewalk along their
frontage. The ODOT Project will include the installation of the sidewalk along the Eickholt property
frontage.
The east end of the Dublin intersection project ties into the Hard Road widening project led by
Columbus. This project provides additional through lanes, bike lanes, and pedestrian facilities. It

is the final phase of the Hard Road widening projects that have occurred further the east, which
began several years ago beginning to the east at State Route 315.
In addition to the projects discussed, Columbus has recently begun design to add a third
southbound land on Sawmill Road from Hard Road to I -270. This project is too early in
development to be able to show definite project limits or funding structure /commitments at this
time. The projects limits shown on Figure 1 are approximate; as the project advances, staff will
provide updates as needed.
Funding
The table below lists each project and shows the contribution by each agency. As the Sawmill
Road northbound lane design has advanced, the project costs have been reduced. The initial
assumption was for 12 -foot wide travel lanes. By reducing the lane width to 11 -feet, the
construction and right -of -way costs are considerably lower. The $2.5 million shown includes the
reduced construction cost with the original right -of -way projections.

Dublin's portion of the Sawmill Road northbound lane addition (our requested resurfacing between
I -270 and Billingsley Road) will be funded from the 2014 Capital Improvement Tax Fund, Capital
Outlay- Street Maintenance Projects account. The Sawmill Road and Hard Road intersection
improvements are being funded from the Lifetime Fitness TIF Fund.
Staff anticipates bringing authorizing legislation to the January 27, 2014 City Council providing for
the execution of an agreement with ODOT for Dublin's portion of the resurfacing on Sawmill Road
and the sidewalk and curb ramp repair within Dublin's corporation limits.
