HomeMy WebLinkAboutResolution 03-14RECORD OF RESOLUTIONS Daron Legal Blank Inc., Form No 30045 _ Resolution No. 03 -14 Passed . 2D A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR RENOVATIONS TO THE EXISTING COLD STORAGE BUILDING AND CONSTRUCTION OF ADDITIONAL STORAGE BUILDINGS —` WHEREAS, formal advertising and competitive bidding procedures have been conducted pursuant to Section 8.04 of the Revised Charter for renovations to the existing cold storage building and the construction of additional storage buildings; and WHEREAS, Council has determined that the bid submitted by 2K General Company in the amount of $537,200 constitutes the lowest and best bid for the construction work. NOW, THE,tEFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, _ of the elected members concurring, that: Section 1 . The bid submitted by 2K General Company in the amount of $537,200 is hereby accepted for plumbing, electrical and drain renovations for the renovations to the existing cold storage building and additional storage buildings. Section 2 . The City Manager is hereby authorized to enter into a contract with 2K General Company for said project as specified within the bid proposal and the City's bid documents. Section 3 . This Resolution shall take effect immediately upon passage in accordance with Section 4.04(a) of the Revised Charter. Crandall, Assistant City Manager Memo Re: Resolution 03 -14 - Accepting the Lowest and Best Bid for Construction of Additional Storage Buildings and Renovations to the Existing Building Background On November 26, 2013, 10 bids were opened for the project that includes: • Renovations to the Cold Storage Building located on the Fleet Maintenance grounds to accommodate an automatic vehicle wash system. • The construction of additional storage buildings located near the Cold Storage Building. The goal of both the automatic vehicle wash (Resolution 04 -14) and the additional storage buildings is to extend the useful life of vehicles and other large motorized /electrical equipment. The renovations to the Cold Storage Building and the additional storage buildings were included in one bid, based on their close proximity and the need to coordinate the exterior project work. $500,000 was authorized for this overall project, which included the purchase of an automatic vehicle wash system. 2K General Company submitted the lowest and best bid for the construction of the additional storage building and the renovations to the existing building in the amount of $537,200. The cost of the Automatic Vehicle Wash (described in the memorandum accompanying Resolution 04 -14) is $137,000. The reserves in the Capital Improvements Tax Fund will be utilized to fund the additional $174,200 needed for the overall project. A supplemental appropriation request will be included in a future Ordinance to amend the annual appropriations. The additional cost is largely the result of the need to add electrical capacity for the vehicle wash- which will also accommodate any future expansion on the Fleet Management property- and the need for extensive modifications to the current problematic drainage system in the Cold Storage Building. Existing Cold Storage Building The Cold Storage Building currently features a wash bay for vehicles to essentially be washed by hand with a hose and bucket. Not only is this process inefficient, it does not effectively remove road salt and debris from the undercarriage of City vehicles. Renovations to the Cold Storage Building will be required to accommodate the automatic vehicle wash. The renovation project includes installing a new electrical panel (additional capacity provided by AEP — Resolution 52 -13), improving the drainage system and providing the plumbing and electrical connections to the vehicle wash. Resolution 03 -14 — Construction of Additional Storage Buildings /Renovations to Existing Building January 23, 2014 Page 2 of 2 Additional Storage Buildings These open -front buildings (see the attached Exhibit) will be used to store equipment such as chippers, message boards, plows and mowing equipment. This type of equipment does not require temperature- controlled storage but should be kept dry to maximize the useful life and appearance. This project will double the number of open -front storage areas to six and will also include storage racks for the salt boxes used in snow removal. The site is zoned TF, Technology Flex District, and modifications to the site do not require review and approval by the Planning and Zoning Commission. Recommendation Staff recommends approval of Resolution 03 -14, approving the bid submitted by 2K General Company in the amount of $537,200 for the renovations to the Cold Storage Building and the construction of additional open -front storage buildings.
