AN ORDINANCE ACCEPTING THE LOWEST AND
BEST BID FOR A FOUR WHEEL STREET SWEEPER,
AND AUTHORIZING THE CITY MANAGER TO
,- ENTER INTO A CONTRACT FOR PROCUREMENT

WHEREAS, after conducting formal advertising and competitive bidding procedures for the
purchase of a four wheel street sweeper; and,
WHEREAS, Council has determined that the bid submitted by Jack Doheney Supplies for
said equipment constitutes the lowest and best bid, in the total amount of$125,939.00; and,
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, ~ of the elected members concurring:
Section 1. That the bid submitted by Jack Doheney Supplies for the above referenced
equipment, in the amount of$125,939.00, is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into a contract with Jack
Doheney Supplies for the procurement of said equipment as specified above and within said
bidder's bid proposal on file in the Division of Personnel and Purchasing.
Section 3. That this Ordinance is hereby declared to be an emergency measure necessary for
.... the preservation of the public health, safety, or welfare and requires immediate ordering of

Subject: Four Wheel Street Sweeper Bid

Attached for your consideration please find Ordinance No. 109-96 accepting the lowest and best bid
for a four wheel street sweeper and related equipment for the Department of Service. Also, attached
for your reference is a copy of the bid tabulation.
This bid project involves the purchase of a four wheel "mechanical" street sweeper and related
equipment for cleaning roadways in the City of Dublin. The Service Department's intent in pursuing
this bid project was to maximize the effectiveness of cleaning operations via the purchase of a four
wheel street sweeper to operate in a tandem with the City's existing "vacuum" sweeper currently in
service. Before seeking formal bids for this project, the Department of Service compared and tested
both "mechanical" and "vacuum" type sweepers and related equipment from differing manufacturers.
The Department determined that the "mechanical" type sweeper better meets the City's operational
needs and objectives with respect to the street cleaning program.
As reflected in the attached bid tabulation, the City received bids from the following vendors:
* Jack Doheney Supplies
* Contract Sweepers
- Jack Doheney Supplies submitted three (3) bids, the assessment of which follow:
(1 ) 1997 Elgin Eagle High Dump "F" series sweeper with a Ford CF8000 Chassis.
......, Bid contains a few minor deviations from City specifications. Upon closer
examination by the Department of Service, these deviations would not adversely
affect the anticipated functionality of the vehicle.
(2) 1996 Elgin Eagle High Dump with Ford CF7000 Chassis (Used Demonstrator
Model). Bid contains a few deviations from City specifications. Upon closer
examination by the Department of Service, it was determined that these deviations
would not adversely affect the anticipated functionality of the vehicle. However, after
conducting a field test of the equipment, it was determined that the purchase of a
used demonstrator model is not in the City's best interest.
(3) 1997 Elgin Eagle High Dump with Ford CF7000 Chassis (Used Demonstrator
Model). Bid contains a few deviations from City specifications. Upon review by the
Department of Service, it was determined that these deviations would adversely
affect the anticipated functionality of the vehicle. Further, it was determined that the
purchase of a used demonstrator model is not in the City's best interest.

Contract Sweepers submitted a bid for a 1997 Tymco FHD with Ford CF7000 Chassis. While all
bids possessed at least some deviations from the specifications, the Department of Service, during
their evaluation, found that the bid submitted by Contract Sweepers & Equipment possessed the
following unacceptable deviations:
-
* A delivery time of 120-180 days as compared to the 90-120 days specified by the
- City.
* The City required that a "LOANER" machine, at the option of the City, be provided at
no cost, in case of repairs requiring longer than forty-eight (48) hours. Contract
Sweepers proposed "Sweeper Services" at $75.00 per hour portal to portal. Further
they require the City to provide a dump site and water access.
* Proposed vehicle's tuming radius exceeds the maximum requirement of twenty (20)
feet. The proposed vehicle has a turning radius of twenty-three and nine-tenths
(23.9) feet making it more difficult to maneuver in the many culdesacs within the City
limits.
* Contract Sweepers failed to provide the requested information in sections 4.8c and
d of the "Specification" portion of the bid documents. These sections pertain to the
operating costs and the maintenance schedules, respectively, of the proposed
sweeper.
* Proposed vehicle is non-"mechanical" and uses a "vacuum" system. The City
presently owns a "vacuum" sweeper and adding another such vehicle to the fleet
would not enhance our operational effectiveness.
The above referenced deviations are such that Staff cannot recommend acceptance of Contract
Sweeper's bid as either the lowest or best bid.
The deviations identified in Jack Doheney Supplies' first and second bids were deemed acceptable
- based on functionality in connection with the nature and objectives of street cleaning operations with
the City of Dublin.
.... The award conditions in the bid documents require that a single award be made based on the lowest
and best bid submitted. In the final analysis, Staff believes that acceptance of the first bid submitted
by Jack Doheney Supplies, for the new 1997 Elgin Eagle High Dump "F" series would be in the best
interest of the City of Dublin. Therefore, Staff recommends that said bid be accepted as the lowest
and best bid.
