AN ORDINANCE AUTHORIZING THE PURCHASE OF HIGH-LIFT EQUIPMENT
WITHOUT FORMAL ADVERTISING AND COMPETITIVE BIDDING AND DECLARING
AN EMERGENCY
,..,.... WHEREAS, the City of Dublin must provide for the proper maintenance of street lights, traffic

lights, outdoor early warning sirens, and other infrastructure and to conduct tree trimming; and
......
WHEREAS, safe and reliable high-lift equipment is required to perform such work; and
WHEREAS, the City has leased such equipment in the past as a cost effective alternative to
purchasing such equipment; and
WHEREAS, the City is experiencing and anticipates a significant increase in demand for such
equipment on both a scheduled and emergency basis; and
WHEREAS, used equipment has been identified that will meet the demand at a more cost
effective rate than leasing or the purchase of new equipment; and
WHEREAS, Section 8.02(B) of the Dublin Charter enables Council, by ordinance or resolution
adopted by a vote of at least two-thirds of its members, to authorize, without advertising and
competitive bidding, contracts or expenditures for any purpose where the statutory or common
law of Ohio does not require competitive bidding;
NOW, THEREFORE BE IT ORDAINED, by the Council of the City of Dublin, State of Ohio,
E- of the elected members concurring:
... Section 1. That, pursuant to Section 8.02 of the Dublin Charter, the purchase of a used
bucket truck, without formal advertising and competitive bidding, in the amount not to exceed
$34,000, is hereby authorized and that said funds are hereby appropriated.

Section 2. That additional funds in the amount of $5,000 shall be appropriated for the
purpose of making minor alterations and upgrades to the equipment.
Section 3. That this Ordinance is hereby declared to be an emergency measure necessary
for the preservation of the public health, safety and welfare in that the above equipment is
essential to the safe, effective and immediate repair of street lights and traffic signals and also
in that the equipment is "used" in nature and therefore only available within a limited time
frame. Therefore, this Ordinance shall take effect and be in force immediately upon passage.

SUBJECT: Ordinance 78-95, Purchase of Highlift Equipment (Bucket
Truck)

I recommend that City Council appropriate $39,000 for the purchase
~ and upgrade of a used bucket truck (See attached pictures) for the
following reasons:
. this equipment will re-pay the City over its anticipated
service life (7 to 8 years);
. will defer the purchase of a new truck for 7 to 8 years;
. will make more reliable and safer equipment more readily
available for emergency needs;
. will benefit both Traffic Signal Technician and the
Department of Service;
. will shorten response times.
In previous years the purchase of a bucket truck has surfaced at
staff level and at one time was discussed by City Council. The
need for this piece of equipment could never totally be justified.
The justification for this piece of equipment never came to pass
when evaluating the level of use compared to the cost of a new
bucket truck, even under a shared scenario between the Division of
Maintenance and Parks Maintenance. A new bucket truck of this
nature would cost between $75,000 and $95,000. The service life of
a new bucket truck is estimated to be 12 to 15 years. This service
life could be extended by rebuilding certain systems. Staff has
continuously evaluated the need for such equipment. At this time,
- we do not see the opportunity to justify the purchase of a new
truck. Therefore, this particular piece of equipment does not
I appear on the 5 year CIP, because we do not anticipate the
~ justification for a new piece of equipment until probably year 7.
This is based upon anticipated growth in private development and
the City's proposed 5 year CIP. Justification for this particular
piece of equipment is based upon the following:
As you are aware, the City has added a Traffic Signal Technician to
staff, thereby performing the maintenance of traffic signals,
street lights and outdoor early warning sirens "in-house". The
Traffic Signal Technician currently responds to emergency repairs
and scheduled maintenance using the following:
. an assigned pick-up truck and ladders
. the City's 25' bucket truck
. rents a 50' bucket truck, approximately $4,800 per year
. borrows from other municipalities
This has been effective for over 2 years now. However, the

following must be given more close evaluation:

. The City's 25' bucket truck will Dot reach approximately
75% of the City's street lights. This truck, also purchased used,
was designed for street sign installation.
. The City's current inventory of street lights is close to
300. Staff estimates an additional 150 street lights within the
next year, knowing that developments, already approved by the City
- as well as the current CIP, will generate even more over the next
!
5 to 7 years. Likewise, traffic signals will be added to the
...... system as well.
. Currently, Street lights are not repaired immediately.
Instead, street lights are repaired on a scheduled basis, when a
bucket truck is rented in order that repairs be done in groups.
. Currently the City rents a 50' bucket truck for
approximately $200.00 an hour and anticipates spending about $4,800
this year. Given the number of anticipated street lights, this
number could nearly double over the next year to year and a half.
. Emergency response for traffic light repairs will always be
a high priority and the City will do whatever necessary to make the
repair immediately. However, immediate availability of a more
reliable and safer bucket truck will shorten our response time and
provide a safer work environment for the operator.
The Divisions of Parks & Recreation and Maintenance also have a
need for this truck, although their usage will be limited to less
than 20% of the available time. Their needs are based upon:
. Emergency tree trimming. The City removes fallen trees and
,- tree limbs in the right-of-way. The City can clear the right-of-
way as needed, however, it does contract for tree removal services
requiring more than the 25' truck.

. Contracted tree trimming. The Ci ty has privatized tree
trimming substantially reducing the need for a bucket truck.
Scheduled tree trimming is pursued the slower seasons for tree
trimming companies in order to take advantage of lower prices.
However, there are numerous opportunities for unscheduled tree
trimming and often we do this work using borderline equipment or
paying higher premiums for tree trimming services.
