AN ORDINANCE TO APPROPRIATE A 0.266 ACRE TEMPORARY
CONSTRUCTION EASEMENT AND A 0.363 ACRE FEE SIlVIPLE INTEREST
IN PROPERTY OWNED BY WALLACE, BRADLEY & WALLACE,
LOCATED ON THE NORTH SIDE OF POST ROAD, IN THE CITY OF
DUBLIN, COUNTY OF FRANKLIN, STATE OF OHIO, TO AMEND THE
ANNUAL APPROPRIATIONS BUDGET AND DECLARING AN
EMERGENCY.
WHEREAS, the City of Dublin is preparing to improve and widen Coffman Road; and,
WHEREAS, said improvement will require the City of Dublin to obtain a temporary
construction easement and a fee simple interest in and to the premises described in the
attached Exhibits "A" and "B", located in the City of Dublin, Franklin County, Ohio.
NOW, THEREFORE, BE IT ORDAINED by the Council, of the City of Dublin, State
of Ohio, ~ of the elected members concurring that:
Section 1. A temporary construction easement and a fee simple interest in and to the
premises located in the City of Dublin, Franklin County, State of Ohio, and more fully
described in the legal descriptions attached hereto as Exhibits "A" and "B" are hereby
appropriated for the public purpose of improving and widening Coffman Road, pursuant
to Ohio Revised Code Chapter 163 and the Constitution of the State of Ohio.
Section 2. Council hereby fixes the value of the interests appropriated at Three
Thousand Four Hundred Dollars and 00/100 Cents ($3,400.00) which sum shall be
deposited with the Franklin County Common Pleas Court for the use and benefit of the
owners of the property appropriated. Upon such deposit, the City of Dublin shall take
possession of and enter upon the property pursuant to law.
Section 3. Council finds that the appropriation is necessary for the stated purpose, that
the City has been unable to agree with the owner of the property as to appropriate
compensation, and that the City intends to obtain immediate possession of the property.
Section 4. The City Law Director is directed to file a petition for appropriation in the
Franklin County Common Pleas Court, to have a jury impaneled to assess the compensation
to be paid for the real estate herein described above.
Section 5. That there be appropriated from the unappropriated balance in the Capital
Improvements Tax Fund the amount of $3,400.00 to account 40-03-14-2550 for right of
way acquisition.
Section 6. This ordinance is hereby declared to be an emergency necessary for the
immediate preservation of the public health, safety and welfare. The reason for such
necessity is that the prompt improvement and widening of Coffman Road is necessary to
improve traffic circulation and relieve traffic congestion for the citizens of Dublin.
Therefore, this ordinance shall go into immediate effect.

Situated in the State of Ohio, County of Franklin, Township of Washington and being
0.363 acres out of 14.118 acres as conveyed to Wallace, Bradley and Wallace Partnership, as
recorded in Official Record 17377-I03, Franklin County Recorders Office. Said 0.363 acres being
more particularly described as follows:
Beginning at the centerline intersection of Coffman Road witf~ Brand Road (Cotlinan
Road Station 256+90.33, Brand Road Station 19+44.50), thence with a curve to the right, having
a radius of 916.73 feet, an arc length of 62.49 feet and whose chord bears N62-°51'-21"W For a
chord distance of 62.48 feet to the southwest corner of the said 14.118 acre tract (Station
l 8+82.01 Brand Road);
Thence, with the westerly line of said 14.118 acre tract, N10°-26'-28"E for a distance of
31.73 feet to a point in the existing northerly right-of--way line of Brand Road (30.00 feet left of
Station 18+71.52) ;
Thence, with said northerly right-of--way line, and a curve to the left, having a radius of
886.73 feet, an arc distance of 119.58 feet, whose chord bears S64°-06'-38"E for a chord
distance of 119.50 feet to a point of tangency (30.00 feet left of Station 19+95.15) ;
Thence, continuing with said northerly right-of--way line, S67°-58'-27"E for a distance of
408.35 feet to a point in the easterly line of said 14.118 acre tract (30.00 feet left of Station
24+03.50) ;
Thence S10°-26'-28"W, along said east line, for a distance of 30.62 feet to the
southeasterly corner of said 14.118 acre tract (Station 24+09.65) ;
Thence N67°-58'-27"W for a distance of 414.50 feet to a point of curvature (Station
19+95.15) ;
Thence, with a curve to the right having a radius of 916.73 feet, an arc length of 50.65
feet, whose chord bears N56°-23'-29"W for a chord distance of 50.64 feet to the POINT OF
BEGINNING, containing 0.363 acres of land,. more or less of which the present roadway
occupies 0.363 acres. Subject to all easement, right-of--way and restrictions of record.
The above described acreage is contained in Auditors Parcel 270-000260.

for Coffman Road, Perimeter Drive, Post Road and Brand Road prepared by John E. Foster and
Associates, Inc.
