AN ORDINANCE TO APPROPRIATE A 0.028 ACRE TEMPORARY
CONSTRUCTION EASEMENT AND A 0.004 ACRE FEE SIlVIPLE INTEREST
IN PROPERTY OWNED BY PAUL G. POWELL AND DEBORAH A.
POWELL, LOCATED ON THE WEST SIDE OF COFFMAN ROAD, IN THE
CITY OF DUBLIN, COUNTY OF FRANI~I,IN, STATE OF OHIO, TO
AMEND THE ANNUAL APPROPRIATIONS BUDGET AND DECLARING
AN EMERGENCY.
WHEREAS, the City of Dublin is preparing to improve and widen Coffman Road; and,
WHEREAS, said improvement will require the City of Dublin to obtain a temporary
construction easement and a fee simple interest in and to the premises described in the
attached Exhibits "A" and "B", located in the City of Dublin, Franklin County, Ohio.
NOW, TH FORE, BE IT ORDAINED by the Council, of the City of Dublin, State
of Ohio, of the elected members concurring that:
Section 1. A temporary construction easement and a fee simple interest in and to the
premises located in the City of Dublin, Franklin County, State of Ohio, and more fully
described in the legal descriptions attached hereto as Exhibits "A" and "B" are hereby
appropriated for the public purpose of improving and widening Coffman Road, pursuant
to Ohio Revised Code Chapter 163 and the Constitution of the State of Ohio.
Section 2. Council hereby fixes°the value of the interests appropriated at Two Thousand
Eighty-Five Dollars and 00/100 Cents ($2,085.00) which sum shall be deposited with the
Franklin County Common Pleas Court for the use and benefit of the owners of the property
appropriated. Upon such deposit, the City of Dublin shall take possession of and enter upon
the property pursuant to law.
Section 3. Council finds that the appropriation is necessary for the stated purpose, that
the City has been unable to agree with the owner of the property as to appropriate
compensation, and that the City intends to obtain immediate possession of the property.
Section 4. The City Law Director is directed to file a petition for appropriation in the
Franklin County Common Pleas Court, to have a jury impaneled to assess the compensation
to be paid for the real estate herein described above.
Section 5. That there be appropriated from the unappropriated balance in the Capital
Improvements Tax Fund the amount of $2,085.00 to account 40-03-14-2550 for right of
way acquisition.
Section 6. This ordinance is hereby declared to be an emergency necessary for the
immediate preservation of the public health, safety and welfare. The reason for such
necessity is that the prompt improvement and widening of Coffman Road is necessary to
improve traffic circulation and relieve traffic congestion for the citizens of Dublin.
Therefore, this ordinance shall go into immediate effect.

Situated in the State of Oliio, County of Franklin, the City of Dublin and being 0.004 acres
of land out of Lot 52 of Shannon Park Section 1 (Plat Book 54, Page 72 and 73) as conveyed to
Paul G. And Deborah A. Powell in Official Record 06280-E 13 of the Franklin County Recorder's
Office. Said 0.004 acres being more particularly described as follows:
Beginning for reference at the centerline intersection of Coffman Road with Rosscommon
Road (Station 228+66.74), thence, with centerline of Coffman Road, S 10°-47'-25"W a distance
50.00 feet to a point, thence, N79°-12'-35"W a distance of 40.00 feet to the TRUE POINT OF
BEGINNING in the westerly right-of--way !ine of Coffman Road, the easterly line. of said Lot 52
(40.00 feet left of Station 228+16.74);
Thence, N34°-15'-42"W a distance of 35.36 feet to a point in t}ie northerly line of said Lot
52, the southerly right-of--way line of Rosscommon Road (65.00 left of Station 228+41.74);
Thence, with said northerly line of Lot 52, t1~e said sout}~erly right-of--way line of
Rosscommon Road and with a curve to the right, having a radius of 25.00 feet, an arc length of
39.27 feet and whose chord bears 534°-15'-42"E a chord distance of 35.36 feet to the TRUE
POINT OF BEGINNING and containing 0.004 acres of land, more or less, of which tl~e present
roadway occupies 0.00 acres. Subject to all easements, restrictions and right-of--way record.
The above described acreage is contained in Auditor's Parcel 273-001249.

Situated in the State of Ohio, County of Franklin, City of Dublin and being 0.028
acres out of Lot S2, Shannon Park Section 1 as recorded in Plat 13ook 54, at page 72 &
73, as conveyed to Paul G. & Deborah A. Powell, as recorded in Official Record 6280-
E 13, Franklin County Recorders Office. Said 0.028 acres being more particularly
described as follows:
Beginning at the southeast corner of said Lot 52, said point also being on the
westerly right-of--way line of Coftinan Roacl (40.00 feet left of Station 227+20.21)
"thence N84°-27'-02"W, along the south line of said Lot S2, for a distance of
10.04 feet to a point (50.00 feet left of Station 227+19.29) ;
Thence N10°-47'-2S"E for a distance of 93.77 feet to a point (50.00 feet left of
