AN ORDINANCE ACCEPTING THE LOWEST/BEST BIll
FOR THE
COFFMAN PARK DRIVE PROJECT
AND DECLARING AN EMERGENCY
WHEREAS, bids have been received for Improvements for the Coffman Park Drive
project; and
WHEREAS, the lowest/best bid is from Strawser Paving Company in the amount of
$440,901.50; and
WHEREAS, Coffman Park Drive and parking areas are part of the Coffman Park Master
Plan; and
WHEREAS, Coffman Park Drive will connect the Dublin Community Recreation Center
with the Dublin Municipal Building and Emerald Parkway, which will provide another
access point the the Dublin Community Recreation Center; and
WHEREAS, Coffman park Drive has been designed to fulfill requirements of the
Coffman Park Master Plan; and
WHEREAS, it is necessary to amend the annual appropriation to provide sufficient
funding for the project; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible so that construction can be completed prior to the 1997 Dublin Irish Festival that
scheduled to be held at Coffman Park.
NOW THEREFORE, BE IT ORDAINED, by the Council of the City of Dublin, State
of Ohio, ~_ of the elected members concurring:
Section 1. That the bid of $440,901.50 from Strawser Paving Company of Columbus,
Ohio be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Strawser Paving Company for completion of said project pursuant to the bid
specifications and documents on file in the office of the City Engineer.
Section 3. That there be appropriated from the unappropriated balance in the Capital
Improvement Tax Fund the amount of $400,000.00 to account 40-03-14-2511 for the
purpose of constructing Coffman Park Drive.
Section 4. That this Ordinance be, and the same hereby is declared to be an
emergency measure, so that construction can be finished prior to the 1997 Dublin Irish
Festival in Coffman Park, and for the preservation of health and welfare of the residents
of this City, and therefore, this Ordinance shall take effect and be in force immediately
upon its passage.

MEMORANDUM

SUBJECT: Coffman Park Drive -Ordinance No. 16-97
On February 13, 1997, bids were received, publicly opened and read for the subject project. For
your information, attached is a copy of the bid results.
Strawser Paving Company was the lowest bidder for this project. Their bid price was
$440,901.50. The City Engineer's estimate for Coffman Park Drive was $495,000.00.
A bid was also received from the Nadalin Company, Inc. of Plain City, Ohio. The required
ODOT pre-qualification of this contractor was valid only until January 31, 1997. Ttherefore, it
did not meet the City's minimum requirements and the bid was not opened for consideration.
Strawser Paving Company has recently completed, in a satisfactory manner, several projects for
the City of Dublin. I find them reasonable and responsible contractors. I recommend that the
contract be awarded to them.
Attached is an ordinance for approval by City Council. $85,000 is currently available in the
budget. However, an additional $400,000.00 appropriation is required as described in Section 3
of the ordinance.
